OIC CAREER OPPORTUNITY
The OIC is recruiting to fill one permanent Medicare Training Coordinator (Health Insurance Advisor 1) position. This position provides training, consultation, support, mentoring, planning and technical assistance to the Statewide Health Benefits Advisors (SHIBA) volunteers and volunteer coordinators.

This position supports the SHIBA mission by ensuring that volunteers have the necessary training and skills to assist and advocate for consumers through high-quality consultations and community education experiences. This position travels frequently within the local and regional area on "same-day" basis but also includes occasional overnight travel.

Reporting to the Program Supervisor, this position provides training, support and policy guidance to volunteer coordinators and volunteer advisors to ensure all SHIBA advisors have the knowledge, skills, and tools needed to effectively consult with clients regarding healthcare coverage options. This position includes partnership development activities with team members, local sponsoring organizations and other public and private entities. This position also includes public speaking with internal and external groups, sponsors, agencies, and various stakeholders. Duties include but are not limited to:
• Creates and implements volunteer risk program policies and procedures.
• Develop web-based training materials and webinars based on the ‘path to certification’ for volunteer counselors. This includes a focus on peer mentoring.
• Trains volunteer coordinators and volunteer advisors on the volunteer risk program policies, data systems, sponsor manual, performance measures and the volunteer handbook throughout the year.
• Assesses and monitors volunteer advisors competencies and coordinates the certification pathway and continuing education process.
• Coordinate with OIC's national partners and SHIBA colleagues to distribute, monitor, post (OIC web site) and facilitate training for staff and advisors.
• Coordinate the online training of Senior Medicare Patrol (SMP) volunteers and coordinators.
• Conducts public presentations, training, and workshops for the public including volunteers, consumers and partners.
• Provides consultations to consumers and serves as the subject matter expert.
• Develops partnerships that enhance the SHIBA network. Coordinates national training materials and online learning events.
• Trains volunteer coordinators and advisors on low-income and cost-savings programs, as well as online training on the prevention, detection and reporting of fraud, errors and abuse.
• Coordinates annual volunteer coordinator and volunteer advisor training events (conferences, etc.)
• Coordinates training materials.
• Maintains complete, accurate records of all consumer contacts, outreach activities, and presentations.
• Provides backup, as needed, to the SHIBA Complaints Specialist and as a substitute trainer for other Regional Training Consultants.
• Lifts, moves, or transfers training equipment and materials in excess of 25 pounds.
• Travels within local, regional, and statewide assigned areas to complete duties of position.

Required Qualifications:
• A Bachelor's degree and two years of professional experience in adult training. Equivalent education/experience may substitute on a year for year basis.
• Valid driver's license.
And
• Demonstrated experience conducting technical training and consultation for consumers, professionals, and other community groups through training, presentations, workshops, information fairs, materials distribution, etc.
• Demonstrated experience working independently, prioritizing work, and meeting multiple conflicting deadlines, including by seeking guidance from leadership
• Demonstrated experience building collaborative relationships with professional colleagues.
• Working knowledge of project management, including team facilitation and process improvement methods.
• Intermediate skill level with Microsoft Outlook, Word, PowerPoint and Excel
• Experience designing training for at least one virtual platform (e.g., Zoom, Teams, Skype).
Desired Qualifications:
• Experience with development and delivery of curricula that ensures competency in counseling skills.
• Experience with evaluating the competency of volunteers.
• Knowledge of health insurance statutes, rules, regulations, and eligibility – especially Medicare, Medicaid or the Health Benefits Exchange.
• Experience in technical and non-technical report writing for both low-literacy audiences and others, such as executive leadership, internal staff, contractors and interested parties.
• Experience working with diverse client populations, including cultural competency in working with an ethnically diverse population.
