ABOUT THE POSITION

Under supervision, the Legal Processing Specialist I performs specialized tasks, typically as a deputy clerk of the court, related to receiving, reviewing, and filing court related documents, monitoring post-committal quality control of electronic documents, explaining procedures and rules; and performs related tasks within area of assignment.

The Legal Processing Specialist I level is used for training purposes. Incumbents will be expected to gradually perform a broader range of duties with increasing responsibility and independence as experience is gained. A Legal Processing Specialist I is expected to qualify for advancement to Legal Processing Specialist II by the end of a twelve (12) month probationary period. There is no permanent status in the Legal Processing Specialist I classification. Upon advancement to Legal Processing Specialist II, incumbents are placed on a six (6) month promotional probation period.

Duties for the classification may include but are not limited to the following:
• Reviews and explains court related documents for compliance with all applicable regulations, policies, and procedures; informs attorneys and litigants relative to the completing, filing, issuing, and serving of documents, subpoenaing witnesses, and documents, appeals and post-judgment remedies and collection of fees/fines.
• Prepares documents for electronic imaging and performs post committal quality assurance of scanned documents, ensuring data integrity and image clarity. Ensures appropriate docket codes and security levels are applied so that imaged documents are available to the appropriate parties.
• Interacts with the public or others in a high visibility, high volume environment involving intense and difficult situations requiring advising parties of proper procedures, court policies and options.
• Answers questions from attorneys, judges, law enforcement officials and the public that involve searching for and abstracting technical data.
• Accepts payment for bails, fines, and service fees from the public and by mail; issues receipts and makes changes; maintains and reconciles cash drawers; sets up and maintains accounts receivable; establishes bail trust accounts.
• Assists in maintaining court calendars, schedules cases, notifies concerned parties, places cases on calendar, and assembles case documents; reviews court documents for completeness and accuracy; receives, processes and assigns court proceedings based on pleadings, continuances and other pertinent information; compiles a variety of narrative and statistical reports and court case statistics.

LEGAL PROCESSING SPECIALIST I

EDUCATION REQUIREMENT:
High school diploma, or GED equivalent.

EXPERIENCE REQUIREMENT:
One (1) year of full-time (or equivalent) clerical experience that includes providing customer service in person or via the telephone.

EDUCATION SUBSTITUTION:
Completion of 24 semester units or 36 quarter units in office practices, secretarial science, business administration or a closely related field from a recognized college or university may be substituted for up to one (1) year of the required clerical experience. *Note: To receive substitution credit, a copy of your college diploma or official transcripts must be included with your application.*

DESIRABLE QUALIFICATION:
Bilingual skills (Spanish or Vietnamese) may be required for some positions and are eligible for bilingual pay.

TELEWORK/ON-SITE OPPORTUNITY

This position is eligible for a combination of telework and on-site work assignments. Telework must be completed from a pre-designated home-based location within the State of California and employees may be required to report on-site to address business needs.

ABOUT THE POSITION

Under general supervision, the Equal Opportunity Compliance Investigator conducts timely objective, and equitable Equal Employment Opportunity (EEO) investigations in response to reports of harassment, discrimination, retaliation, whistleblower, and/or civil rights violations, and drafts formal investigation reports and summaries containing factual findings, legal analysis, and/or recommendations as appropriate. The position also regularly evaluates Court compliance with nondiscrimination and anti-harassment laws, regulations, and policies, and ensures existing Court policies are updated as needed consistent with legal changes. Additionally, the Equal Opportunity Compliance Investigator will perform legislation analysis by tracking related Human Resources bills and their impact to the department and court and will conduct independent research on EEO issues as needed.

The Equal Opportunity Compliance Investigator is assigned to Human Resources Department and reports to the Employee & Labor Relations Officer. The Equal Opportunity Compliance Investigator prepares reports and submits findings to management/and or legal counsel; advises and counsels managers and employees regarding concerns, issues and disputes related to Title VII issues; and assists in preparing and presenting related training.

Duties for the classification may include, but are not limited to:

Evaluates, analyzes, and investigates a variety of workplace discrimination, harassment, and/or retaliation complaints; performs intake processes; identifies the scope of investigation; conducts interviews; researches employment laws as appropriate; and drafts factual findings and recommendations.

Conducts prompt, thorough, and fair investigations of complaints of discrimination, performance, misconduct, discriminatory harassment, and/or retaliation; prepares detailed and objective investigative reports including findings of fact, analysis, and recommendations for appropriate actions.; mediates and resolves disputes concerning violation issues; attends depositions and testifies in hearings and court proceedings as required; follows procedures regarding follow-up communications to involved parties.

Collaborates with Court management, Human Resources, and legal counsel to develop strategies for preventing and addressing discrimination and harassment issues.

Provides guidance and support to supervisors and employees on EEO-related matters, including complaint resolution, diversity, and inclusion initiatives.

Mediates issues and disputes pertaining to discrimination; proposes settlements and resolves complaints in accordance with applicable rules and regulations.

Interprets, analyzes, and advises on the application of Equal Employment Opportunity laws and regulations in accordance with federal, state, and local laws and guidelines, and court policies and procedures.

Reviews, analyzes, and tracks legislation of interest; sets tracking priorities; provides court management with regular updates and reports regarding the status and impacts of pending legislation.

Makes recommendations for improvement to appropriate staff and management.

Prepares correspondence, various reports and findings regarding complaints, including graphs and statistical reports; and maintains detailed records of all investigations and related communications.

Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures.

Minimum Qualifications

REQUIRED EDUCATION AND EXPERIENCE

Juris Doctorate from a law school accredited by the State Bar of California or approved by the ABA -AND- three (3) years of full-time (or equivalent) of labor and/or employment law experience.

DESIRED KNOWLEDGE AND EXPERIENCE:
• Solid understanding of federal and state employment laws, such as Title VII of the Civil Rights Act, the Americans with Disabilities Act (ADA), and the Age Discrimination in Employment Act (ADEA) along with experience in legislative bill tracking and analysis.
• Experience in conducting investigations, preferably in the field of employment law, EEO, or human resources with a public agency.
• Strong analytical and problem-solving skills, with the ability to gather and evaluate information objectively.
• Excellent oral and written communication skills, including the ability to write clear, concise, and detailed investigation reports. Experience facilitating EEO training.
• Demonstrated ability to maintain confidentiality and handle sensitive information with discretion.

• Strong interpersonal skills and the ability to work effectively with individuals from diverse backgrounds.

HEALTH REIMBURSEMENT ARRANGEMENT: The Court will contribute $60.00 per pay period into individual employee Health Reimbursement Arrangement (HRA) accounts for eligible full-time employees ($30 per pay period for part-time). This Court contribution will increase 2.5% annually each first full pay period in July, beginning July 2024.

DENTAL INSURANCE: The Court pays the premiums for Indemnity dental plan. Co-payments, deductibles, and caps on major dental services apply. Spouse and unmarried children less than 19 years old are eligible dependents (children under age 25 if full time student are also eligible).

VISION INSURANCE: Employees may elect to enroll in a voluntary vision plan administered by MESVision. Coverage may be purchased for employee, spouse, and dependent children.

LIFE INSURANCE: The Court pays for employee basic life insurance policy of $100,000. Additional voluntary life insurance can be purchased for employee, spouse, and dependent children.

ACCIDENTAL DEATH AND DISMEMBERMENT (AD&D) INSURANCE: The Court pays for employee basic AD&D insurance policy in the same amount as term life insurance. Additional voluntary coverage can be purchased for employee and family.

SHORT-TERM DISABILITY (STD) PLAN: The Court provides STD which provides 60% of regular monthly income (no maximum) for 12 months (reduced by income from other sources). Benefits begin after all sick leave has been used or 7 days, whichever is greater. The Court continues to pay same amount of medical, life, and AD&D insurance premiums while employee is receiving STD benefits.

LONG-TERM DISABILITY (LTD) PLAN: The Court provides LTD which provides 60% of regular monthly income (up to a maximum benefit of $20,000 per month) until age 65 if the employee is not able to return to work similar occupation (reduced by income from other sources). Benefits begin immediately after STD expires.

OTHER VOLUNTARY BENEFITS: Employees may elect to enroll in additional voluntary plans administered by Colonial Life. Available plans include Accident Insurance, Critical Illness/Cancer Insurance and Hospital Confinement Insurance. Coverage may be purchased for employee, spouse, and dependent children.
