Job Overview

Local Initiatives Support Corporation (LISC) seeks an organized, professional to become the Program Assistant in its Virginia office.

The Program Assistant will be responsible for ensuring efficient office operations by providing a range of administrative functions to support the LISC office. In addition, the Program Assistant will provide support to the Richmond team to ensure grant/contract management is timely and accurate and programs are administered smoothly and effectively. Responsibilities will include:

Administrative Responsibilities

• Administer, track, and update donor lists, records, and communication materials used for fundraising
• Process and track local office revenue and expenses monthly for accuracy; provide financial management support to include: invoicing, updating payment status, proactively communicating with LISC National finance and accounting teams

Description and Key Responsibilities

LISC Greater Kansas City seeks a self-motivated and qualified individual passionate about affordable housing, equitable development, and safe and healthy neighborhoods for a Program Officer position. This individual will be responsible for coordinating the deployment of LISC loan capital to communities with lower incomes and for developers and entrepreneurs who have previously experienced challenges accessing capital. This person should have expertise in community development, finance, real estate development and/or lending fields. The Program Officer will help to grow LISC Greater Kansas City’s lending pipeline, from loan origination, to underwriting, closing, and asset management to support LISC’s strategic priorities and comprehensive approach to equitable development. This person must have the capacity to simultaneously work on multiple tasks, set priorities for a challenging workload with great organization, initiative, attention to detail, and timely follow-through, as well as high standards for accuracy and efficiency. The Program Officer reports directly to the Executive Director (or Deputy Director) and collaborates with fellow LISC staff to structure and deploy mission-based capital to create equitable opportunities in our region.

PRIMARY RESPONSIBILITIES
• Originate, structure, and underwrite financing requests for real estate projects that create more affordable housing, equitable commercial development and small business support in the Kansas City region. This will include identifying project opportunities, providing technical assistance to potential borrowers, vetting of projects, structuring financing to meet their needs, and developing and maintaining key relationships and partnerships with non-profit and for-profit affordable housing and community developers.
• Conduct due diligence and financial analyses, draft credit memoranda, and present loan recommendations to LISC’s national Lending staff and Credit Committee, as applicable. Manage closing process with in-house and external counsel.
• Manage the deployment of capital and reporting to funders on local revolving loan funds, such as the Catalytic Predevelopment Fund, and additional funds under development.
• Work with community development partners to help them craft financing strategies, access public subsidies, and secure private financing to assure successful project execution.
• Evaluate mission alignment of proposals, management capacity of entities, organizational structure, and financial feasibility.
• Develop and implement a local lending strategy which responds to unmet needs in the housing, commercial, and small business markets and work with other LISC staff to design appropriate programs, applications, and collateral.
• Originate loans that bolster LISC KC’s investments with local programming and initiatives.
• Coordinate internal and external relationships that are critical to the growth of the office’s lending portfolio including relationships with LISC national and local staff, originators of LIHTC and NMTC transactions via LISC affiliates NEF and NMSC, financial institutions and other program partners.
• Develop strategic collaborations with public sector agencies at the local level.
• Work with LISC national and local staff, stakeholders, and funders to identify challenges and opportunities for risk mitigating strategies, including reserves, guarantees, and other forms of credit enhancement.
• Support LISC national and local staff’s small business lending initiatives.
• In partnership with other LISC local staff, provide technical assistance to community development corporations, mission-aligned partners, and emerging developers, and assist in facilitating and convening meetings, trainings, workshops, and/or other events to increase community awareness and build partners’ capacity and access to resources.
• Represent LISC as an expert on community development lending and share best practices to community partners and stakeholders, as well as at regional and national conferences, trainings, and events. In person attendance at meetings and events is a required dimension of this work.

QUALIFICATIONS

A successful candidate will have the following expertise and experience:
• Bachelor’s degree from an accredited college or university with a concentration in Business, Finance, Real Estate, Planning, Community Development, Urban Studies or related fields/equivalent experience. Master’s degree preferred.
• Minimum 5 years of relevant work experience in lending, finance, affordable housing, community development, nonprofit management, or related field, with demonstrated experience in housing real estate development, including project financing, market analysis, deal structuring, and financial analysis.

Background

LISC Connecticut is a local organization within National LISC, the nation’s largest Community Development Financial Institution (CDFI). LISC Connecticut has more than 35 years of experience working as a catalyst for community reinvestment in Hartford and across the state. It helps resident-led, community-based development organizations transform distressed neighborhoods into healthy places to live work, worship, do business and raise families. Since 1985, LISC Connecticut has invested $85 million in Connecticut’s cities, suburbs, and rural communities, and leveraged an additional $818 million for community improvements.

Nationally, LISC supports a national network of more than 125 Financial Opportunity Centers (FOCs) in more than 30 cities across the country. LISC Connecticut established a network of 10 FOCs in the fall of 2020 and now has seven FOCs, one of which is designated a Bridges to Career Opportunities (BCO) site. FOCs focus on the financial bottom line for low-to- moderate income individuals. Position Description

LISC Connecticut seeks to fill an Assistant Program Officer position. The Assistant Program Officer will work under the Program Officer – Community Economic Development to support LISC Connecticut’s Financial Opportunity Centers (FOCs), and under the Fundraising & Communications Program Officer to assist in external FOC communications and all aspects of the FOC grant writing and reporting process. LISC is seeking a solution-oriented professional with the capacity to work simultaneously on multiple tasks and projects, take initiative, and set priorities for a challenging workload.

Key Responsibilities

Under the supervision of the Program Officer – Community Economic Development (and Fundraising and Communications Program Officer for related responsibilities), the Assistant Program Officer will:

FOC and BCO Program (50%)
• Provide logistical and programmatic support to the FOC Network through the coordination and facilitation of meetings, conferences, trainings, and workshops, including the Quarterly Peer Learning Sessions for site partners.
• Support the smooth transition of one FOC site to a BCO center, and plan and prepare for other FOCs to transition to BCOs.
• Review monthly data and quarterly narrative reports submitted by FOC site partners.
• Oversee data quality and analysis for the FOC outcomes data management system.
• Develop accurate, accessible, and up to date information on grantee accomplishments and projects and program data for reporting performance measurement.
• Provide technical assistance to FOC site partners as needed.
• Submit and track grant payments to FOC partner sites and provide other grants management support as needed.

Fundraising (40%)
• Develop/revise overall plan for raising funds to support FOCs, in collaboration with the Fundraising and Communications Program Officer.
• Prepare and submit grant proposals and reports to maintain, expand and, increase FOC/BCO funding opportunities.
• Build upon relationships with current and potential funding partners through meetings and events.

Communications (10%)
• Develop and implement a communications plan for FOCs, in collaboration with the Fundraising and Communications Program Officer
• Write stories and press releases on FOCs, develop connections with media, and use social media platforms to promote FOCs.
• Provide logistical and event planning support, in collaboration with the Fundraising and Communications Program Officer, for the annual FOC Open House for community partners

Perform all other special projects and duties as assigned.

Qualifications
• Bachelor’s degree from an accredited college or university, or equivalent relevant work-related experience may be considered.
• Minimum of 2 years of experience in a nonprofit setting.
• Excellent oral and written communication skills.
• Commitment to accuracy and attention to detail.
• Experience analyzing conceptual and quantitative information.
• Capacity to be a solution-oriented professional and work simultaneously on multiple tasks and projects.
• Capacity to set priorities for a challenging workload and take initiative.

• Excellent range of computer skills and knowledge of computer software applications (must know MS Office suite, and internet/social media).

• Interest in the community development sector and the critical role of nonprofit organizations in driving social change and preserving the unique cultural heritage of neighborhoods.

• Grant writing and fundraising experience preferred.
• Experience with Microsoft Office Suite and Salesforce preferred.

This is a hybrid position. Candidate must reside within commuting distance of Hartford.
