LOCATION OF POSITION

Positions are available within

the Fiscal Services Office of the Department of General Services

(DGS) located in Baltimore, Maryland. However, the list created

from this recruitment may also be used to fill other vacancies, in this

classification, as they arise.

Main Purpose of Job

The main purpose of

this position is to maintain the accounts and process the transactions relating

to the Department of General Services (DGS) capital construction projects. The Department administers $1.7 billion.



This position also

provides accounting support to the Capital Projects Accounting Section of the

Department’s Division of Fiscal Services.

This involves the reconciliation of the Section’s automated Capital

Projects Accounting System (CPAS) with the Statewide Automated Financial

Management Information System (FMIS).

This position also provides assistance to the Director and Deputy

Director of Fiscal Services by providing the accounting expertise necessary to:

analyze and approve various accounting transactions; make journal entries when

necessary; and maintain various subsidiary accounting ledgers. The scope of the workload encompasses the

entire DGS with General, Special, Federal, and Reimbursable funds.

POSITION DUTIES

Duties for this position

include, but are not limited to:

- Analyzes complex invoices to ensure

mathematical accuracy and comparing to the online computer system. Verifies

proper approvals and signatures. Processes payments via computer input into the

DGS Capital Project Accounting System and e-Maryland Marketplace Advantage

(eMMA) for final approval and submission to the State Comptroller’s Office. Tracks

invoices to ensure approval is received and prompt payment can be made to vendors.

Maintains files on expenditure documents and transactions relating to capital

projects, including mailing copies to the respective agencies.

- Reviews and authorizes all capital purchase

orders (PO’s) and change orders (CO’s) which originate in the Capital Projects

Accounting Unit. Assures all items have been approved by the Board of Public

Works (BPW) or the Department Procurement Review Board (DPRB) and are in

accordance with the terms and conditions stipulated on the board items.

Encumbers funds from the BPW, DPRB and other agendas via input into the CPAS.

Requires analysis to determine proper accounting.

- Review and approve reconciliations of the

internal CPAS with the statewide accounting system FMIS on a monthly basis.

This involves investigating discrepancies in account balances and notifying

appropriate staff of any errors. Compiles the breakdown of bond expenditures

for statewide capital project fund sources and extracts other fund source

expenditures from the R*STARS report for development of the monthly report to

the State Treasurer’s Office.

- Communicates effectively with others to gather

needed information, identify problems, and resolve issues. This includes both

oral and written communication. Review Daily/Monthly FMIS reports. Analyze, identify

problems, and prepare adjusting journal entries as needed.

- Other duties as required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

POSITION DUTIES

The incumbent of this position is responsible for the development of certain plans, policies and, procedures for Child Protective Services (CPS) and Family Preservation Services to achieve safety, permanence and well-being needs of children. Specific responsibilities include development of training for administrators... supervisors and, caseworkers in the Local Departments of Social Services and other child welfare professionals; Provide consultation and technical assistance to local departmental staff, governmental agency staff, private agency staff and analysis to legislators; Monitor local departments for program effectiveness and compliance with state and federal law/regulations/policy; Conduct reviews that may require face to face discussions with local department caseworkers, supervisors, administrators and assistant directors for service; Participate in taskforce meetings, committee meetings, workgroups, and may sit on various boards related to child welfare concerns; Represent the Program and Administration on all CPS/Family Preservation related statewide computer system needs (review of build specifications, assist with logistics for testing, speak for the program during planning discussions). Incumbent must be comfortable with and effective with public speaking.



All of the above will have the primary focus on child protective services and family preservation programs. This position carries lead responsibility for programming for youth victims of human trafficking. The program operates in all 24 local departments that require additional technical assistance, training, and guidance in this response to allegations of child abuse and neglect. Additional duties include assisting the Manager or Director with tasks as designated by the executive staff.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (AND SELECTIVE; see next section) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

EDUCATION: A Master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

EXPERIENCE: Six years of professional experience in a social work capacity in a public or private agency or institution, three years must have been in administrative, supervisory or consultative capacity.
