Main Purpose of Job

This Contractual position is responsible for the provision of programmatic support & technical assistance to local Infants and Toddlers Programs (LITPs), local school systems (LSSs) preschool special education services, community & school-based public & private early childhood programs for the implementation of a statewide birth through five seamless, comprehensive system of coordinated services for children with disabilities and their families.

POSITION DUTIES

Responsibilities include the development of resources

& the provision of technical assistance & support on evidence-based

early intervention (ages birth to age 4) & early childhood (ages 3 through

Kindergarten) instructional practices; with an emphasis on assessment practices

& protocols for differentiating intervention/ instructional practices;

monitoring of child progress; provision of services in natural & least

restrictive environments; data analysis for local program improvement in order

to narrow the school readiness performance gap for young children with

disabilities; reviewing and monitoring of competitive and non-competitive

federal and State-funded grants that support Maryland’s birth through five

system of services.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree in Early Childhood Special Education, Early Childhood Education, or

Special Education.

EXPERIENCE: Four (4) years of direct teaching experience

with additional experience in the design and implementation of early childhood assessment practices and protocols; experience must include

coordinating services within community-based or school-based programs that

include children with disabilities and their families.

NOTES:

1.

Two

additional years of experience directly related to the position option may be

substituted for the required Master’s Degree.

2.

Possession

of a Doctorate in a field related to the position may be substituted for one

year of the required experience.

3.

The

required field of education and experience are unique for each option and are

established by MSDE in accordance with Education Article, Section 2-104 of the

Annotated Code of Maryland. The specific education and experience

qualifications for each position are on record in the Human Resource Management

Branch of the Division of Business Services of the Department of Education.

Candidates may substitute U.S. Armed Forces

military service experience as a commissioned officer in Education Program

classifications or Education Program specialty codes in the Education field of

work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year supervisory

experience of an Early Childhood/Infants and Toddlers Special Education or

Early Intervention program servicing individuals with disabilities and their

families.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of IDEA,

Part B Section 619 and Part C regulations and requirements; knowledge of

trends, regulations, policies, and issues governing early intervention and

special education programs; skill collecting, analyzing and interpreting data

skill developing written programmatic resources and policy guidance; ability to

manage multiple tasks; ability to establish and maintain harmonious working

relationships; ability to communicate clearly and effectively both orally and

Knowledge of: principles, procedures and regulations involved in providing rehabilitation services; Professional counseling, interviewing, and evaluation procedures; relationship between functional limitations presented by disabilities and employment goals; social and economic structure of the Community organizations, and groups providing services and information for people with disabilities; practices relating to job search and employer outreach activities; and of laws and regulations governing the administration of vocational rehabilitation, special education, social security, and social services. Ability to: communicate effectively; effectively plan and organize assigned work and meet established performance standards; coordinate and deliver multidisciplinary services required to support rehabilitation programs; analyze and interpret complex and varied medical, psychological, and vocational reports; skill in adaptive and assistive technologies; establish and maintain appropriate relationships with consumers, family members, employers, representatives of public and private organizations, providers of rehabilitation services, general public, and government officials.

SPECIAL REQUIREMENTS

This position serves as a grants specialist for the Division of Early Childhood Development (DECD). This position provides support and case management for state and federal early childhood projects with the DECD. narrative and statistical reports for interim and closeout of program

activities and processing special requests for updates, modifications, and/or

data that summarize progress towards goals and qualitative and quantitative

outcomes; participates in the monitoring of other DECD grants/contacts, as

assigned.

Research, analyze

and make recommendations on administrative, management and procedural

practices; write logical, comprehensive, concise reports and

correspondence. Regularly handle

confidential or sensitive information and exercise discretion concerning its

disposition. Review and assist in the

development of monitoring policies and programs, including the various

requirements and projects from the Child Care Development Block Grant,

Prepares

solicitations to acquire quality initiative services based upon the scope of

relevant federal goals and objectives and the scope of State projects in

Assistant Superintendent.
