The North Carolina Department of Public Instruction is seeking applicants for an Accounting Manager I (Working Title: Assistant Finance Manager) for our Financial Business Services/Agency Financial Services Division.

The Division of Financial Services performs all state-level financial planning, reporting, budgeting, and accounting services for the Department of Public Instruction. It performs program analyses and internal services and monitoring for the Department and is responsible for supporting the financial and personnel systems. There are six primary work groups in this division – Budget Management, Accounting Controls and Reporting, Cash Management, Accounts Payable, Grant Administration, and Purchasing and Contract Services. The Division has a total of 32 positions.

This position serves as the Assistant Finance Manager for AFS and has supervisory responsibility for the Cash Management and Accounts Payable operations. This position is responsible for managing the daily activities for the Cash Management area. This includes the monitoring of all cash entries in the general ledger and closing out cash for all budget funds each month. This position must analyze the impact of state, federal, and departmental rules, regulations, and policies on agency and local education agency processes, procedures, and systems, assist with determining the necessary modifications and notifications which must occur, and direct the appropriate execution of these actions. The position provides Division operational support to the Finance Manager/Agency Controller and serves in their absence. This position participates in setting agency and division goals, makes recommendations on procedure and policy development, and monitors process and reporting compliance.

The major responsibilities of this position are as follows:
Management and Supervision of the Cash Management and Accounts Payable Sections
• This position provides leadership and direction to both sections. This position provides direct supervision to (1) one Accountant III, (1) Accountant II, (1) Accountant I and (1) Accounting Technician II and provide indirect supervision to (1) Accounting Technician III, and (3) Accounting Technician II’s and (1) Accounting Technician I. The management of these positions involves monitoring the daily activities, ensuring accountability of tasks in accordance with work plans, personnel policies and adhering to state accounting policies and procedures.

Management of Cash Management and Accounts Payable Activities
• Cash Management – Directly manage and monitor the daily and weekly cash activities in the North Carolina Financial System (NCFS), which include daily deposit certifications, weekly cash requisitions from the PSUs, Charter Schools and Lab Schools. This position will ensure that the workers’ compensation claims are funded bi-weekly, and that ACH’s received by the State Treasurer office are certified timely in NCFS. This position will ensure the Cash Calendar that the schools use to order State and Federal cash requirements is published timely. This position manages the monthly cash allotment request for state appropriations from OSBM. This position is required to monitor the daily cash balances in (13) thirteen different budget codes under DPI and ensure cash journals are properly recorded in NCFS. This position will work closely with the Grants Management Section on the weekly federal drawdowns.
• Accounts Payable – This position provides direct supervision of the Accounts Payable Supervisor. This position will provide oversight, monitoring of activities and provide guidance to the AP Supervisor and the AP Technicians. This position will ensure that employee travel reimbursement forms are updated in a timely manner with new mileage rates and per diem rates. This position will periodically review the Nintex system to ensure supplier invoices and reimbursements are assigned timely to the AP staff.
Weekly/Monthly/Quarterly and Annual Tasks
• This position will perform the monthly and quarterly NCFS cash close out. This involves verifying the cash balances between NCFS and the State Treasurer. This position will monitor the monthly zero out process with the PSUs, Charter Schools and Lab Schools to ensure the funds are pulled back when necessary or additional funds are provided when necessary.
• This position will handle the NCFS intra-agency transfers between DPI budget codes, inter-agency transfers between government entities and respond to any rejected IGO’s sent through the PPR process in NCFS.
• This position will work closely with the AP Supervisor on the annual 1099 process, annual Escheats process, and ensure all travel advances are returned prior to the year-end on June 30th.
• Review/Update the Annual Cash Management Plan as required by the Office of the State Controller.
• This position will work with internal and external auditors on information requests regarding cash and disbursements and provide timely responses.
Evaluation and Oversight
• Ensure that the Cash Management and Accounts Payable sections are knowledgeable of and comply with State and Federal rules and regulations pertaining to cash management, expenditure documentation and contracts and purchases. Ensure that internal controls are in place.
• Ensure the Standard Operating Procedures are developed and in place for critical and non-critical activities.
• Continuously review, evaluate and monitor the financial processes of the department to ensure problems are being addressed, policy changes are being implemented and issues are being addressed and resolved.

GENERAL SUMMARY:

Under general supervision of the Store Manager, manages the Perishable Departments including, produce, fresh meat, packaged meats, and dairy, frozen food, bread, and thaw and sell bakery products. Assists Store Manager with efficient and effective inventory management, appealing and profitable merchandise presentation and quality customer service. Assists the Store Manager in ensuring a safe working environment and provide protection for company assets according to required procedures. Assists the Store Manager in ensuring staff and store compliance with all food handling rules and regulations.

DUTIES and RESPONSIBILITIES:
• Assist Store Manager, as directed, in ensuring the financial integrity of the store through strict cash accountability, key control, and adherence to company security practices and cash control procedures.
• Follow company policies and procedures as outlined in the Standard Operating Procedures manual, Employee Handbook, and company communications. Assist Store Manager in ensuring employee compliance.
• Maintain correct perishable stock levels based on store volume using the following tools
• Current Ads / Planners
• Produce Order guide
• Fresh Meat Recap and Order Guide
• Milk Sales history and order guide

• Bread order planning and stales recap,
• Assist Store Manager, as directed, in training assigned associates in the proper presentation, freshness and pricing standards for all perishable areas.

• Train assigned associates in the proper stocking and rotation of Perishable products.
• Record Perishable Markdowns, while analyzing causes and taking corrective action to prevent recurrences.

• Accurately record inventory levels as requested by the Store Support Center.
• Assist the Store Manager with ensuring that customers’ needs and requests are routinely addressed in an efficient and timely manner. Maintain daily contact with customers to understand merchandise expectations and desires.
• Assist in ensuring compliance with sanitation standards and training associates assigned in the Perishable departments using the Cleaning Schedule.
• Assist with other operational areas as directed by the Store Manager.

Qualifications

KNOWLEDGE, SKILLS and ABILITIES:
• Ability to read and interpret documents such as diagrams, safety rules, operating and maintenance instructions, and procedures manuals.
• Ability to perform mathematical calculations such as addition, subtraction, multiplication, division, and percentages.
• Ability to learn and perform cash register functions to generate reports.
• Ability to review Operating Statements and identify business trends (including sales, profitability and turn) expense control opportunities, shrink and errors.
• Knowledge of cash handling procedures including cashier accountability and deposit control.
