ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO's posture, military structures, forces, capabilities and doctrines.

The Requirements Division executes requirements management for NATO capabilities. It develops capability requirements, provides traceability and quality assurance of capability requirements, performs gap analysis and supports interoperability and implementation options across the Doctrine, Organization, Training, Material, Leadership, Personnel, Facility and Interoperability (DOTMLPFI) spectrum.
The Federated Interoperability Branch supports and enables the delivery of coherent and interoperable Information and Communications Technology (ICT) capabilities by developing and verifying the associated capability specifications in order to ensure Day Zero interoperability of people, processes, and technologies
He/she leads ACT personnel and programmes contributing to the development and configuration management of interoperability standards required by NATO, particularly those addressing messages, protocols, standardized data elements, and related operational procedures ensuring the implementation of interoperability solutions among NATO, allies and partners' systems and services.

Principal Duties: His/her duties are:
a. Direct and supervise the work priorities of the Digital Standardization Section, providing professional guidance and instruction to the section staff:
b. Develop and implement strategies and concepts for enhancing NATO interoperability standards and related policy, directives, and guidance designed to ensure the interoperability of federated Information and Communications Technology (ICT) systems and services.
c. Represent ACT in committees, working groups, workshops and symposia addressing interoperability standardization and the implementation of interoperability standards in strategic, operational and tactical systems and services across the NATO Enterprise, the Alliance and with partner nations.
d. Review, assess and provide guidance on the development of information sharing techniques, frameworks and models to align Communities of Interest (COI) systems with the FMN Vision and Concept.
e. Manage results analysis, outcomes, challenges and recommendations to ensure a mature and consistent approach to interoperability requirements definition and implementation.
f. Manage ACT development and experimentation programmes to enhance information sharing among allies and partners.
g. Advise ACT personnel on interoperability standardization designed to ensure interoperability across national boundaries, military service boundaries, and system & services boundaries.
h. Coordinate ACT development and configuration management tasks for interoperability standards with national and NATO organizations, particularly through various NATO Standardization Tasking Authorities (TA).
i. Contribute federated interoperability standards and information sharing expertise to multinational standards and technology bodies and consortium, for example, the Consultation Command and Control Board, NATO Standardization Organization, Federated Mission Networking, Conference of National Armaments Directors Multilateral Interoperability Programme (MIP), the NATO Industry Advisory Group and the NATO Science and Technology Organization.
j. Assess concepts and architectures as well as fielded systems for adherence to agreed interoperability standards, develop and document interoperability profiles and make recommendations for change proposals to modifying interoperability standards or related documentation.
k. Manage development of technical interoperability requirements, interoperability-testing requirements and propose interoperability solutions in coordination with NATO, national and multi-national bodies in order to meet defined C3 capabilities shortfalls.
l. Contribute advice on interoperability requirements and standards and military standardization requirements to the appropriate ACT or ACO authorities during the Defence Planning Process and the Partnership Planning and Review Process.
m. Lead development, maintenance and implementation of information sharing strategies improvements, coordinate national and NATO plans to implement those strategies.
n. Plan, supervise and manage ACT Interoperability Standardization subject matter experts, external resources and budget in accordance with ACT's program of work to accomplish the above duties within ACT's transformation role.
Essential Qualifications
a. University Degree and 6 years post related experience.
b. 6-8 years of military operational experience (depending on educational background/degrees) with tactical C2 systems and qualified as a military joint staff officer with at least 3 years of experience at a joint or international headquarters.
c. At least five years practical experience in the development and configuration management of C2 systems at the operational and tactical level pertaining to Tactical Data Links, Message Text Formats, Friendly Force Tracking and other domain specific information exchange mechanisms".
d. A broad and sound knowledge of systems interoperability policy, directives, guidance and standardization documentation and the related development and configuration management processes.
e. A sound technical knowledge of the configuration management of technical standards, the process to agree, ratify and promulgate them, and the NATO Tasking Authorities that control them.
f. Significant experience in defining operational requirements and interoperability requirements for systems capabilities.

Contribution To Objectives: A prime objective of SACT is to lead the transformation of Alliance capabilities. He/she directly affects this objective by providing sound practices for interoperability requirements and processes. He/she must have the ability to coordinate and assess interoperability requirements for NATO missions and operations will allow war-fighter to meet quickly emerging operational requirements and to realize the ambitions of FMN in NATO and the nations. He/she directly contributes to the validation and experimentation of capabilities in the Alliance, to promote rapid decision-making processes. He/she will focus on the interoperability standards development responsibilities that directly influence the delivery of federated standards that complement the FMN environment and the attainment of Information Superiority as addressed through the ACT Management Plan objectives and POW as well as the goals and objectives of other major NATO organizations.
• Supervisory Responsibilities:
Supervise the multi-national staff assigned to the Interoperability Standardization Section with responsibilities for individual performance evaluations as well as funds management for the Section's office and travel budgets and contract support initiation documents, budgets and controls both supporting the Section directly and for execution of the ACT POW with external organizations where related to interoperability standards.
Additional supervisory role will be routinely performed for directing and coordinating the actions of ACT staff officers from outside the Section when contributing directly to federated interoperability standards or interoperability requirements development under the cognizance of the Section.
