Description

The City of New Orleans seeks an Energy Policy and Program Manager to work in the Office of Resilience & Sustainability (ORS). This position will serve as the lead policy advisor to help the City achieve the energy goals outlined in the recently updated Climate Action Plan. The Energy Policy and Program Manager will coordinate with other city agencies and community partners to create innovative policies and programs that achieve the City’s decarbonization goals of 100% clean energy by 2035, dramatically scale up local solar generation, build resilient energy systems via microgrids, as well as lead efforts to reduce energy use through the implementation of a building performance standards (BPS) ordinance. This position will also closely monitor the New Orleans City Council’s regulation of Entergy New Orleans as it relates to the City’s climate goals.

The role calls for a balance of leadership and negotiating skills, as the Energy Policy and Program Manager will interface with key influencers and decision-makers within city government, the real estate sector, utility companies, industry, and other organizations in the community. In addition, this role will require flexibility and strong organizational, written, and communication skills. Successful candidates will have a track record that demonstrates their ability to work independently, to contribute effectively as a member of a team, and to collaborate across organizations.

Responsibilities
• Lead policies and programs to increase the amount of renewable energy locally (solar & offshore wind), including managing the City’s Solar for All program
• Monitor open regulatory dockets with the New Orleans City Council and intervene on behalf of the administration, when appropriate
• Coordinate with privately owned and managed large commercial, industrial, and multifamily buildings citywide and with City departments on the implementation of updated building energy codes and a BPS ordinance
• Improve awareness of local and national energy efficiency incentives and spearhead City-led energy efficiency & solar projects with other City departments
• Serve as lead technical advisor on the implementation of City and community-led area microgrids and/or resilience hubs
• Coordinate with City departments, City Council offices and the Council Utilities Regulatory Office (CURO) to further the City’s energy-related climate goals
• Develop and manage strong relationships with key stakeholders and partners in the community
• Conduct research on energy policy initiatives and develop thorough and succinct analyses inclusive of nationwide and local best practices
• Represent the Office at public meetings, events and in response to media requests to communicate the office’s energy initiatives
• Prepare briefing memos for interdepartmental staff and high-level officials
• Work with internal City partners to collect, manage, and analyze data from several different sources and present reports to diverse audiences
• Generate energy-related communications content (press releases, social media, website, etc.)
• Review and contribute content to energy-related grant opportunities and manage awarded energy planning grants
• Conduct administrative tasks such as taking meeting minutes, managing contracted services, coordinating city processes, and drafting and circulating summary reports, and other needed tasks as they arise

Skills and Experience
• Bachelor’s degree required; Master’s degree in urban planning, environmental studies, engineering, public policy, or related field preferred
• Minimum three years of experience in energy-related disciplines, particularly renewable energy development, energy management, utilities, building sciences or energy efficiency
• Public policy research and development experience
• Exceptional strategic thinking and analytical skills with the ability to solve problems in nuanced situations
• Strong interpersonal skills with a track record of building relationships with a variety of stakeholders and influence decision-making processes in a diplomatic and collaborative manner
• Comfort with public speaking in varied settings, ranging from working groups to conferences
• Experience managing projects in a team setting, including developing project plans and meeting project milestones
• Excellent writing skills and ability to tailor messages and materials to different audiences

Upon completion of service, members will also receive the Segal AmeriCorps Education Award of $6,345 or an end-of-service cash stipend of up to $1,800.
