Job Summary
Real Estate and Construction Services provides construction project management and leasing services to state agencies, boards and councils. The Division Director leads the Real Estate and Construction Services Division of the Department of Administration in providing service to state agencies including property leasing, space planning and allocation, property acquisition and disposition, and construction project management. This position is also responsible for leading the development and implementation of enterprise-wide governance policies and procedures for Real Estate and Construction Services. The incumbent will work closely with senior management staff in state agencies and will represent the Department of Administration to legislative bodies and other government entities. This position reports to the Assistant Commissioner, supervises directly three managers and indirectly approximately 28-30 professional and support positions, and oversees approximately $5.9 million biennial budget.
Qualifications
Minimum Qualifications
Qualified candidates must have a minimum of five (5) years’ experience managing a large-scale construction project-management operation and/or a leasing services program, preferably in the public sector. Bachelor's degree or higher in real estate, construction management, construction science, architecture, engineering, or closely-related degree may substitute for one year of experience. This experience must demonstrate working knowledge in the following areas:
Administrative management to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances
Architectural design, engineering, construction project management, and energy conservation/building sustainability
Real estate planning and transactions including leasing, acquisition, disposition, and easements
Budget development and monitoring
Public procurement and/or administration of contracts, grants, leases and similar agreements
Legislative process and public policy development
Experience must include executive leadership demonstrating:
Strategic planning, visioning, and policy analysis sufficient to
Assist the Assistant Commissioner in setting strategic direction for the Real Estate and Construction Services programs
Plan, organize, and successfully implement departmental and division initiatives
Manage complex, competing, and time sensitive priorities
Oral and written communications skills sufficient to
Build consensus and support for the departments mission and objectives with a wide range of individual groups
Communicate effectively with all levels of clientele across widely varying degrees of technical, legal, operational, and political knowledge or awareness
Interpersonal communication and human relation skills sufficient to

Job Summary

The State strives to be a sustainability leader by demonstrating measurable change in relevant metrics through strategies that can be replicated by the private sector, local governments, and the public. By strengthening the collaborative efforts across State agencies, OES reduces the impact government operations have on the budget and environment through implementation of sustainable practices, reductions in operating costs, and enhancement of state government operations’ accountability by tracking and reporting results.
This position will contribute to advancing the mission, goals, and objectives of the Office of Enterprise Sustainability by (1) managing the development of enterprise-wide sustainability annual reports and action plans for state operations in priority focus areas (fleet, energy, waste, water, greenhouse gas emissions, and procurement); (2) coordinating the development of all 24 cabinet-level state agencies’ sustainability plans; (3) and assisting agencies in compliance with established goals and levers. This position also provides professional planning, analysis and technical expertise to state agency workgroups, sustainability coordinators, and the Sustainability Steering Team and develops and implements other enterprise-wide initiatives (e.g. electric vehicles, electric vehicle supply equipment, energy-efficiency, retro-commissioning, renewable energy, employee training, solid waste, etc.).
Qualifications
Minimum Qualifications
Four years of advanced professional experience in the planning, implementation, and administration of a program area in the field of environmental science, sustainability, or similar field. A Bachelor's degree in Environmental Science, Sustainability, Business Administration, Strategic Planning, Continuous Improvement or related field may substitute for one year of experience described above. OR Six years of advanced professional experience in the planning, implementation, and administration of a program area in the field of environmental science, sustainability, or similar field.
AND
Understanding of federal, state and local sustainability program planning activities sufficiently to incorporate them into enterprise planning activities
Knowledge of remote meeting software sufficient to set up and host regular work group meetings and large public events; and experience using stakeholder engagement strategies during remote meetings

Ability to write, edit and organize material from diverse sources to prepare effective written communications, education materials, and outreach tools

Proficient with word processing, spreadsheets, and databases, preferably Microsoft Products
Customer service experience, demonstrated through professional planning or otherwise
Valid driver’s license with acceptable driving record

Job Summary
The Business Operations Manager leads a team of approximately seven members to provide division-wide strategic and administrative management along with program management and oversight of contracting and accounting activities for real estate and construction services in support of Department’s goals and statutory responsibilities. Oversee employees that perform the following duties and responsibilities:
administering and implementing professional technical contracting activities for the division and state agency projects statewide, including drafting Request for Proposals (RFP), contracts and related contract documents;
maintaining the Master Contract program, including drafting RFP’s, evaluation of submittals and drafting appropriate contracts;
coordinating, overseeing and providing administrative services to the State Designer Selection Board (SDSB) and advise on proper procedures in accordance with statutory requirements so the board can effectively and efficiently carry out its statutory duties and responsibilities in compliance with M.S. 16B.33 and Minnesota Rules Chapter 3200;
providing operational and administrative support to staff, coordinating office services, database management services, processing contracts, maintaining the division’s record retention and archiving programs and maintaining the division’s Continuity of Operations Plan (COOP);
administering and performing financial functions of Real Estate and Construction Services for capital appropriations and public operating budgets including purchasing, payments and various financial budgeting reporting, ensuring timely completion and within State rules, regulations and guidelines.
The incumbent will evaluate contract and accounting programs and procedures; write policy and procedures for contract, accounting and support services implementation; develop program objectives and review reports to determine if objectives are met; advise customers with a comprehensive understanding of procedural and technical aspects of contracting and accounting; coordinate operational reports; manage IT services; provide administrative duties as needed; and coordinate and complete the hiring and performance management process, as needed, following State processes.
Qualifications
Minimum Qualifications
Four (4) years of professional experience coordinating and administering contracts, or accounting and financial administration. Bachelor's degree in Business, Accounting, Finance or closely related field may substitute for one (1) year of experience.
Successful applicants must also demonstrate:
Thorough understanding of generally accepted accounting principles and practices, budgeting policies, principles, and practices sufficient to oversee the accounting and budgetary processes related to contract encumbering and payment.
Practical experience with implementing and applying state and federal laws, rules, regulations, and procedures regarding contract administration.
Supervisory or lead work experience that includes directing and assigning work, managing, and measuring performance, and coaching, mentoring, or training staff.
Knowledge of legal principles and practices applicable to contract law and state law with the ability to interpret legal terminology and communicate with attorneys on contract issues.
Skills in conflict management and consensus building with diverse groups in order to solve difficult and sensitive problems and management skills to analyze and resolve ambiguous or controversial situations and make difficult decisions.
Oral and communication skills sufficient to effectively communicate and present complex information to a wide variety of audiences.
Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development.
Efficient time management and organizational skills.
Preferred Qualifications
Bachelor’s degree in Accounting, Business, Finance, or closely related field.
Five (5) years’ professional experience coordinating, negotiating, and administering contracts; or financial administration and management.
Working knowledge of SWIFT, SEMA4, IA Warehouse database, or similar software programs.
Knowledge of the state’s accounting, budgeting, human resources, and purchasing systems, including functions, policies, and procedures.
Experience conducting long range planning with the ability to set long-term and short-term goals and objectives that equitably empower all employees, stakeholders, and the public.
Experience with real estate contracts.

Job Summary
This position has responsibility for developing and launching a statewide primary data collection tool (“storybanking”) designed to provide a regular, flexible source of qualitative data of diverse community stories so that State programs, policies, and practices better meet the needs of all families. The position will work closely with internal partners to build the cross-agency ownership and use of the tool. Critical to this position will be identifying opportunities to strengthen and use the tool to improve the coordination, implementation, and impact of state programs. External partnerships with a university technical assistance provider and community organizations across the state, will be necessary to build and maintain in order to advance the initiative. This position leads work and acts as an advisor to the Commissioner, State Budget Director, the Governor’s office, Children’s Cabinet, Children’s Cabinet Advisory Group, and state agencies across the Enterprise. Success requires visionary leadership; building and maintaining relationships with state agency leaders, Governor’s office staff, state legislators and staff, county leadership and staff, tribal partners, and others; guiding the work of staff from other state agencies, and external stakeholders; and applying technical expertise.
This position was etablished in a temporary unclassified status, as the purpose of the position is to complete projects and the need for the position will be reviewed when the projects are completed. This position is anticipated to continue for at least 18 months.
This position will have the flexibility to telecommute, work a hybrid schedule or work in the office. The incumbent will be required to complete a telework agreement. The incumbent may be expected to work a portion of their time in the office.
Qualifications

Job Summary
This position has responsibility for developing and launching a statewide primary data collection tool (“storybanking”) designed to provide a regular, flexible source of qualitative data of diverse community stories so that State programs, policies, and practices better meet the needs of all families. The position will work closely with internal partners to build the cross-agency ownership and use of the tool. Critical to this position will be identifying opportunities to strengthen and use the tool to improve the coordination, implementation, and impact of state programs. External partnerships with a university technical assistance provider and community organizations across the state, will be necessary to build and maintain in order to advance the initiative. This position leads work and acts as an advisor to the Commissioner, State Budget Director, the Governor’s office, Children’s Cabinet, Children’s Cabinet Advisory Group, and state agencies across the Enterprise. Success requires visionary leadership; building and maintaining relationships with state agency leaders, Governor’s office staff, state legislators and staff, county leadership and staff, tribal partners, and others; guiding the work of staff from other state agencies, and external stakeholders; and applying technical expertise.
This position was etablished in a temporary unclassified status, as the purpose of the position is to complete projects and the need for the position will be reviewed when the projects are completed. This position is anticipated to continue for at least 18 months.
This position will have the flexibility to telecommute, work a hybrid schedule or work in the office. The incumbent will be required to complete a telework agreement. The incumbent may be expected to work a portion of their time in the office.

• A Bachelor’s degree in a related field and at least four (4) years of professional level experience.

• Advanced qualitative and quantitative analysis sufficient to understand and draw meaning from program-related data to inform and improve program operations
• Problem solving skills sufficient to identify issues as they arise, propose new and innovative solutions, advise others, and evaluate implementation of solutions
• Attention to detail and the ability to produce dynamic, error-free work and identify opportunities for improvement in others’ work
• Working as a team with various levels of staff to achieve success while proactively looking to build the skills of other team members
