ABOUT THE POSITION
Under supervision, the Legal Processing Specialist I performs specialized tasks, typically as a deputy clerk of the court, related to receiving, reviewing, and filing court related documents, monitoring post-committal quality control of electronic documents, explaining procedures and rules; and performs related tasks within area of assignment.
The Legal Processing Specialist I level is used for training purposes. Incumbents will be expected to gradually perform a broader range of duties with increasing responsibility and independence as experience is gained. A Legal Processing Specialist I is expected to qualify for advancement to Legal Processing Specialist II by the end of a twelve (12) month probationary period. There is no permanent status in the Legal Processing Specialist I classification. Upon advancement to Legal Processing Specialist II, incumbents are placed on a six (6) month promotional probation period.

Duties for the classification may include but are not limited to the following:
• Reviews and explains court related documents for compliance with all applicable regulations, policies, and procedures; informs attorneys and litigants relative to the completing, filing, issuing, and serving of documents, subpoenaing witnesses, and documents, appeals and post-judgment remedies and collection of fees/fines.
• Prepares documents for electronic imaging and performs post committal quality assurance of scanned documents, ensuring data integrity and image clarity. Ensures appropriate docket codes and security levels are applied so that imaged documents are available to the appropriate parties.
• Interacts with the public or others in a high visibility, high volume environment involving intense and difficult situations requiring advising parties of proper procedures, court policies and options.
• Answers questions from attorneys, judges, law enforcement officials and the public that involve searching for and abstracting technical data.
• Accepts payment for bails, fines, and service fees from the public and by mail; issues receipts and makes changes; maintains and reconciles cash drawers; sets up and maintains accounts receivable; establishes bail trust accounts.

TELEWORK/ON-SITE OPPORTUNITY
This position is eligible for a combination of telework and on-site work assignments. Telework must be completed from a pre-designated home-based location within the State of California and employees may be required to report on-site to address business needs.

Examples of Duties
ABOUT THE POSITION
Under general supervision, the Equal Opportunity Compliance Investigator conducts timely objective, and equitable Equal Employment Opportunity (EEO) investigations in response to reports of harassment, discrimination, retaliation, whistleblower, and/or civil rights violations, and drafts formal investigation reports and summaries containing factual findings, legal analysis, and/or recommendations as appropriate. The position also regularly evaluates Court compliance with nondiscrimination and anti-harassment laws, regulations, and policies, and ensures existing Court policies are updated as needed consistent with legal changes. Additionally, the Equal Opportunity Compliance Investigator will perform legislation analysis by tracking related Human Resources bills and their impact to the department and court and will conduct independent research on EEO issues as needed.
The Equal Opportunity Compliance Investigator is assigned to Human Resources Department and reports to the Employee & Labor Relations Officer. The Equal Opportunity Compliance Investigator prepares reports and submits findings to management/and or legal counsel; advises and counsels managers and employees regarding concerns, issues and disputes related to Title VII issues; and assists in preparing and presenting related training.
Duties for the classification may include, but are not limited to:
Evaluates, analyzes, and investigates a variety of workplace discrimination, harassment, and/or retaliation complaints; performs intake processes; identifies the scope of investigation; conducts interviews; researches employment laws as appropriate; and drafts factual findings and recommendations.
Conducts prompt, thorough, and fair investigations of complaints of discrimination, performance, misconduct, discriminatory harassment, and/or retaliation; prepares detailed and objective investigative reports including findings of fact, analysis, and recommendations for appropriate actions.; mediates and resolves disputes concerning violation issues; attends depositions and testifies in hearings and court proceedings as required; follows procedures regarding follow-up communications to involved parties.
Collaborates with Court management, Human Resources, and legal counsel to develop strategies for preventing and addressing discrimination and harassment issues.
Provides guidance and support to supervisors and employees on EEO-related matters, including complaint resolution, diversity, and inclusion initiatives.
Mediates issues and disputes pertaining to discrimination; proposes settlements and resolves complaints in accordance with applicable rules and regulations.
Interprets, analyzes, and advises on the application of Equal Employment Opportunity laws and regulations in accordance with federal, state, and local laws and guidelines, and court policies and procedures.
Reviews, analyzes, and tracks legislation of interest; sets tracking priorities; provides court management with regular updates and reports regarding the status and impacts of pending legislation.
Makes recommendations for improvement to appropriate staff and management.

Minimum Qualifications
REQUIRED EDUCATION AND EXPERIENCE
Juris Doctorate from a law school accredited by the State Bar of California or approved by the ABA -AND- three (3) years of full-time (or equivalent) of labor and/or employment law experience.

ABOUT THE POSITION
Under general supervision, the Equal Opportunity Compliance Investigator conducts timely objective, and equitable Equal Employment Opportunity (EEO) investigations in response to reports of harassment, discrimination, retaliation, whistleblower, and/or civil rights violations, and drafts formal investigation reports and summaries containing factual findings, legal analysis, and/or recommendations as appropriate. The position also regularly evaluates Court compliance with nondiscrimination and anti-harassment laws, regulations, and policies, and ensures existing Court policies are updated as needed consistent with legal changes. Minimum Qualifications
Education Requirement (applies to both levels):

Experience Requirement:

LONG-TERM CARE: CalPERS Long-Term Care coverage is available to current and former California public employees, retirees, their spouses, parents, parents-in-law, children, siblings (including stepbrothers and stepsisters), grandparents, grandchildren, nieces, nephews, aunts, uncles, sons-in-law, daughters-in-law between the ages of 18 and 79 when they apply. Eligible family members may apply even if the public employee or retiree who makes them eligible does not apply or is not approved for coverage.

Under general direction, the Human Resources Data Analyst provides professional level expertise directly related to HR data analytics; utilizes well-established analytic principles, methods, and procedures to identify, gather, analyze, and evaluate HR related data; provide technical data support and recommendations to all HR units; and maintain and update the HR data structure.

Minimum Qualifications

MEDICAL INSURANCE: Employees have an option to enroll in one of five medical plans; three HMO's (Cigna Select, Cigna Choice, and Kaiser Choice) and two PPO's (Wellwise Choice or Sharewell Choice), both administered by Blue Shield. The employee contributions toward the HMO or PPO insurance vary based on plan, coverage level and participation in the wellness program (OC Healthy Steps). HEALTH REIMBURSEMENT ARRANGEMENT: The Court will contribute $60.00 per pay period into individual employee Health Reimbursement Arrangement (HRA) accounts for eligible full-time employees ($30 per pay period for part-time). This Court contribution will increase 2.5% annually each first full pay period in July, beginning July 2024.
DENTAL INSURANCE: The Court pays the premiums for Indemnity dental plan. Co-payments, deductibles, and caps on major dental services apply. Spouse and unmarried children less than 19 years old are eligible dependents (children under age 25 if full time student are also eligible).
VISION INSURANCE: Employees may elect to enroll in a voluntary vision plan administered by MESVision. Coverage may be purchased for employee, spouse, and dependent children.
LIFE INSURANCE: The Court pays for employee basic life insurance policy of $100,000. Additional voluntary life insurance can be purchased for employee, spouse, and dependent children.
ACCIDENTAL DEATH AND DISMEMBERMENT (AD&D) INSURANCE: The Court pays for employee basic AD&D insurance policy in the same amount as term life insurance. Additional voluntary coverage can be purchased for employee and family.
SHORT-TERM DISABILITY (STD) PLAN: The Court provides STD which provides 60% of regular monthly income (no maximum) for 12 months (reduced by income from other sources). Benefits begin after all sick leave has been used or 7 days, whichever is greater. The Court continues to pay same amount of medical, life, and AD&D insurance premiums while employee is receiving STD benefits.
LONG-TERM DISABILITY (LTD) PLAN: The Court provides LTD which provides 60% of regular monthly income (up to a maximum benefit of $20,000 per month) until age 65 if the employee is not able to return to work similar occupation (reduced by income from other sources). Benefits begin immediately after STD expires.
OTHER VOLUNTARY BENEFITS: Employees may elect to enroll in additional voluntary plans administered by Colonial Life. Available plans include Accident Insurance, Critical Illness/Cancer Insurance and Hospital Confinement Insurance. Coverage may be purchased for employee, spouse, and dependent children.
LONG-TERM CARE: CalPERS Long-Term Care coverage is available to current and former California public employees, retirees, their spouses, parents, parents-in-law, children, siblings (including stepbrothers and stepsisters), grandparents, grandchildren, nieces, nephews, aunts, uncles, sons-in-law, daughters-in-law between the ages of 18 and 79 when they apply. Eligible family members may apply even if the public employee or retiree who makes them eligible does not apply or is not approved for coverage.
OPTIONAL BENEFIT PLAN (OBP): The Court provides employees $3,500 per calendar year (pro-rated for new employees) which can be received as cash (taxable) or allocated to several benefits ranging from health, County 457 Defined Contribution Plan and AD&D premiums (non-taxable).
RETIREMENT: Defined Benefit, fully qualified plan based on the County Employees Retirement Law of 1937 (Government Code Section 31450 et. al.). Employee and Court contributions are based on several variables including age, hire date, and salary. The plan is administered by an independent agency, Orange County Employees Retirement System (OCERS), and has reciprocity with various California systems. Currently, eligible new employees hired on or after January 1, 2013, will be enrolled in a defined benefit retirement plan referred to as Plan U (2.5% at 67 formula). *If you were employed by an OCERS employer or reciprocal agency prior to January 1, 2013, you have less than a six-month break in service, and reciprocity is established, you may be eligible to select from two other retirement pension formula options (Plan J or Plan P). DEFERRED COMPENSATION: Optional deferred compensation 457 & Roth 457 Deferred Contribution Plans are available.
VACATION ACCRUAL: 0-3 years, 120 hours per year; 4-9 years, 160 hours per year; 10 or more years, 200 hours per year. Maximum accrual of hours: 0-9 years, 360 hours; 10 or more years, 480 hours. Part-time employees accrue vacation on a prorated basis.
HOLIDAYS: 14 paid holidays per year.
SICK LEAVE: 0-3 years accrue 72 hours of sick time per year as full-time employees. After 3 years, full-time employees accrue 96 hours per year. Part-time employees accrue sick leave on a prorated basis. Unlimited accrual. Some sick leave maybe converted to cash or vacation time.
COMP TIME: All employees receive compensatory time every March. Full-time employees receive 4 hours and part-time employees receive 2 hours.
BEREAVEMENT LEAVE: 5 days of paid leave per qualifying instance.
UNEMPLOYMENT INSURANCE: The Court pays into county administered insurance fund.
WORKERS' COMPENSATION: Administered by the Judicial Council's, third party administrator.
EDUCATION REIMBURSEMENT: Court reimburses up to $3,500 per year of tuition for approved, necessary courses, subject to availability of funds.
FEDERAL STUDENT LOAN REPAYMENT AND FORGIVENESS PROGRAMS: Employees of the Court may be eligible for Federal Student Loan Repayment and Loan Forgiveness Programs. The Court offers access to GotZoom services at discounted rate; a service provider that identifies, enrolls, and annually re-certifies employees into eligible student loan repayment/forgiveness programs
BILINGUAL PAY: Available at additional $0.58/hour for selected classes in selected positions.
EMPLOYEE ASSISTANCE PROGRAM (EAP): Court offers EAP confidential services to assist employees with marital, family, emotional, legal, financial, and chemical dependency problems. This service is offered 24 hours a day, 7 days a week.

HEALTH REIMBURSEMENT ARRANGEMENT: The Court will contribute $60.00 per pay period into individual employee Health Reimbursement Arrangement (HRA) accounts for eligible full-time employees ($30 per pay period for part-time). This Court contribution will increase 2.5% annually each first full pay period in July, beginning July 2024.
DENTAL INSURANCE: The Court pays the premiums for Indemnity dental plan. Co-payments, deductibles, and caps on major dental services apply. Spouse and unmarried children less than 19 years old are eligible dependents (children under age 25 if full time student are also eligible).
VISION INSURANCE: Employees may elect to enroll in a voluntary vision plan administered by MESVision. Coverage may be purchased for employee, spouse, and dependent children.
LIFE INSURANCE: The Court pays for employee basic life insurance policy of $100,000. Additional voluntary life insurance can be purchased for employee, spouse, and dependent children.
ACCIDENTAL DEATH AND DISMEMBERMENT (AD&D) INSURANCE: The Court pays for employee basic AD&D insurance policy in the same amount as term life insurance. Additional voluntary coverage can be purchased for employee and family.
SHORT-TERM DISABILITY (STD) PLAN: The Court provides STD which provides 60% of regular monthly income (no maximum) for 12 months (reduced by income from other sources). Benefits begin after all sick leave has been used or 7 days, whichever is greater. The Court continues to pay same amount of medical, life, and AD&D insurance premiums while employee is receiving STD benefits.
LONG-TERM DISABILITY (LTD) PLAN: The Court provides LTD which provides 60% of regular monthly income (up to a maximum benefit of $20,000 per month) until age 65 if the employee is not able to return to work similar occupation (reduced by income from other sources). Benefits begin immediately after STD expires.
OTHER VOLUNTARY BENEFITS: Employees may elect to enroll in additional voluntary plans administered by Colonial Life. Available plans include Accident Insurance, Critical Illness/Cancer Insurance and Hospital Confinement Insurance. Coverage may be purchased for employee, spouse, and dependent children.
LONG-TERM CARE: CalPERS Long-Term Care coverage is available to current and former California public employees, retirees, their spouses, parents, parents-in-law, children, siblings (including stepbrothers and stepsisters), grandparents, grandchildren, nieces, nephews, aunts, uncles, sons-in-law, daughters-in-law between the ages of 18 and 79 when they apply. Eligible family members may apply even if the public employee or retiree who makes them eligible does not apply or is not approved for coverage.
OPTIONAL BENEFIT PLAN (OBP): The Court provides employees $3,500 per calendar year (pro-rated for new employees) which can be received as cash (taxable) or allocated to several benefits ranging from health, County 457 Defined Contribution Plan and AD&D premiums (non-taxable).
RETIREMENT: Defined Benefit, fully qualified plan based on the County Employees Retirement Law of 1937 (Government Code Section 31450 et. al.). Employee and Court contributions are based on several variables including age, hire date, and salary. The plan is administered by an independent agency, Orange County Employees Retirement System (OCERS), and has reciprocity with various California systems. Currently, eligible new employees hired on or after January 1, 2013, will be enrolled in a defined benefit retirement plan referred to as Plan U (2.5% at 67 formula). *If you were employed by an OCERS employer or reciprocal agency prior to January 1, 2013, you have less than a six-month break in service, and reciprocity is established, you may be eligible to select from two other retirement pension formula options (Plan J or Plan P). Under general supervision, the Official Assignment Court Reporter working on an intermittent basis, reports and transcribes verbatim stenographic record of official court proceedings. Stenographic record is defined as using the voice method or machine method. The Official Assignment Court Reporter prepares and certifies transcripts, and, at the direction of the Court, reads the report aloud in court, in accordance with applicable code sections; and performs related tasks within area of assignment.
The Official Assignment Court Reporter is distinguished from an Official Court Reporter in that the classification provides additional courtroom support from time to time on an as-needed basis. Incumbents will be expected to gradually perform a broader range of duties with increasing responsibility and independence as experience is gained. An Official Assignment Court Reporter is expected to qualify for advancement to Official Court Reporter by the end of a fifty-two (52) week probationary period. There is no permanent status in the Official Assignment Court Reporter classification. Upon advancement to Official Court Reporter, incumbents are placed on a six (6) month promotional probation period.
Examples of Duties
Duties for the classification may include, but are not limited to:

HEALTH REIMBURSEMENT ARRANGEMENT: The Court will contribute $60.00 per pay period into individual employee Health Reimbursement Arrangement (HRA) accounts for eligible full-time employees ($30 per pay period for part-time). This Court contribution will increase 2.5% annually each first full pay period in July, beginning July 2024.
LONG-TERM CARE: CalPERS Long-Term Care coverage is available to current and former California public employees, retirees, their spouses, parents, parents-in-law, children, siblings (including stepbrothers and stepsisters), grandparents, grandchildren, nieces, nephews, aunts, uncles, sons-in-law, daughters-in-law between the ages of 18 and 79 when they apply. RETIREMENT: Defined Benefit, fully qualified plan based on the County Employees Retirement Law of 1937 (Government Code Section 31450 et. al.). Employee and Court contributions are based on several variables including age, hire date, and salary. The plan is administered by an independent agency, Orange County Employees Retirement System (OCERS), and has reciprocity with various California systems. Currently, eligible new employees hired on or after January 1, 2013, will be enrolled in a defined benefit retirement plan referred to as Plan U (2.5% at 67 formula). *If you were employed by an OCERS employer or reciprocal agency prior to January 1, 2013, you have less than a six-month break in service, and reciprocity is established, you may be eligible to select from two other retirement pension formula options (Plan J or Plan P). DEFERRED COMPENSATION: Optional deferred compensation 457 & Roth 457 Deferred Contribution Plans are available.
VACATION ACCRUAL: New full-time employees earn 80 hours of vacation after the employee has accumulated 2,080 regularly scheduled paid hours (after approximately 1 year of service). Following the first year, vacation is accrued as follows: 1-3 years, 80 hours per year; 4-9 years, 120 hours per year; 10-19 years, 160 hours per year; 20 or more year, 200 hours per year. Maximum accrual of hours: 0-9 years; 240 hours; 10 or more years, 320 hours. Part-time employees accrue vacation on a prorated basis.
HOLIDAYS: 14 paid holidays per year.
SICK LEAVE: 0-3 years accrue 72 hours of sick time per year as full-time employees. After 3 years, full-time employees accrue 96 hours per year. Part-time employees accrue sick leave on a prorated basis. Unlimited accrual. Some sick leave maybe converted to cash or vacation time
COMP TIME: All employees receive compensatory time every March. Full-time employees receive 4 hours and part-time employees receive 2 hours.
BEREAVEMENT LEAVE: 5 days of paid leave per qualifying instance.
UNEMPLOYMENT INSURANCE: Court pays into county administered insurance fund.
OVERTIME: In addition to legally required overtime, the Court pays overtime to represented, FLSA-exempt employees for work ordered and performed in excess of 40 hours per week. Represented Court Technology employees who are FLSA-exempt earn overtime for work ordered and performed in excess of 80 hours per pay period.
WORKERS' COMPENSATION: Administered by the Judicial Council's, third party administrator.
EDUCATION REIMBURSEMENT: Court reimburses up to $3,500 per year of tuition for approved, necessary courses, subject to availability of funds.
FEDERAL STUDENT LOAN REPAYMENT AND FORGIVENESS PROGRAMS: Employees of the Court may be eligible for Federal Student Loan Repayment and Loan Forgiveness Programs.
BILINGUAL PAY: Available at additional $0.58/hour for selected classes in selected positions.
EXCEPTIONAL BILINGUAL PAY: Available for specific classes at a rate of $1.15/hour in selected positions.

Minimum Qualifications
EDUCATION:
High school diploma or GED equivalent.
EXPERIENCE:
Six (6) months office experience which demonstrates the knowledge and abilities listed above.
ADDITIONAL REQUIREMENTS (LICENSES, CERTIFICATIONS, TESTING, etc.):
• Possession of a valid California Class C driver's license by the date of appointment may be required for some assignments.
• Completion of pre-employment physical is required.
PHYSICAL REQUIREMENTS:
Completion of pre-employment physical is required for this position, the requirement includes the ability to lift equipment weighing up to 50 pounds with frequent lifting and carrying of objects weighing over 25 pounds; ascend and descend ladders, scaffolding, poles, and the like using feet and legs, hands, and arms; often move quickly and easily including the ability to crawl, stoop, or bend; speak clearly and understandably and hear clearly both in-person and over the telephone; vision for both close and distance work.

SELECTION PROCESS
Candidates who meet the minimum qualifications will be referred to additional steps in the selection process, which includes a background check to evaluate compatibility with court employment and a reference check.
STEP 1: Applications will be reviewed to identify candidates who meet the minimum qualifications. Only those who meet the minimum qualifications will proceed to the next step in the recruitment process.
STEP 2: Candidates' supplemental question responses may be evaluated and ranked. Depending on the number of applications, assessments and/or screening interviews may be conducted.
STEP 3: Candidates who are successful in step 2 will be placed on the eligible list and may be considered for interview.

This position has the responsibility to independently resolve most problems occurring within the specialized area of assignment and is required to have a thorough understanding of one or more accounting systems, source documents and their relationships to County/Court or comparable record keeping systems.
The Finance Office is comprised of the Office of the Chief Financial and Administrative Officer, Accounting Services, Financial Planning, Facilities Management, and Contracts and Procurement.
