Job Description

SUMMARY:

Reporting to the Vice President for Enrollment Management and serving as a member of the senior leadership team, the University Registrar plays a central role in strategic planning for the Enrollment Management Division and is responsible for strategic leadership of the Registrar's offices at Montclair State University and at Bloomfield College of Montclair State University (upon completion of the merger) to meet divisional and institutional goals. This vital position provides overall leadership and management of the Registrar's Offices, facilitating all aspects of student registration, cross-registration, course evaluations, and degree audits, graduation and ensuring compliance with all relevant state and federal laws and regulations.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Strategic Leadership
• Directs the Registrar's Office functions at both the Montclair State University and Bloomfield College of Montclair State University's campuses (upon completion of the merger).
• Provides leadership and administrative oversight of the institution's database management and strategic operational supervision of student records and registration, documents, and systems support.
• Develops new technologies to support the university's evolving needs and constituents.
• Participates in strategic planning activities, including leading and collaborating in university-wide initiatives.
Operations
• Records management: Responsible for graduation evaluation, diplomas, and all academic record functions including transcript services and enrollment verification to National Student Clearinghouse.
• Oversees collection, classification, management, evaluation, security, integrity, certification, and dissemination of student records in accordance with AACRAO standards, New Jersey guidelines, and University policies and procedures.
• Works closely with the Provost's office for curriculum development and is responsible for the creation of the class schedule and all registration activities.
• Develops and implements registration policies and processes in line with changes to academic and enrollment management policies. Identifies best practices related to the areas of academic records and registration.
• Provides professional guidance and leadership related to Family Educational Rights and Privacy Act (FERPA), retention of records, security and management of student records, and information management.
• Recruits, trains, supervises, and evaluates personnel in the Registrar's Offices of both campuses.
• Serves as the budget control officer for the departments.
Technology and Training
• Leads the strategic implementation of new technologies to be utilized by students, faculty and staff for the Office of the Registrar.
• Oversees the continuous training on new technologies driven by the Registrar's Office and utilized across all Academic and Administrative units.
• Responsible for the implementation and maintenance of new applications of technology and upgrading/enhancement of existing systems while providing quality assurance and integrity of data. In conjunction with OIT, safeguards academic information, focusing on data integrity, security, information flow, maintenance, developments, and enhancements as well as leverage emerging technology.
• Performs other duties as assigned.

QUALIFICATIONS:

REQUIRED:
• A Master's degree from an accredited college or university.
• A minimum of five years of experience as Associate Registrar or University Registrar with progressively responsible experience in successful planning, management, and administration of a Registrar office.
• Expertise in managing academic records and FERPA policy and procedures.
• Comprehensive knowledge of course registration, enrollment and student record keeping policies and practices.
• Demonstrated analytical skills to interpret data, identify trends, and anticipate impacts of proposals on policy and practices. Strong background in the effective use of technology, and the application of complex student information systems.
• Ability to create, implement and evaluate strategic plans, including formulating long and short-term goals, monitoring expenses, allocating resources, assessing outcomes, and the vision to change processes as needed.
• A strong record of professional team building, demonstrated leadership and management ability with experience managing a large and diverse staff.
• Strong working knowledge of Student Information Systems, Degree auditing systems, reporting systems, classroom management systems, class scheduling development systems.
PREFERRED:
• Experience managing a R1/R2 public higher education institution serving a variety of constituents.
• Experience with Student Information System implementation.
• Spanish speaker.
• Experience working with Ellucian Banner, Degreeworks.

Job Description

Reporting to the Executive Director of Facilities Information Technology, the Manager of Facilities Space and Asset Information Systems is responsible for the development, implementation and maintenance of the design, management, modeling, and geographic reference information systems that support all physical facilities infrastructure and equipment owned by the University. This position supports long-range reporting, the active management of equipment and systems, and building and planning data elements within the Division. The Manager additionally acts as a liaison with other University departments, consultants, and outside agencies regarding computerized building and space records, including, but not limited to documents, drawings, maps, digital and analog data, and related databases. The Manager oversees Integrated Workplace Management Systems (IWMS), Computer-Aided Facilities Management (CAFM) and mapping business operations, applies related services across the Division, and executes strategic projects.

Principal Duties And Responsibilities
• Support, maintain, and develop University IWMS, CAFM, CAD, BIM, and GIS systems and databases, which include but is not limited to all University real estate, equipment and asset management, system maps and related engineering and utility documents and information systems. Expand IWMS and CAFM’s value proposition, develop and lead a strategic direction.
• Coordinate regular space inventories throughout the University, which verify and update current conditions and usage in the database; maintain accountability for the integrity, accuracy, and consistency of the inventory data.
• Support, maintain and develop all related web-based systems and information, including campus mechanical (water, sewer, steam, condensate and electrical) systems and support the troubleshooting, maintenance, operation, and upgrade of such systems.
• Develop, maintain, and distribute coherent University standards and guidelines for CAD drawings and GIS mapping; maintain correspondence with consultants and Capital Planning and Project Management (CPPM) project managers to ensure that externally-prepared drawings comply with University standards; integrate new information into existing CAD, CAFM, IWMS, and GIS systems.
• Analyze technology needs and trends and recommend efficiencies in the cost effectiveness, service delivery, restoration, and upgrade of systems.
• Create and maintain a variety of physical and digital campus maps.
• Perform field mapping, by use of contractors or in-house personnel, to verify all campus utilities. Produce and maintain an accurate mapping database of utility distribution systems including manholes and isolation points.
• Coordinate all mark-out requests.
• Provide reports related to building mechanical data or systems as needed by Facilities Maintenance and Engineering (FM&E), the Provost’s office, and the Registrar’s office.
• Oversee or conduct on-campus surveys such as exterior lighting locations, and produce related drawings and maps.
• Organize existing files, prints, manuals, etc. of campus facilities and maintain the currency of all building system maintenance and campus infrastructure records.
• Collaborate and coordinate with division directors and supervisors to obtain and review construction, renovation, and repair project technical files related to mechanical and architectural systems maintenance. Collaborate on special and assigned projects with other University and University Facilities managers.
• Manage projects and coordinate work activities between service groups. Ensure timely completion of deliverables and adherence to project schedules; track milestones and timelines, modifying workflow as necessary. Track personnel and financial resource allocations and adjust when necessary to meet customer expectations.
• Maintain project service records. Report detailed project schedules and archive the related information.
• Develop and recommend goals, objectives, policies, and standard operating procedures for work operations and systems management. Translate goals into work plans and recommend strategic operation improvements to the Executive Director.
• Serve as fiscal agent and work with the Executive Director to develop annual budgets for projects and technology management. Manage relevant projects and budgets, including the procurement of outside professional services, scheduling, and financial management. Ensure a good-faith effort in meeting State and University set-aside goals.
• Recruit and supervise temporary, student, and contract employees and perform personnel actions, including hiring and training. Manage all aspects of employee performance, including scheduling and timekeeping.
• Serve on committees and attend professional training and development courses, seminars and conferences as directed.
• Ensure University compliance with all federal, state and local laws and regulations. Comprehend, interpret, and apply established University, industry, and government regulations, policies, procedures, and guidelines.
• Ensure that subordinate employees meet and maintain all applicable regulatory training and/or certification requirements by providing access to, or developing and implementing safety training.
• Maintain all records documenting work completed under the annual permit and ensure timely reporting to sub-code officials.
• Investigate customer service inquiries related to the operability of technology systems and manage swift corrective action where necessary.
• Perform other duties as assigned.

Qualifications

REQUIRED:
• Bachelor’s degree from an accredited college or university in Architecture, Engineering, or in a related field.
• Minimum of five years of experience in facilities planning, resulting in a sound knowledge of architectural graphic conventions or equivalency.
• Advanced comprehension of relevant hardware, software, networks, systems and relational database environment.
• Excellent customer and organizational skills.
• Ability to conduct and direct effective meetings with diplomacy and tact; ability to prepare and present oral and written reports, findings, and recommendations.
• Ability to work independently, and to provide coaching to junior team members.

Preferred
• Professional experience at an institution of higher education in facilities design and management with responsibility for planning, design, construction, reporting and budgeting or in assisting with facilities development and implementation.
• Demonstrated proficiency with Autodesk, IWMS, ESRI, and Archibus systems, Excel, databases, and reporting software.

THE OPPORTUNITY

Montclair State University invites applications for the position of Dean of the College for Education and Engaged Learning to start July 1, 2023. The Dean of the College for Education and Engaged Learning will inspire and demonstrate a spirit of innovation, a participatory leadership philosophy, and a deep commitment to a healthy academic community, climate, and culture within the College. The ideal candidate will be a visionary and collaborative leader with national prominence and reputation. Reporting to the Provost and Senior Vice President for Academic Affairs, the Dean serves as the lead academic and administrative officer for the College who supervises academic programs that align with the University's strategic plan. They will also coordinate the activities of assistant/associate deans, department chairs, directors, and administrative staff.

It is expected that the Dean leads by modeling for faculty and staff positive supports and inclusive practices of diverse individuals to normalize the tenets of anti-racism, social justice, equity, diversity, and belonging, which ground the mission of the College. This inaugural Dean will prioritize an increased focus on the educational needs of minoritized populations, deepening and developing partnerships with urban districts and community organizations. The Dean will elevate the College's national and international profile and advance excellence in teaching, research, and program development in response to the changing landscape of P-12 education, higher education, and the needs of our community partners. The Dean is responsible for facilitating academic programs, strategic planning, assessment of student learning, and CAEP accreditation. The Dean oversees faculty and staff recruitment, development, retention, and support, and manages a budget including personnel and operating funds. They also work closely with university development to seek external financial support and establish strategic resource partnerships for the College. THE DEPARTMENT OF COMPUTER SCIENCE

POSITION DESCRIPTION

The Department of Biology at Montclair State University invites applications for a tenure-track ASSISTANT PROFESSOR position in Systems Physiology to start Fall 2023. Candidates should have a strong background in animal physiological systems. The successful candidate will be expected to teach courses at both the undergraduate and graduate level. They should be able to support departmental programs such as the MS concentration in Physiology as well as the Pre-Med Program. Courses to be taught include, but are not limited to: physiology, and general biology. SUMMARY:
Reporting to the Associate Director of EOF, the EOF Counselor/Academic Advisor is responsible for comprehensive advisement of a caseload of students and the development and execution of recruitment, retention, outreach and liaison programs. The EOF Counselor/ Academic Advisor contributes to the development and implementation of the strategic vision/goals, program planning, policy formation, outcomes assessment, annual reporting and compliance with the State/University. • Serve as a liaison to the school/programs/department as appointed by the EOF Leadership and develop partnerships with key internal and external stakeholders.
• Participate in recruitment/enrollment/retention related activities including dual enrollment logistics, presentations, outreach, programming and assessment.

Reporting to the Acting Associate Provost for Undergraduate Education, the Executive Director for Experiential Education and Career Connections is an experienced leader who embraces innovative and transformational practices of career development and community-engaged learning to champion student career success. The Executive Director will create a new vision and a strategic plan for university-wide experiential education and career services, and will provide support to and advocacy for six career services units in the University’s colleges and schools. Job Description

SUMMARY:

Reporting to the Acting Assistant Vice President of Employee and Labor Relations, the Director of Employee & Labor Relations administers, interprets, and applies union agreements and manages employee relations matters. The Director is also responsible for providing guidance and enforcement of University policies and procedures administered by the Division of Human Resources. The Director partners with all employees to foster a work environment of mutual respect to enable employees to pursue their professional objectives and contribute to the mission of the University.

Principal Duties And Responsibilities
• Labor: Administers, interprets, and applies union agreements. Analyzes new agreements and prepares an action plan for the implementation of new economic and other changed contractual provisions; interprets contractual provisions and other regulations affecting terms and conditions of employment; negotiates and drafts settlement agreements, grievance responses, preliminary/final notice of disciplinary action documents for review; coordinates the preparation and transmittal of contractually required information to the unions and responds to other requests; serves on committees, and assists with the administration of contractual programs. Participates in grievance and disciplinary action cases; presents the University's position in grievance hearings; assists in the coordination of management responses to other union activities. Acts as the local hearing officer or presents the University’s position in local hearings to a hearing officer.
• Employee Relations: Confers with employees, supervisors, union officers, and management officials regarding organizational, managerial, or employee matters that impact employees. Interprets University union contracts, policies and procedures, as needed, to address these matters. In cases of disagreements among the parties, collaborates with the parties to reach mutually agreed to resolutions informally, where possible; provides guidance in the formal resolution of grievances and appeals of disciplinary actions; Maintains open and productive communications with employees, supervisors, union officers, management officials, representatives of external agencies as assigned, enters in to informal and contractually required consultations with union officers. Provides advice and counsel to supervisors and management on performance management and improvement plans as well as the performance evaluation review process.
• Performs other duties as assigned.

Qualifications

REQUIRED:
• Bachelor's degree from accredited college or university in Human Resources, or related field.
• Minimum of 4 years of increasingly responsible experience in arbitrations, contract interpretation, investigations, employee/labor relations, and alternative dispute resolution in a unionized environment.
• Strong interpersonal, communications, organization, and problem-solving skills.
• Proven ability to manage multiple projects and priorities in a dynamic environment.

Preferred
• Masters degree or Juris Doctor preferred.
• Knowledge of Civil Service rules.
• Experience in a public sector institution.
