Incumbent is an experienced Confidential Human Resources Specialist II or equivalent who is assigned major responsibility for technical transactions, specialized duties and coordination of the assigned area(s), and is distinguished from the Confidential Human Resources Specialist I and II by the amount of responsibility, leadership and discretion exercised, expertise demonstrated, and complexity and scope of work performed; assign and review work of regular and temporary staff. Full-time, twelve-month employees receive 18 days of annual paid holidays, 21 days' vacation yearly, and 8 hours of sick leave per month. Los Rios also offers extensive professional development opportunities with the district and financial support and/or paid time off to complete external academic studies. You are eligible for the aforementioned benefits as a regular employee with a permanent assignment of 0.50 Full Time Equivalency (FTE) or greater. To calculate this position's FTE, take the number of hours per week divided by 40, to get the percentage of hours worked. Assignment Responsibilities
Incumbents complete and process technical transactions; monitor and control activities according to District policy and procedures, federal and state rules and regulations, and collective bargaining agreements; identify issues and concerns relating to operations, human resources procedures, and coordinate the resolution of issues; prepare and maintain operational policies, procedures and systems; maintain personnel files; review college transcripts, credentials, assess course work and work experience for salary placement, and to determine if minimum qualifications and other employment requirements are met; screen applicant pools for minimum qualifications; provide orientations and workshops; prepare human resources board agenda items; enter, maintain, and extract accurate employee and applicant information using the human resources information systems; assist with the review, analysis, and updating of the human resources information systems; serve as liaison between human resources and computer support services; represent department in meetings; update Human Resources web pages; assist with determining appropriate faculty service areas; extract, research and analyze data for reports and employment negotiations; perform special projects; prepare correspondence and reports; oversee work of temporary staff; perform related duties as assigned.

EXPERIENCE: Four years of experience related to the representative duties of the position.

Position Summary

Under the general direction of the Vice President of Instruction or
designee, the Dean of Outreach and Pathway Communities has
administrative responsibility over assigned faculty and classified
employees, in collaboration with Deans of Student Services and
Deans of Instruction, to implement, maintain, and integrate the
college’s First Year Experience ( FYE ) Program and pathways
communities (HomeBases) in a guided pathways framework.

The Dean of Outreach and Pathway Communities may perform duties in
the administration and supervision of instructional areas including
instructor assignments, staff development, class schedules,
facilities utilization, staff evaluation, curriculum development
and evaluation, budget recommendation, and administration of day,
extended day, weekend, and summer offerings.

Assignment Responsibilities

Typical duties may include, but are not limited to:

LEADERSHIP / COORDINATION :
• Administering student onboarding services including outreach,
student orientations, assignment to cohort management teams,
academic counseling and advising within HomeBases, and the
integration of academic and instructional support services to
facilitate student success.
• Coordinating with the Institutional Effectiveness Council to
evaluate strategies focused on improving student outcomes in
adherence with the principles of Guided Pathways.
• Coordinating multiple budget sources in support of student
success from outreach to pathway completion, including grants,
general funds, and allocated categorical funds.
• Administering inclusion and equity programming for initial
student onboarding, including summer transitional experiences,
focusing on underrepresented groups. Overseeing the development,
implementation, and coordination of high impact practices and
targeted activities improving academic success, persistence, and
completion of participating students.
• Overseeing all aspects of retention and cohort management
services designed to support student academic goal completion
within Pathway Communities.
• Overseeing for the development and maintenance of
equity-focused programs and services within pathways communities
and also facilitates student connections to learning communities
and categorical programs to support students from
disproportionately impacted groups.
• Overseeing the TRiO programs which include Journey, STEM, and
Veterans; Educational Talent Search ( ETS ); and Upward Bound
including Math and Science.

COLLABORATION / TEAM BUILDING :
• Collaborating with the appropriate deans and collaborating with
academic departments to support the integration of the college’s
Guided Pathways programs and services to support student
success.
• Serving on college and district committees at the appointment
of the College President and Vice President of Instruction or
designee.
• Facilitating first year experience ( FYE ) programming from
initial recruitment and orientation services to connections with
pathway communities (HomeBases), categorical support programs, and
learning communities.
• Promoting social justice and equity in recruitment, retention,
and program development in collaboration with faculty and staff to
meet Institutional Equity Plan and Educational Plan
objectives.

PROJECT DOCUMENTATION / DELIVERABLES :
• Administering multiple program budgets including general fund
allocations, associated grant funds, and related categorical
funds.
• Administering associated grants and conducts program reports in
compliance with grant objectives and organizational
requirements.
• Developing and maintaining a comprehensive communications plan
and messaging for communications to students within Pathway
Communities (HomeBases) using multiple platforms.
• Developing written materials and reports related to first-year
experience programming and Pathway Communities activities,
presenting at campus committees, attending departmental meetings,
and hosting workshops. Resolving student complaints or needs within
the HomeBases.
• Maintaining and facilitating college needs assessments and
intake processes to support student transitions to ARC and
identifying appropriate resources and services the students may
need.
• Development, implementation and monitoring of the college’s
comprehensive recruitment plan with an emphasis to meet recruitment
goals of disproportionately impacted population groups from local
educational institutions and community agencies.
• Developing and implementing a comprehensive Outreach Plan.

TRAINING / STAFF DEVELOPMENT AND SUPERVISION :
• Overseeing faculty and staff providing services within
HomeBases including academic counseling, case cohort management
services, associated mentorship programs, student engagement
activities, coordination with instructors and instructional
programs, retention services, and programming leading to successful
program completion and career readiness.
• Conducting certificated faculty and classified staff
evaluations in accordance with collective bargaining agreements to
support continuous improvement of employee work performance and
outcomes.
• Participating in the personnel selection process, including
developing and reviewing selection criteria, recruiting, screening,
interviewing, and recommending hires within area of
responsibility.
• Supervising Success Teams staff and Pathway Communities
programming each semester, including workshops and events designed
to increase and support student engagement, retention, and
success.
• Performing other duties as assigned which include items related
to academic and support planning.

The Los Rios Community College District is the second-largest,
two-year public college district in California, serving
approximately 75,000 students in the greater Sacramento region. The
District’s 2,400 square mile service area includes Sacramento and
El Dorado counties and parts of Yolo, Placer, and Solano counties

River, Cosumnes River, Folsom Lake, and Sacramento City colleges.

Position Summary

The Information Technology Business/Technical Analyst II is an
experienced Information Technology Business/Technical Analyst I, or
equivalent who has primary responsibility for Business and/or
Technical Analysis across several major systems and applications,
and with complex integration responsibilities. The Information
Technology Business/Technical Analyst II is distinguished from the
Information Technology Business/Technical Analyst I by the amount
of leadership exercised and the complexity and scope of work
performed, and the exercise of significant autonomy in research and
development of solution options. Information Technology

The department maintains a focus on:
• Administration of, and integration with, Los Rios financial
management solutions.
• Design, creation, support, analysis and maintenance of the
PeopleSoft Financials enterprise system, workflows, integrations,
and retention of system solutions.
• Customer service, stakeholder partnership, team coordination,
request management, report development, solution development and
implementation, API integrations, detailed technical and functional
documentation, end user training, and application administration,
including system configuration, user account provisioning,
security.
• Collaborating with customers to understand business needs.
• Research, design, and build solutions that maximize the end
user experience in the Purchasing and Financial modules.
• Utilizing best practices of IT Service Management.
• Providing customers with top-tier support in response to help
requests related to the Financials business and system
processes.
• Identifying opportunities for optimizing business process
workflows.

Full-time, twelve-month employees receive 18 days of annual paid
holidays, 15 days’ vacation yearly (with increases after 5 & 10

academic studies. You are eligible for the aforementioned benefits
as a regular employee with a permanent assignment of 0.50 FTE or
greater. To calculate this position’s FTE, take the number of hours
per week divided by 40, to get the percentage of hours worked. Then
take the number of months worked divided by 12, to get the
percentage of work year. Then take the percentage of hours worked
divided by the percentage of months worked to get the position’s
FTE (e.g., a position that is 30 hours per week with a work year of

Assignment Responsibilities

Operations (including security, performance, problem resolution,
and budgets):
• Business Analyst – Primary responsibility for business analysis
at college-wide or district level.
• Technical Analyst – Primary responsibility for analysis,
development, and maintenance of technical applications that support
college-wide or district-wide level functions. This includes but
not limited to the ERM (enterprise resource management system – ERM
).
• Be able to research, set-up, and configure system functionality
per existing, created, or delivered documentation on any system
that supports the District.
• Primary focus to provide business analyst and/or technical
analyst support for one or more similar systems or business areas
(such as multiple modules in a functional domain and/or an
interface that supports the primary focus).
• Secondary focus is assist in research, configuration, setup,
and/or development of specific modules across functional domains
and across multiple technical platforms.
• Business Analyst – May maintain multiple functional
applications and/or multiple servers for one or more similar
systems and/or related functional area.
• Technical Analyst – Performs installation and patching of
software for development and production assigned systems.
• Technical Analyst – Analyzes and resolves technical
issues.
• Works with vendor to resolve problems.
• Provides vendor with enhancement requests.
• Creates scripted procedures and/or programming to automate
support functions.
• Monitors performance, availability, and capacity of assigned
functional applications.
• Performs analysis, application and migration of patches to the
assigned functional applications, both in development and
production.
• Maintains relevant technical documentation for District
Information Technology.
• Conducts internal and external research to gather data and
objectives/guidelines for organization-wide information
systems.
• Conducts various types of analysis including alternative,
business applications, cost benefit, data, feasibility, impact,
technical and/or workflow processes.
• Advises on project and system feasibility.
• Monitors the service delivery of information systems and
recommends needed changes or improvements.
• Conducts analysis using tools and techniques to address
business application issues.
• Uses established industry methods and standards for conducting
research, developing models, and performing statistical
analysis.
• Develops business models.
• Designs and develops application.
• Supports development and production application environments
per vendor standards.
• Analyzes, detects, and corrects technical problems and
deficiencies.
• Supports production control and operational activities.
• Researches, identifies, and documents business and system
requirements.
• Designs, codes, tests and implements pages and programs;
creates timelines and documentation as needed.
• Translates and simplifies requirements for technical
design.
• Creates functional requirements in use cases; coordinates
requirements walk-through and sign-offs, verifies with user
representatives/stakeholders that use cases and process models
accurately portray specific business needs.
• Provides/develops technical documentation for existing and
delivered system applications across functional domains.
• Maintains or administers software, across multiple major
systems (different Operating Systems, different applications,
integration between systems, etc.).
• Provides business analyst and/or technical analyst support for
system applications across functional domains (examples of
functional domains include but not limited to: HR, Financial and
Campus Solutions/Student Administration) and across multiple
technical platforms.
• Maintains and monitors performance, capacity, and availability
of organization-wide business applications.
• Researches and develops non-standard or custom
configuration/setup or system modifications to meet business
requirements.
• Coordinates with Senior Information Technology Analysts on
server updates.
• Performs major upgrades of software for development and
production servers and software.
• Recommends changes for future consideration to improve
application functionality, security, performance, capacity, and
cost benefit.
• Designs, codes, tests and implements complex pages/panels and
complex programs; creates timelines and documentation as
needed.
• Provides/develops technical documentation for existing and
delivered system applications across functional domains and across
multiple technical platforms.

Projects:
• Participates in projects and provides task definitions and time
estimates within assigned role.
• Performs project planning and management for small and medium
sized projects and software patch cycles.
• Manages on-going priorities, schedules, and task
completions.
• Provides development for multiple projects.
• Performs project planning and management for large-sized
projects and software upgrades.

Organizational Support and Leadership:
• Attends vendor training (off-site or web-based).
• Assists and provides coverage for other Information Technology
staff in similar roles.
• Maintains knowledge and provides advice in the business areas
supported.
• Evaluate potential software solutions, including off-the-shelf
and open source components, and the system architecture to ensure
that they meet business requirements.
• Leads functional business process re-engineering teams and
continuous improvement efforts.
• Acts as liaison between Information Technology departments and
customer business units.
• Assists and provides coverage for other Information Technology
staff, sometimes in either technical or functional roles.
• Leads cross-functional business process re-engineering teams
and continuous improvement efforts.

Strategy:
• Researches vendor sites for technical information/updates, new
product updates, and future trends.
• Participates in long-range Information Technology planning and
related cost analysis within assigned area.
• Following established plans, implements system architectures,
policies, and procedures, additions, replacements, upgrades, or
retirement of computer, network, database management or application
systems.
• Recommends changes to system architectures, policies, and
procedures.
• Plans, designs, and implements additions, replacements,
upgrades, or retirement of computer, network, database management

Minimum Qualifications

EDUCATION / EXPERIENCE : A Bachelor’s degree in computer
sciences, management information systems, engineering or closely
related field and four years’ experience directly related to the
job duties; OR, a Bachelor’s degree and two years in class
of Information Technology Analyst I ; OR, a Bachelor’s
degree and six years’ experience directly related to the job
duties.
