The Capability Development Directorate (CAPDEV) comprises two Divisions-Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.

The Requirements Division executes requirements management for NATO capabilities. It develops capability requirements, provides traceability and quality assurance of capability requirements, performs gap analysis and supports interoperability and implementation options across the Doctrine, Organization, Training, Material, Leadership, Personnel, Facility and Interoperability (DOTMLPFI) spectrum.

The Federated Interoperability Branch supports and enables the delivery of coherent and interoperable Information and Communications Technology (ICT) capabilities by developing and verifying the associated capability specifications in order to ensure Day Zero interoperability of people, processes, and technologies

He/she leads ACT personnel and programmes contributing to the development and configuration management of interoperability standards required by NATO, particularly those addressing messages, protocols, standardized data elements, and related operational procedures ensuring the implementation of interoperability solutions among NATO, allies and partners' systems and services.

Reports to: - Branch Head (Federated Interoperability).

Principal Duties: His/her duties are:

a. Direct and supervise the work priorities of the Digital Standardization Section, providing professional guidance and instruction to the section staff:

b. Develop and implement strategies and concepts for enhancing NATO interoperability standards and related policy, directives, and guidance designed to ensure the interoperability of federated Information and Communications Technology (ICT) systems and services.

c. Represent ACT in committees, working groups, workshops and symposia addressing interoperability standardization and the implementation of interoperability standards in strategic, operational and tactical systems and services across the NATO Enterprise, the Alliance and with partner nations.

d. Review, assess and provide guidance on the development of information sharing techniques, frameworks and models to align Communities of Interest (COI) systems with the FMN Vision and Concept.

e. Manage results analysis, outcomes, challenges and recommendations to ensure a mature and consistent approach to interoperability requirements definition and implementation.

f. Manage ACT development and experimentation programmes to enhance information sharing among allies and partners.

g. Advise ACT personnel on interoperability standardization designed to ensure interoperability across national boundaries, military service boundaries, and system & services boundaries.

h. Coordinate ACT development and configuration management tasks for interoperability standards with national and NATO organizations, particularly through various NATO Standardization Tasking Authorities (TA).

i. Contribute federated interoperability standards and information sharing expertise to multinational standards and technology bodies and consortium, for example, the Consultation Command and Control Board, NATO Standardization Organization, Federated Mission Networking, Conference of National Armaments Directors Multilateral Interoperability Programme (MIP), the NATO Industry Advisory Group and the NATO Science and Technology Organization.

j. Assess concepts and architectures as well as fielded systems for adherence to agreed interoperability standards, develop and document interoperability profiles and make recommendations for change proposals to modifying interoperability standards or related documentation.

k. Manage development of technical interoperability requirements, interoperability-testing requirements and propose interoperability solutions in coordination with NATO, national and multi-national bodies in order to meet defined C3 capabilities shortfalls.

l. Contribute advice on interoperability requirements and standards and military standardization requirements to the appropriate ACT or ACO authorities during the Defence Planning Process and the Partnership Planning and Review Process.

m. Lead development, maintenance and implementation of information sharing strategies improvements, coordinate national and NATO plans to implement those strategies.

n. Plan, supervise and manage ACT Interoperability Standardization subject matter experts, external resources and budget in accordance with ACT's program of work to accomplish the above duties within ACT's transformation role.

Essential Qualifications

a. University Degree and 6 years post related experience.

b. 6-8 years of military operational experience (depending on educational background/degrees) with tactical C2 systems and qualified as a military joint staff officer with at least 3 years of experience at a joint or international headquarters.

c. At least five years practical experience in the development and configuration management of C2 systems at the operational and tactical level pertaining to Tactical Data Links, Message Text Formats, Friendly Force Tracking and other domain specific information exchange mechanisms".

d. A broad and sound knowledge of systems interoperability policy, directives, guidance and standardization documentation and the related development and configuration management processes.

e. A sound technical knowledge of the configuration management of technical standards, the process to agree, ratify and promulgate them, and the NATO Tasking Authorities that control them.

f. Significant experience in defining operational requirements and interoperability requirements for systems capabilities.

g. Demonstrated capabilities in critical thinking, oral and written communications, persuasive negotiation and team management, preferably in a military environment.

a. Professional Experience

1. Technical/operational teaching experience to include instruction on military communications and information systems subjects to military peers, superiors and subordinates.

2. Experience in the configuration management of NATO common interoperability standards for tactical data links, message text formats, data standards and FMN environment information sharing standards.

Attributes/Competencies

Personal Attributes: The focus of the technical and management responsibilities is to directly contribute and influence the delivery of interoperable capabilities, with a view for the Alliance to achieve information superiority. This is achieved through standardization, architecture development, interoperability testing and cooperative or common-funded capability development programmes.

He/she must maintain contacts with government agencies, government support contractors, research & technology organization and commercial bodies to solicit and contribute information on cutting-edge technology issues and civic as well as military operational interfaces; and

He/she represents ACT at the advisory panel level under the NATO C3 Board and represents NATO in various national, multinational and commercial technology fora as directed.

Contribution To Objectives: A prime objective of SACT is to lead the transformation of Alliance capabilities. He/she directly affects this objective by providing sound practices for interoperability requirements and processes. He/she must have the ability to coordinate and assess interoperability requirements for NATO missions and operations will allow war-fighter to meet quickly emerging operational requirements and to realize the ambitions of FMN in NATO and the nations. He/she directly contributes to the validation and experimentation of capabilities in the Alliance, to promote rapid decision-making processes. He/she will focus on the interoperability standards development responsibilities that directly influence the delivery of federated standards that complement the FMN environment and the attainment of Information Superiority as addressed through the ACT Management Plan objectives and POW as well as the goals and objectives of other major NATO organizations.
• Supervisory Responsibilities:

Supervise the multi-national staff assigned to the Interoperability Standardization Section with responsibilities for individual performance evaluations as well as funds management for the Section's office and travel budgets and contract support initiation documents, budgets and controls both supporting the Section directly and for execution of the ACT POW with external organizations where related to interoperability standards.

Additional supervisory role will be routinely performed for directing and coordinating the actions of ACT staff officers from outside the Section when contributing directly to federated interoperability standards or interoperability requirements development under the cognizance of the Section.

b. Coordinate with the CAP Division Contracting Officer Technical Representative (COTR)and contracting personnel within ACT for support to capability development efforts;

g. Assist in management of working groups and preparation of board meetings as required;

h. Initiate resource requirements (e.g. transfers and emergent requirements) for support at the direction of the Capabilities Resource and Programme Manager;

The Integrator / Architect (Alliance Future Surveillance and Control (AFSC)) is the senior enterprise architect for those projects within the AFSC Programme. He/she will have expertise in both tactical surveillance and control operations functional area and capability development planning.

Reports to: - Section Head (Programme Director AFSC)

Principal Duties: He/she will

a. Lead the development of the AFSC capability architecture and products. Act as the AFSC architecture custodian with primary responsibility to assure coherency among all capability architectures.

b. Contribute to development of Capability Taxonomy to assure NATO Enterprise Business, information, applications and technology perspective are correctly reflected.

c. Assure requirements traceability throughout architectures by close collaboration with branches from Requirements Division.

e. Conduct research and attend relevant conferences, seminars and symposia to identify potential advances in Education and LT for possible implementation in NATO education and training for more effective and efficient staff education and training.

f. Set the strategy for NATO Education and Training Facilities, PfP Training Centres and COEs in distributed education and ensure that the required capabilities in distributed education and distributed Individual training are developed and implemented meeting NATO's security and technical requirements.

g. Influence and support the staff in ACT in their online education and training needs as required as well as human capital goals and objectives.

h. Chair the NATO & PfP ADL multinational working groups (OF5-OF3 Level). Attend as HQ SACT Education and individual LT expert representative to relevant meetings and appropriate groups.

i. Responsible for developing, revising and directing the M&S and LT Branch budget and act as a deputy Fund Manager for ACOS JFD.

k. Set the strategy and monitor that the online education and training and distributed training development products progress and ensure compliance with established standards and delivery milestones.

l. Direct the capability development of distributed education and individual training support to current NATO operations staff working with the relevant Joint Force Commands.

m. Responsible for supporting distributed training support to Joint Warfare Centre and Joint Force Training Centre.

n. Monitor and evaluate all e-Learning Courses developed for NATO, providing advice and guidance as necessary and ensuring all relevant information is fed back into the corresponding education system.

o. Responsible for developing and updating the required LT (including Advanced Learning Technologies) STANAGS, Directives, Policies & Procedures.

p. As requested by the Military Committee in MCM-064-03 he/she has the responsibility to report to the MC when requested to keep them informed on the progress of Distance Learning capability in NATO.

q. Act as M&S, LT Branch Head when required.

Essential Qualifications

a. University degree and 4 years post related experience in one or more of the following areas: information systems, education and communications

b. 5-7 years' experience (depending on educational background/degree) in education, Learning Technologies and related technologies.

c. Knowledge of information sources in nations in this area, including Learning Technologies Centres and military and civilian academic institutions.

d. The ability to evaluate, research and implement new technologies to enhance and support NATO's education and training, to improve its efficiency and effectiveness in preparing NATO and nations readiness for NATO operations, exercises and staff work.

Desirable Qualifications

a. Professional Experience

1. Teaching experience in a military/civilian academic environment and working experience in a multinational military Headquarters.

b. Education/Training

1. Post Graduate Degree (Masters level) in a science, engineering or education discipline.

2. Postgraduate degree in Instructional Systems Design or other Education Technologies.

3. Publication of papers/articles on scientific or technological topics or similar work in military environment.

Attributes/Competencies

Personal Attributes: He/she must be capable of working harmoniously in a multinational military and civilian environment. Able to use initiative and inventiveness in developing potential innovative solutions to military capability needs. He/she must be in good health and be prepared to travel within and outside the United States in support of the listed duties.

Managerial Responsibilities:

a. He/she will be required to supervise military and civilian staff officers, including technical support and administrative support staff and/or contractors. His/her responsibilities includes the development, review and management of ACT budget activities on education and Learning Technologies including distance learning, gaming and simulation.

b. He/she will have full management, direction and control of the work of two military officers (OF-4) and (OF-3), and two NATO International Civilians (NG15), (NG12). This includes ensuring the resources allocated to this section are used efficiently and effectively, bringing cost savings in education and training through distributed education and training.

c. He/she will be Chairman of the NATO ADL Forum.

Professional Contacts: He/she must be able to liaise effectively both within and outside the HQ with military and civilian personnel. He/she will have frequent contact (internal and external) with all ranks and grades of staff, both military and civilian. The majority of direct contact will be at the OF-6/OF-5/OF-4 and NG-23/22/20 levels. Representation, including chairmanship, with authority to make decisions on behalf of SACT at appropriate NATO boards, committees, panels and groups.

Contribution To Objectives: Education and training are the most important elements in NATO's transformation. Education and LT including Advanced LT and Simulation will bring education and training to those who need it anywhere, anytime and will transform NATO intellectually, culturally and militarily. As the chief officer responsible for education and LT at HQ SACT, he/she directly contributes to the effective and efficient education and training of both ACT staff and NATO and PfP member nations' staff, to create the required transformation, interoperability and mission readiness of allied and partner forces.

Security Clearance

The successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.

Work Environment

He/she will be required to work in a normal office environment.

Contract

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three-year definite duration contract.
