Under the leadership of the Chief Conservation Officer, the Director is responsible for working with the Foundation’s staff and Board, federal agencies, and other conservation partners to develop and implement an outcome-based investment and impact monitoring and reporting framework, strategy, and business system for the Foundation’s conservation programs. In collaboration with other members of NFWF’s Science and Evaluation team, the incumbent will serve as a spokesperson and will work to advance the Foundation’s conservation planning and measurement activities.
The Director will work to ensure that the Foundation’s core portfolio of programs is designed to achieve long-term impact with measurable outcomes... The Director will serve as a catalyst within the Foundation to create new combinations of people, processes, methodologies, and ideas that will lead to breakthrough approaches to measuring the effectiveness of the Foundation’s conservation programs by working with partners to create a strong culture of conservation impact assessment “on the ground.” The Director will manage and oversee the work of the Conservation Planning and Evaluation team and will work closely with Science & Evaluation and Program staff to develop and institutionalize standardized planning, monitoring and reporting protocols to evaluate our grantmaking impact and deliver measurable outcomes in accordance with the Foundation’s vision and strategic plan.
Essential Duties And Responsibilities
Institutionalizing Planning and Evaluation into NFWF Processes
• Through engagement with staff and key partners, develop and build planning, monitoring, and evaluation as core components of NFWF grantmaking in order to achieve and measure conservation outcomes.
• Work with the Science & Evaluation and Program staff to refine the Foundation’s conservation strategy framework, business planning processes, and goal development.
• Advance NFWF standard processes for measuring progress across multiple scales of grant making to provide quality information for both program improvement and accountability purposes.
• Build foundation staff and grantee understanding and capacity for adaptive management.
Facilitate Business Planning
• Facilitate the design and development of programmatic business plans that achieve broad support by the relevant conservation community and which include the core components of an effective initiative plan, including conservation goals, strategies, assessment of risks and measures of progress.
• Facilitate business plan updates and closures to ensure that NFWF priorities remain relevant and impactful.
Improve NFWF Outcomes Measurement and Reporting
• Continue the development, refinement, review and approval of standard project and program metrics in collaboration with NFWF staff, grantees, and/or partners.
• Collaborate with Program Operations, Science & Evaluation, and other NFWF departments to facilitate the development of internal data collection and reporting systems for more efficiently compiling, aggregating, and disseminating project and program outcomes to both internal (e.g., staff, Board) and external (e.g., funding partners, grantees) audiences.
• Oversee the development of annual scorecards to track progress towards business plan goals.
• Facilitate the development of monitoring and evaluation plans for guiding and tracking progress towards business plan conservation goals.
Oversee Analyses, Assessments, and Evaluations
• Prepare and/or assist in the preparation of various descriptive and evaluative reports and work with appropriate NFWF staff to help incorporate findings into future organizational and program improvements.
• Oversee initiative internal assessments of targeted conservation programs to inform future decision-making and assist in the development of program action plans to respond to assessment recommendations.
• Oversee the development and implementation of third-party evaluations.
• Contribute to team effort such as by assisting in the review of grant proposals, offering information and opinion and accomplishing special projects as needed.
• Conduct site visits in accordance with Foundation policy.
Share Learning
• Foster NFWF as a thought leader in the field of conservation planning and measurement.
• Share NFWF’s strategic planning process and outcomes measurement system with external partners and prospective funders.
• Disseminate results and lessons learned from NFWF assessments to various internal and external audiences.
• Respond to requests for strategic planning and evaluation assistance from key federal, corporate, or foundation partners as time permits.
• Communicate the conservation impact of NFWF investments with Foundation staff and Board and ensure strong understanding.

• Support the development of public and private partnerships to secure operational and programmatic funding for Science and Evaluation in coordination with the Chief Conservation Officer, External Affairs Staff, and Regional Offices.
• Perform other duties as assigned by the Chief Conservation Officer.
Minimum Qualifications (education, Experience, Skills)
• PhD or Master’s degree with equivalent experience. Eight years professional experience in monitoring, evaluating, and reporting program or project effectiveness is required. It is desirable that this experience be in a natural resource-oriented organization. Demonstrated knowledge of participatory facilitation practices, contemporary evaluative techniques, and adaptive management.
• Demonstrated ability to work effectively with a broad range of staff to create a highly integrated program.
• Demonstrated ability to facilitate productive exchange among NFWF staff and government and non-government partners.
• Ability to organize and prioritize work on multiple simultaneous tasks and meet deadlines.
• Strong speaking and writing skills.

• Prioritize, establish and maintain networks with the myriad organizations and interests engaged in marine and coastal science work.
• Keep abreast of scientific and policy developments that may impact efforts to promote marine and coastal conservation.
• Seek opportunities for information sharing among grantees, partner institutions and with policy makers about lessons learned and accomplishments of grant-funded projects.
• Work with contractors to develop science and evaluation tools that can be used to prioritize conservation investments and track outcomes.

SECONDARY DUTIES AND RESPONSIBILITIES

MINIMUM QUALIFICATIONS (EDUCATION, EXPERIENCE, SKILLS)
• Master’s degree with 3 years of program management experience in marine and coastal conservation (or a closely related field).
• Experience working on marine species (fish, sea turtles, coral, and marine mammals being of particular interest), fisheries management, and/or nature-based solutions for coastal resilience. Experience liaising with coastal communities preferred.
• Knowledge of marine and coastal habitats (e.g., sea grasses, mangrove forests, salt marshes, coral reefs), their value to society and threats that they face.
• Experience conducting research as part of a multidisciplinary project or team.
• Strong data management and analytical skills, including statistics and GIS, preferred.
• Experience in building coalitions.
• Demonstrated success program development.
• Experience working with federal resource agencies, with experience managing cooperative agreements preferred.
• Grants management and administration experience preferred.
• Professionalism and leadership qualities.
• Driven by a desire to meet and exceed goals.

• Assist the Senior Vice President in developing new IDEA accounts, including by building relationships with key governmental entities, monitoring relevant judicial and regulatory proceedings, and making presentations to targeted audiences.

Summary...
This position will support the Foundation’s conservation award-making activities by focusing on the areas of compliance and risk analysis relating to the Foundation and its subrecipients and for programmatically funded contractors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Subrecipient Monitoring
• Review and approve applicant budgets to ensure compliance with the Foundation, funding source, and OMB requirements as applicable.
• Review applicant financial documents to inform on the entity’s financial stability. Work with Grant Administrators and/or program staff to obtain relevant financial documents and assess risk as necessary.
• Highlight to supervisor any applicant files (budgets, financial documents, risk assessments, etc.) that do not meet standards for approval. Draft memos and make recommendations to supervisor on how to resolve highlighted issues.
• Develop, prepare and review grants management system generated reports related to grantee funding eligibility, organizational risk, and financial management.
• Solicit and review 2 CFR 200 Subpart F audits, as applicable, for subrecipients with active Foundation grants. Complete subrecipient monitoring procedures related to grantee single audit reviews and risk assessments.
• Respond promptly to written and verbal inquiries from Foundation staff, applicants and grantees regarding the status of project fiscal reviews.
• Regularly consult with supervisor and relevant foundation staff regarding upcoming project workload. Prioritize work assignments with supervisor to avoid backlog. Alert supervisor of potential workload issues that could adversely affect the productivity and efficiency of project budget and organizational reviews.
Programmatic Procurement of Goods/Services Support
• Assist in selection and drafting of appropriate Contract for Services/Goods solicitation vehicle.
• Assist with Source Selection process and validation.
• Track and assist with Conflict of Interest process relative to individual procurements.
• Provide compliance administration of potential protests and disputes, amendments, close out procedures.
• Review all documentation for completeness, sufficiency, and compliance with NFWF policies and procedures and other applicable federal and non-federal requirements.
Other
• Assist in the maintenance of the Compliance Department’s forms, templates, policies/procedures.
• At direction of supervisor, prepare and maintain training and orientation documentation and materials and assist with organizing such presentations.
• Assist in the documentation of funding source compliance requirements.
• Other duties as assigned.
MINIMUM QUALIFICATIONS (EDUCATION, EXPERIENCE, SKILLS)
• Bachelor’s degree with a concentration in Finance or equivalent experience.
• One to three years of experience focused on federal fiscal compliance in a nonprofit setting preferred.
• Knowledge of OMB Uniform Guidance and respective impacts on nonprofit financial and operation management, including application of procurement principles.
• Working knowledge of Federal Acquisition Regulations is a plus.
• Familiarity with risk management concepts including risk assessments, subrecipient monitoring and internal controls.
