ABOUT THE ROLE:
NCSL’s Legislative Staff Services Program champions and supports legislative staff throughout the nation by providing information, advocacy and service. This program provides strategic, programmatic and administrative support to eight of NCSL’s professional staff associations and develops in-person and online professional development and information-sharing programs for the more than 30,000 full and part-time staff employed by America’s state legislatures. Program members support NCSL’s professional staff associations, conduct research about legislative staff professions and their roles in the legislature and support NCSL’s outreach to legislative staff. The program has a culture of teamwork and is committed to supporting legislative staff and the institutions in which they serve.
The ideal candidate will have experience in working with legislators and legislative staff, conducting research, writing, planning meetings and educational sessions and providing services to support state legislatures. In this position, work may be performed independently or as a member of a team. This is a nonpartisan and non-advocacy position.
WHAT YOU’LL DO:
Liaisons to NCSL’s professional staff associations provide strategic, programmatic and administrative support to the groups. They are expected to provide a high level of customer service to meet the needs of the association and expertly manage all stakeholders.
• Provide prompt, efficient service for all staff association administrative tasks, which can include: organizing and facilitating Executive Committee and committee meetings, keeping the association’s website current, administering the association’s awards programs and providing administrative support for in-person and online meetings. Responsible for maintaining all governing, administrative and historical documents of the association.
• Support the association’s officers and governing board by providing guidance, administering the board’s nominations and elections process and supporting the annual business meeting.
• Facilitate member communication and engagement on behalf of the association. This may include outreach to new and prospective members, communicating via email, listserv or social media, and assisting the association in the development and production of publications. Ensures the staff association’s membership list is up to date in NCSL’s constituent management software.
• Manage the staff association’s finances, support the association’s fundraising efforts and develop and monitor the annual professional development seminar budget.
• In conjunction with association leadership and committees, identify topics and faculty to produce meetings, webinars and online conferences that address professional development and networking needs. Draft background materials to support program faculty and handle some meeting logistics.
• Conduct special research and outreach projects on behalf of the staff association.
• Collect, monitor and analyze data on specific legislative staff roles, professional responsibilities and topics of interest to the association.
THE WORK ENVIRONMENT:
This position is mostly performed in an office environment, on or off-site, with prolonged periods of sitting at a desk and working on a computer. Employees routinely use standard office equipment such as laptops, printers, scanners, copy machines, and smartphones. Occasional travel by airplane, including overnights and weekends, is required. ABOUT THE ROLE:
NCSL’s Environment, Energy and Transportation (EET) Program seeks an associate director for energy with extensive experience in leading people and managing projects in a grant-funded environment. The skill set of this senior leadership position involves proficient management and supervisory skills, familiarity with a range of energy policies, strong research and writing ability, fundraising and program development aptitude, and the capacity to staff NCSL’s legislative energy task forces and working groups.
NCSL’s EET Program is dynamic and enterprising, responsible for keeping state legislators and legislative staff apprised of state and federal policies in energy, environment, and transportation. In conjunction with significant management responsibilities, the energy associate director will possess understanding of state and federal energy policy, and excellent communication and analytical skills. This includes leading a team that provides nonpartisan analysis and expertise on a range of energy policies that span legislative and executive action across the country within a culture of innovation and excellence. NCSL and the EET Program offer opportunities for the associate director's professional growth and development to enhance leadership skills, foster energy policy expertise and ensure nonpartisan delivery of research and analysis for state legislators, legislative staff and related constituencies.
WHAT YOU’LL DO:
The Associate Director is a senior leadership position responsible for project oversight, grant administration, fundraising, staff supervision, and member services related to research and policy. Associate Directors work closely with the director of the program to lead the development and implementation of assigned projects and is responsible for ensuring employees meet expected standards of performance. Associate Directors typically supervise multiple professional staff. This position reports to the director of the program.
RESPONSIBILITIES AND DUTIES
• Manages, oversees and coordinates energy policy research and complex work across multiple projects, activities and funding streams while ensuring quality standards, contract specifications and deadlines are met.
• Oversees and reviews the work of other staff on legislative research or policy-focused projects, while demonstrating an understanding of political context and a high degree of responsiveness to constituents.
• Leads fundraising and works with the director on fundraising efforts, such as concept development, proposal writing, budget development, application submission and funder negotiations.
• Leads ongoing funder communication related to projects, such as project updates, emails and conference calls. Completes project reporting as required by the funder. Develops or assists with developing project budgets, goals, work plans and priorities.
• Manages or coordinates planning of educational meetings and technical assistance efforts for legislators and legislative staff, generally requiring astute political judgments, a high degree of responsiveness to constituents and an understanding of NCSLs priorities and concerns.
• Collaborates with other NCSL programs and external partners to develop and implement innovative projects.
• Writes skillfully with minimal need for editing for a full range of publications. Reviews, edits and provides feedback on the substance and quality of writing assignments for other staff.
• Develops and implements communication strategies for disseminating and raising the visibility of NCSLs educational products and services.
• Maintains an extensive network of relationships with federal agencies, funders, private-sector partners and interest groups.
• Travels domestically for meetings, technical assistance, and other project activities as needed.

• Significant knowledge of energy topics, including alternative fuels and electric vehicles, fossil fuels, energy resiliency, cyber security, nuclear generation and waste management, renewable energy and energy efficiency, grid modernization, among other emerging energy policy developments, plus demonstrated ability to quickly attain expertise in new topic areas.
• Exceptional writing, editing and presentation skills and the ability to clearly and credibly communicate information to a variety of audiences.

• Excellent ability to build and maintain relationships with legislators, legislative staff, national partner organizations and funders.

ABOUT THE ROLE:
NCSL’s Criminal and Civil Justice Program (CCJ) is seeking a Senior Policy Specialist to work on state legislative criminal justice policy in a nonpartisan manner. The NCSL CCJ team tracks state legislative interests and actions on a wide range of topics that reflect the many aspects and functions of criminal and civil justice systems. The program’s research and publications address a myriad of criminal and civil issues, and the CCJ staff offers training and assistance to our members on key topics, such as policing, pretrial release, community supervision, juvenile justice and criminal justice data.
The Senior Policy Specialist will join a growing group of nine team members and work collaboratively with the team on multiple issues and grant projects that cover a wide range of criminal and civil justice areas. This position will report to an associate director in the CCJ Program. The CCJ team is nonpartisan, hardworking, loyal, trustworthy and embraces and incorporates NCSL’s core values and DEI into their day-to-day activities and work culture.
WHAT YOU’LL DO:
This position will have contact with legislators, legislative staff, and other officials outside of NCSL, including face-to-face discussions or presentations at meetings. The ideal candidate will combine strong technical skills with a broader ability to: 1) identify, analyze and synthesize criminal justice trends; 2) express data and conclusions on criminal justice policies clearly and concisely through writing and presentations; 3) maintain and expand a national network of criminal justice experts; 4) bring energy, ideas and creativity to a variety of team activities. Work may be performed independently or as a member of a team. To be considered, applicants must have expertise in criminal justice policy.
• Maintains subject matter expertise on one or more issues related to criminal and juvenile justice and assists legislators and legislative staff with their research and information needs.
• Anticipates emerging issues of importance to state legislatures and responds with research, analysis and training. Assists with the development of a plan to disseminate that work, including but not limited to technical assistance, webinars, meetings, web pages, reports, news articles and others.
• Conducts complex legislative research projects with an understanding of their political context and can provide substantive analysis and policy interpretations to legislators and legislative staff.
• Adept at research on federal, state and local actions that impact the work of legislatures, such as, executive and administrative actions and intergovernmental actions.
• Independently plans, organizes and conducts nonpartisan technical assistance programs, meetings and educational sessions at larger meetings.

NCSL’s Criminal and Civil Justice Program (CCJ) is seeking a Senior Policy Specialist to work on state legislative criminal justice policy in a nonpartisan manner. The NCSL CCJ team tracks state legislative interests and actions on a wide range of topics that reflect the many aspects and functions of criminal and civil justice systems. The program’s research and publications address a myriad of criminal and civil issues, and the CCJ staff offers training and assistance to our members on key topics, such as policing, pretrial release, community supervision, juvenile justice and criminal justice data.
The Senior Policy Specialist will join a growing group of nine team members and work collaboratively with the team on multiple issues and grant projects that cover a wide range of criminal and civil justice areas. This position will report to an associate director in the CCJ Program. The CCJ team is nonpartisan, hardworking, loyal, trustworthy and embraces and incorporates NCSL’s core values and DEI into their day-to-day activities and work culture.
WHAT YOU’LL DO:
This position will have contact with legislators, legislative staff, and other officials outside of NCSL, including face-to-face discussions or presentations at meetings. The ideal candidate will combine strong technical skills with a broader ability to: 1) identify, analyze and synthesize criminal justice trends; 2) express data and conclusions on criminal justice policies clearly and concisely through writing and presentations; 3) maintain and expand a national network of criminal justice experts; 4) bring energy, ideas and creativity to a variety of team activities. Work may be performed independently or as a member of a team. To be considered, applicants must have expertise in criminal justice policy.
• Maintains subject matter expertise on one or more issues related to criminal and juvenile justice and assists legislators and legislative staff with their research and information needs.
• Anticipates emerging issues of importance to state legislatures and responds with research, analysis and training. Assists with the development of a plan to disseminate that work, including but not limited to technical assistance, webinars, meetings, web pages, reports, news articles and others.
• Conducts complex legislative research projects with an understanding of their political context and can provide substantive analysis and policy interpretations to legislators and legislative staff.
• Adept at research on federal, state and local actions that impact the work of legislatures, such as, executive and administrative actions and intergovernmental actions.
• Independently plans, organizes and conducts nonpartisan technical assistance programs, meetings and educational sessions at larger meetings.
• Creates substantive, engaging and interactive presentations or trainings for legislators, legislative staff and others on state or federal topics with the ability to respond to questions.
• May coordinate, manage and facilitate the work of a standing committee, task force, professional staff association, or subcommittees and maintains effective relations with key legislators and legislative staff involved as needed.
• Assists the CCJ Director and Associate Directors with fundraising and development of new projects, such as assisting with grant reporting and writing concept papers, grant applications and proposals.
• May assist with funder relations and completes high-quality, timely assigned project deliverables, under the direction of supervisor.
• Writes skillfully and with minimal need for editing for a full range of publications and participates in peer review editing of colleagues’ work as needed.
• Travels domestically for meetings, technical assistance and other project activities as needed.

ABOUT THE ROLE:
The Design Specialist designs marketing and editorial collateral for the organization, including publishing content to the website and providing quality assurance across both print and digital platforms. This involves designing policy reports, data graphics, social media graphics, infographics, data visualizations and marketing materials to promote NCSL events, products and services. The work occurs in a fast-paced environment, as NCSL informs state legislators and staff across the country about the latest information and trends surrounding public policy and the legislative institution. The position reports to the Associate Director/Design.
WHAT YOU’LL DO:
As part of the Communications Division, the position will work closely with the Associate Director of Design and digital and editorial teams to create top-notch documents across multiple channels. Duties include:
• Create designs that visually communicate desired messages in various formats, including print, web, social media, logos, illustrations and other styles.
• Design policy reports that adhere to NCSL brand guidelines, with an eye toward creating graphic elements, including maps, charts and tables, for print and online that visualize data so readers can understand complex information easily and quickly.
• Design marketing materials that create interest and excitement for NCSL content and events while maintaining brand guidelines and style.
• Manage complex projects under tight deadlines.
• Update existing documents to align with the latest information.
• Participate in and contribute to team meetings to plan content for the Communications Division’s editorial calendar.
• Stay knowledgeable of industry trends and techniques and apply that knowledge to the work.

ABOUT THE ROLE:
The Design Specialist designs marketing and editorial collateral for the organization, including publishing content to the website and providing quality assurance across both print and digital platforms. This involves designing policy reports, data graphics, social media graphics, infographics, data visualizations and marketing materials to promote NCSL events, products and services. The work occurs in a fast-paced environment, as NCSL informs state legislators and staff across the country about the latest information and trends surrounding public policy and the legislative institution. The position reports to the Associate Director/Design.
WHAT YOU’LL DO:
As part of the Communications Division, the position will work closely with the Associate Director of Design and digital and editorial teams to create top-notch documents across multiple channels. Duties include:
• Create designs that visually communicate desired messages in various formats, including print, web, social media, logos, illustrations and other styles.
• Design policy reports that adhere to NCSL brand guidelines, with an eye toward creating graphic elements, including maps, charts and tables, for print and online that visualize data so readers can understand complex information easily and quickly.
• Design marketing materials that create interest and excitement for NCSL content and events while maintaining brand guidelines and style.
• Manage complex projects under tight deadlines.
• Update existing documents to align with the latest information.
• Participate in and contribute to team meetings to plan content for the Communications Division’s editorial calendar.
• Stay knowledgeable of industry trends and techniques and apply that knowledge to the work.

ABOUT THE ROLE:
The Marketing Specialist is responsible for email marketing, digital marketing, writing, project management and event promotion. The position reports to the Marketing Manager and supports the Associate Director of Marketing in coordinating and executing integrated marketing plans to promote NCSL meetings, events, services and policy deliverables such as reports, podcasts and webinars. This position works in concert with the digital content team (website, blogs, podcast and magazine), the social media team and NCSL topic experts to coordinate and implement marketing activities. ABOUT THE ROLE:
The Marketing Specialist is responsible for email marketing, digital marketing, writing, project management and event promotion. The position reports to the Marketing Manager and supports the Associate Director of Marketing in coordinating and executing integrated marketing plans to promote NCSL meetings, events, services and policy deliverables such as reports, podcasts and webinars. This position works in concert with the digital content team (website, blogs, podcast and magazine), the social media team and NCSL topic experts to coordinate and implement marketing activities. The Marketing Specialist develops project timelines and implements email marketing including the trafficking/scheduling, writing, building, optimizing, tracking and reporting.
WHAT YOU’LL DO:
This position requires the ability to prioritize projects, work collaboratively across the organization and communicate clearly. This position will play a significant role in the actual implementation of email marketing activities including the trafficking/scheduling, some editing, building, and optimizing email communications to our members and stakeholders. In partnership with the marketing Manager, this individual should look for opportunities to increase the effectiveness of email communications through study of analytics, best practices and A/B testing will be important. Duties include:
• Develops comprehensive timelines and project plans.
• Works with topic experts to develop and approve content.
• Develops marketing materials for meetings, exhibitors and members and assists with onsite with promotional events.
• Looks for additional opportunities to promote meetings and other content.
• Oversees email marketing software including the organization of content and reporting.
• Drafts email content utilizing conventions to increase content consumption.
• Produces reports and reviews analytics to identify trends and areas for optimization.
• Actively keeps up with changing trends and best practices for email marketing.
• Handles overflow work, assists on special projects and fills in for others as needed.
• Helps coordinate graphics for emails and digital marketing efforts.
• Serves as a communication resource for NCSL staff.
• Performs other duties as required.
Supervisor/Management Responsibilities:
This position has no direct supervisory responsibilities but could serve as a coach and mentor for other positions in the department.
THE WORK ENVIRONMENT:
This position is mostly performed in an office environment, on or off-site, with prolonged periods of sitting at a desk and working on a computer. Employees routinely use standard office equipment such as laptops, printers, scanners, copy machines, and smartphones. Occasional travel by airplane, including overnights and weekends, is required. QUALIFICATIONS FOR SUCCESS:
Minimum Qualifications:
• Bachelor's degree and a minimum of five years of relevant or progressive work experience in a marketing or communications role.
• Experience in state government, legislative institutions or a membership-based organization is a plus.
• Excellent writing, speaking, analytical and organizational skills.
• Knowledge of web design technology, multimedia capabilities and digital marketing strategies preferred.
• Knowledge of Microsoft Office Suite and Adobe Creative Suite.
• Experience with email marketing platforms (such as MailChimp or Constant Contact).
• Experience with an association management system (Salesforce a plus).
• Familiarity with the latest trends and technologies in graphic design preferred.
• Basic understanding of branding and how to implement with discipline.
• Ability to pull together email analytics and make strategic recommendations based on data trends.
