Job Description of a Government Representative 2 Manage the Department's regulatory agenda and perform the Administrative Practice function for the Department in consultation with the Office of Administrative Law. Handles the rulemaking process, working with the product owners and other internal stakeholders to draft rules for new programs, amend and/or readopt rules as and when necessary, and monitor expiration of rules to ensure none expire before readoption. Collaborate with other Divisions to implement newly enacted public laws ensuring successful implementation within the Department. Prepare for emergency situations and comply with Departmental security direction. Carry out administrative and personnel actions accurately, thoughtfully and completely. Support Senior management on special projects. Plan, manage, and oversee the Department's regulatory agenda and provide support to all Department functions that are reliant upon the promulgation of regulations. Plan, coordinate, manage the implementation of newly enacted public laws which are under the jurisdiction of the Department to implement, or where the Department is a participating stakeholder. Plan, manage, execute, and oversee the Department's regulatory processes. Plan, manage, and oversee the Department's monitoring and responses to proposed. federal and state regulatory actions that can affect the Department. Plan, execute, and oversee such Bureau administrative and personnel actions as may be necessary and appropriate for the smooth administrative functioning of the Bureau. REQUIREMENTS Bachelor's Degree, Juris Doctorate from an accredited law school in the United States. Minimum six years' experience involving legal or legislative research, drafting of rules, regulations, legislation, amendments, and/or the interpretation of statutes. Minimum three years of experience with rulemaking and regulatory matters Minimum three years of supervisory experience Experience improving processes and measuring results preferred. Capable of managing a team.

Required Skills and Abilities Experience in rule writing and legislative/government affairs. Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals, public officials, legislators, general public, trade organizations and NJDOT staff. Proficiency in Microsoft Office Suite and ability to learn new software packages. (Experience with PowerPoint, Excel, and Govnet helpful) Ability to develop, implement, and measure policies/procedures. Flexibility to adjust priorities to meet changing timeframes/requests. Ability to create and maintain positive, supportive working relationships with subordinates, colleagues, supervisors, and other individuals internal and external to NJDOT; build and develop direct reporting and matrix teams.
