Position Description

This position is responsible for building a robust communications plan and strategy on behalf of the City of Minneapolis Office of Community Safety. This position supervises and directs media relations coordinators who are assigned to serve each of the Office's five departments (911, Emergency Management, Fire, Police, and Neighborhood Safety). This position is responsible for accurately communicating community safety information, often of an emergency nature, in a timely fashion, no matter the day or time, on behalf of the City of Minneapolis. The position works closely with the OPS Director of Communications, the Mayor’s Office, all five OCS Departments, and external partner agencies locally, regionally, statewide, and nationally.

This position directs and oversees communications related to community safety, including ensuring coordination of communications tactics across OCS and its departments and supervising communications staff assigned to those departments. This position also handles sensitive and confidential information, including non-public data.

Job Duties and Responsibilities
• Develop, and implement a proactive community safety communications plan for the City.
• Strategically build media/brand presence for the new Office of Community Safety, especially concerning the City’s other communications elements.
• Establish, and maintain positive relationships with local, regional, statewide, and national print, broadcast, and digital media outlets and reporters.
• Oversee crisis communications planning and implementation for community response in City.
• Plan and manage internal and external media-related community safety incidents and events, including news conferences, interviews, and community forums that support the City’s community safety communications plan.
• Represent the office as/where appropriate with City elected officials, appointed officials, and officials from other public-private agencies.
• Direct the City’s community safety communications response by developing and editing message content, including news releases, advisories, talking points, public statements, and social media content that supports the public safety communications plan.
• Media training/coaching/direction of civilian and sworn officials (including Chief and Command Staff) to deliver community safety messages during critical incidents where community safety is at stake.
• Supervise and direct PIO and communications staff to effectively meet the communications needs of the Commissioner, OCS's department heads, and the City enterprise collectively.
• Coordination of communications efforts across multiple departments internal to the City (Mayor’s office, OCS departments, and other departments/divisions involved in community safety efforts) as well as external stakeholder audiences and partner jurisdictions (SPPD, HCSO, DPS, etc.)
• Serve as Lead PIO for OCS

Required Qualifications

MINIMUM EDUCATION:

Bachelor’s Degree in Communications, Journalism. Public Relations, Social Science or related.

MINIMUM EXPERIENCE:

At least five years of experience as a communications director or lead public information officer (PIO), ideally in the public sector, with significant market media experience (journalist, reporter, or equivalent).

LICENSES/CERTIFICATIONS:

Ability to obtain a security clearance and pass a criminal background check. Driver’s License.

This position will consist of managing construction projects, coordinating and assigning all construction activities, and ensuring compliance to policies, procedures and contract documents.

Job Duties and Responsibilities
• Assist in the management of City construction projects, including project planning, design, construction, budget, cost estimates, and schedules.
• Participate in procurement bidding, and request for proposals.
• Plan, assess, and monitor the work of assigned staff, and provide technical assistance as needed.
• Provide recommendations on project design or construction field changes when needed.
• Prepare contract documents, specifications, change orders, and assist in the execution of these types of documents.
• Coordinate and monitor rehabilitation of structures and new construction of City projects, including federal and state funded projects.

• Maintain records, compile data and prepare a variety of reports.

Required Qualifications

Minimum Qualifications:

A combination of education and experience equivalent to

six years in construction management, bridge safety inspections, engineering or a related field. A Bachelor’s Degree preferred.

Minimum Experience:

Six years of experience that demonstrates substantial knowledge of the construction industry and its related activities.

Licenses/Certifications:

Valid Driver's License.

Equivalency

An equivalent combination of education and experience closely related to the duties of the position may be considered.
