Team Overview:

Markets Operations Regulatory & Legal Entity Control is a newly created centralized team responsible for oversight of regulatory functions. The vision is to implement a best-in-class regulatory control framework focused on risk reduction, process improvement, ensuring consistency and transparency of all regulatory matters impacting Global Markets Operations.

The target operating model consists of 4 key components:
• Regulatory Quality Assurance (QA) – Proactive execution of risk-based QA reviews to identify gaps and partner with the Market Operations teams to remediate any identified gaps
• BAU Regulatory Control – Monitoring of regulatory control exceptions and partnering with the relevant stakeholders to identify and remediate root causes at source
• Regulatory Change Management – Drive and implement various regulatory change and remediation programs for Market Operations; execute a robust change management framework to allow for the regulatory impact of operational and technology changes to be adequately assessed
• Regulatory & Legal Entity Governance – Oversee all aspects of regulatory and legal entity governance including but not limited to issue management, regulatory interactions and the implementation of adequate governance forums to drive accountability and transparency

Job Purpose:

This is a newly created Vice President role, where the candidate will be instrumental in supporting our Regulatory Change Management transformation program as Programme Manager on several key Regulatory projects for Markets Operations. Primary focus initially will be in managing the Sanctions programme of work for Markets Operations.

The role will combine project management expertise and analytical skills to support the change projects, across regions, in defining the required end to end controls framework and gap analysis of current state leading to implementation and tracking of remediation activities.

Key Responsibilities:

PM & Business Analysis Core skills
• Identify and document business requirements alongside business and technology
• Design and implement fully auditable programme governance and reporting to measure project performance against targets and deadlines
• Promote the use of industry and bank best practice principles in scoping, planning, process, and engineering capabilities to deliver key regulatory outcomes
• Implement and maintain RAID logs, identifying tolerance breaches and managing resolution and escalations in a timely manner
• Monitor, report and manage budgets and expenditure
• Partner with business stakeholders to manage project status, risks, issues, and budgets
• Partner with Legal and Compliance to interpret and document rules and legislation, determining scope of solutioning or remediation
• Manage relationships with internal and external stakeholders.
• Develop, assess, and recommend options to solve for day-to-day business problems
• Gather benefits information and prepare benefits cases
• Integrate benefits delivery into plans and track and report on their realization

Transformation to Target State:
• Support a global program to simplify, improve and measure processes by delivering enhancements to the control environment, and the customer journey with input to design techniques and digital automation
• Being a key facilitator and transformation lead to deliver change and uplift the risk profile throughout the Organisation and its products
• Drive process re-engineering, standardization, and technology prioritization along with global Product leaders
• Driving the implementation, monitoring, and reporting of plans against deadlines and milestone commitments
• Develop and suggest operating model changes to pivot the Operations organization towards digitization and enhanced client experience
• Identify opportunities to streamline and re-align processes to ensure an optimal organizational structure for best-in-class risk management of regulatory functions

Skills & Qualifications:
• BS/BA degree or equivalent work experience
• Sanctions screening, dispositioning, and AML experience preferable
• Significant experience in a related operations or technology role with commensurate program and stakeholder management experience
• Experience delivering strategic change programmes in a fast paced, large global financial services firm, ideally in an operations, risk or technology organization.
• Strong awareness of both external and internal best practice perspectives, maintaining a balanced and fresh viewpoint.
• Exceptional Project Management skills; Specialized program management and/or re-engineering certifications (six sigma, Agile, Lean, Prince 2 or PMP)
• Demonstrated ability to succeed in a complex organization where the ability to discover and internalize diverse stakeholder goals is critical to brokering solutions that are in the best interest of Citi as a whole
• Excellent verbal, written, and presentation skills. A demonstrated ability to effectively communicate technical and business issues and solutions to multiple organizational levels
• Strong risk management and control mindset
