Overview:
Under general guidance, supervises the procurement of goods and services through the use of procurement teams assigned to specific Divisions/Departments. Procurements may include acquisition of commodities, consultant services, public works construction, contract transportation, and other external goods and services.

• Assigns staff to procurement teams. Evaluates and modifies the procurement teams to balance workloads. Ensures procurement teams have prepared procurement schedules.
• Ensures the procurement team members receive appropriate and on-going training in the areas of procurement, inter personal skills, planning, and basic accounting principles. Supervises the performance and development of staff, including recruiting, career development, discipline, and performance evaluation issues.
• Ensures that agency departments and the procurement teams are communicating effectively.
• Seeks methods and tools to improve service while reducing costs.
• Ensures that the established Disadvantaged Business Enterprise (DBE) and small business goals are being actively pursued by the teams.
• Plans and conducts procurement quality assurance reviews and implements changes as appropriate. Reviews procurement files for conformance and compliance with federal requirements.
• Stays informed of developments in the field. Establishes and maintains network of professional contacts.

Qualifications
Any combination of education and experience equivalent to a bachelor's degree in Business Administration or related field with a minimum of approximately six years progressively responsible experience in procurement and contracts, three years of which are management.
Knowledge of:
• Public contracting principles, including proposal preparation, contract negotiation, contract law, and finance.
• Federal and California State laws applicable to contracts and procurement.
• Federal Acquisition Regulations.
• Purchasing principles such as the UCC.
• Use of personal computers to enhance productivity, electronic mail, word processing, and spreadsheets.
• Accounting principles.
Ability to:
• Negotiate contracts and develop negotiating strategies.
• Interpret and apply contract principles.

The Los Angeles – San Diego – San Luis Obispo (LOSSAN) Rail Corridor is a joint powers authority that works to increase ridership, revenue, capacity, reliability, coordination and safety on the coastal rail line between San Diego, Los Angeles and San Luis Obispo. The LOSSAN Agency assumed management responsibility for the Pacific Surfliner service in July 2015, following the execution of an interagency transfer agreement with the state of California. The Pacific Surfliner travels along a 351-mile coastal rail route through San Diego, Orange, Los Angeles, Ventura, Santa Barbara and San Luis Obispo counties, serving 29 stations. It is the busiest state-supported intercity passenger rail route in the United States with 24 daily trains and annual ridership of nearly 3 million. The LOSSAN Agency is staffed by the Orange County Transportation Authority.

This position operates as the primary back-up to the Los Angeles – San Diego – San Luis Obispo Rail Corridor Agency (Agency) Managing Director and provides support for the Managing Director working towards the achievement of Agency goals. About the LOSSAN Rail Corridor Agency...
The Los Angeles – San Diego – San Luis Obispo (LOSSAN) Rail Corridor is a joint powers authority that works to increase ridership, revenue, capacity, reliability, coordination and safety on the coastal rail line between San Diego, Los Angeles and San Luis Obispo. The LOSSAN Agency assumed management responsibility for the Pacific Surfliner service in July 2015, following the execution of an interagency transfer agreement with the state of California. The Pacific Surfliner travels along a 351-mile coastal rail route through San Diego, Orange, Los Angeles, Ventura, Santa Barbara and San Luis Obispo counties, serving 29 stations. It is the busiest state-supported intercity passenger rail route in the United States with 24 daily trains and annual ridership of nearly 3 million. The LOSSAN Agency is staffed by the Orange County Transportation Authority.
Overview:
This position operates as the primary back-up to the Los Angeles – San Diego – San Luis Obispo Rail Corridor Agency (Agency) Managing Director and provides support for the Managing Director working towards the achievement of Agency goals. Provides direction to all functional areas within the Agency.
This is an exempt position in Salary Grade X: $200,000.00 - $240,000.00 annually, dependent upon qualifications; at the discretion of the CEO.

Responsibilities

• Supports the Managing Director in coordinating activities among the functional units within the organization to achieve agency goals.
• Assists the Managing Director in providing overall leadership of the agency in formulating and achieving agency objectives.
• Directs the development of regular Board of Directors, Executive Committee and Technical Advisory Committee agendas, solicits input and oversees communications with member agencies and the Board of Directors. Attends Board and committee meetings and advises Board and committee members. Frequently interacts with the Board of Directors (Board) on a wide range of issues.
• Formulates agency policies and directives that support the agency’s goals and initiatives.
• Plans, reviews, and evaluates the work of assigned staff. Monitors activities assigned to staff to ensure conformance with goals and objectives of reporting unit and facilitates the attainment and continuation of peak organizational performance. Coordinates with the Managing Director, staff, and contracted service operators to strategize and implement service improvements, commercial policies, cost efficiencies, and productivity efficiencies.
• Oversees, monitors, and adheres to the agency’s budget, goals, and schedules, which comply with agency-wide fiscal responsibility. Represents the agency and the Managing Director as designated in meetings, as a committee member, and before community and business groups. Serves as a backup to the Managing Directors.
Develops Strategic Perspective: Knows how immediate work relates to organizational strategy, translates into actionable steps.
• Assists the Managing Director in developing and implementing short-range and long-range goals/service initiatives consistent with the strategic plan, annual business plan, and annual Board goals and initiatives, to support the achievement of the agency’s strategic vision.
• Assists the Managing Director in the development of the annual business plan, including the planning and implementation of service initiatives to guide the agency’s future programs and activities for presentation to the Board of Directors for approval.
• Provides counsel to the Managing Director on significant matters affecting agency operations and policies.
• Assists the Managing Director in formulating, directing and overseeing strategic rail planning and corridor-wide stakeholder coordination.
Solves Problems & Analyzes Issues: Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.
• Assists the Managing Director with negotiating and monitoring of the Interagency Transfer Agreement with California State Transportation Agency the California Department of Transportation, administrative services agreement and other key agreements.
• Develops and provides oversight and reporting on agency-wide performance objectives.
Works in a Collaborative Manner with Others: Works in a collaborative manner with others, helps resolve unproductive conflict.
• Communicates clearly and persuasively with appointed and elected government officials, business and community organizations, interest groups, customers, employees, and members of the general public.
• Establishes and maintains cooperative working relationships with government officials, boards, other agencies and stakeholders. Maintains ongoing communication and coordination with other governments, agencies and stakeholders to coordinate on corridor-wide priorities and issues.
Qualifications
Any combination of education and experience equivalent to a bachelor's degree in business or management with a minimum of eight years of senior management experience. An advanced degree is preferred. Transportation experience is required.
