Overview:
Under general guidance, supervises the procurement of goods and services through the use of procurement teams assigned to specific Divisions/Departments. Procurements may include acquisition of commodities, consultant services, public works construction, contract transportation, and other external goods and services.
This is an exempt position in Salary Grade T: Min $113,713.60 – Mid $135,283.20 – Max $156,832.00 annually. The starting salary will be within this range based on qualifications.

• Ensures agency compliance with procurement requirements and regulations of funding agencies for grant fund usage. Acts as key agency resource for procurement information.
• Ensures appropriate procurement practices and policies are defined, updated as necessary, and adhered to by the procurement staff.
• Assigns staff to procurement teams. Evaluates and modifies the procurement teams to balance workloads. Ensures procurement teams have prepared procurement schedules.
• Ensures the procurement team members receive appropriate and on-going training in the areas of procurement, inter personal skills, planning, and basic accounting principles. Supervises the performance and development of staff, including recruiting, career development, discipline, and performance evaluation issues.
• Ensures that agency departments and the procurement teams are communicating effectively.
• Seeks methods and tools to improve service while reducing costs.
• Ensures that the established Disadvantaged Business Enterprise (DBE) and small business goals are being actively pursued by the teams.
• Plans and conducts procurement quality assurance reviews and implements changes as appropriate. Reviews procurement files for conformance and compliance with federal requirements.
• Stays informed of developments in the field. Establishes and maintains network of professional contacts.
• Prepares management reports.
Qualifications
Any combination of education and experience equivalent to a bachelor's degree in Business Administration or related field with a minimum of approximately six years progressively responsible experience in procurement and contracts, three years of which are management.
Knowledge of:
• Public contracting principles, including proposal preparation, contract negotiation, contract law, and finance.
• Federal and California State laws applicable to contracts and procurement.
• Federal Acquisition Regulations.
• Purchasing principles such as the UCC.
• Use of personal computers to enhance productivity, electronic mail, word processing, and spreadsheets.
• Accounting principles.
Ability to:
• Negotiate contracts and develop negotiating strategies.
• Interpret and apply contract principles.
• Analyze supplier and agency requirements and prepare contract clauses which will protect agency while accommodating the supplier's needs.
• Supervise, organize, and coordinate the work of others.

The Los Angeles – San Diego – San Luis Obispo (LOSSAN) Rail Corridor is a joint powers authority that works to increase ridership, revenue, capacity, reliability, coordination and safety on the coastal rail line between San Diego, Los Angeles and San Luis Obispo. The LOSSAN Agency assumed management responsibility for the Pacific Surfliner service in July 2015, following the execution of an interagency transfer agreement with the state of California. The Pacific Surfliner travels along a 351-mile coastal rail route through San Diego, Orange, Los Angeles, Ventura, Santa Barbara and San Luis Obispo counties, serving 29 stations. It is the busiest state-supported intercity passenger rail route in the United States with 24 daily trains and annual ridership of nearly 3 million. The LOSSAN Agency is staffed by the Orange County Transportation Authority.
Overview:
This position operates as the primary back-up to the Los Angeles – San Diego – San Luis Obispo Rail Corridor Agency (Agency) Managing Director and provides support for the Managing Director working towards the achievement of Agency goals. Provides direction to all functional areas within the Agency.
This is an exempt position in Salary Grade X: $200,000.00 - $240,000.00 annually, dependent upon qualifications; at the discretion of the CEO.

The LOSSAN Agency assumed management responsibility for the Pacific Surfliner service in July 2015, following the execution of an interagency transfer agreement with the state of California. The Pacific Surfliner travels along a 351-mile coastal rail route through San Diego, Orange, Los Angeles, Ventura, Santa Barbara and San Luis Obispo counties, serving 29 stations. It is the busiest state-supported intercity passenger rail route in the United States with 24 daily trains and annual ridership of nearly 3 million. This position operates as the primary back-up to the Los Angeles – San Diego – San Luis Obispo Rail Corridor Agency (Agency) Managing Director and provides support for the Managing Director working towards the achievement of Agency goals. Qualifications
A high school diploma or equivalent (GED) and completion of an accredited heating, ventilation, air conditioning (HVAC) mechanic apprenticeship program and 3 years’ experience in the installation, alteration, maintenance, and repair of commercial and domestic, heating, ventilation and air conditioning systems involving modulating and safety controls, thermostats, humidifiers, and duct stats. Prefer one year of journey-level maintenance with installation and repair of central multi-zone forced air systems w/ economizer, dampers, and automated control systems such as Trane and Carrier. Prefer Electrical Safety Worker, NFPA 70E, and Hazardous Waste Operations and Emergency Response (HAZWOPER).
Special Qualifications:
Must possess a valid California Driver License with a safe driving record.
An Environmental Protection Agency (EPA) approved Universal Technician Certificate in compliance with Federal license requirements as provided in chapter V, Section 608.
Photocopy of the certificate of completion of a recognized HVAC mechanic apprenticeship training program.

Overview:
Under supervision, performs skilled work in refrigeration, air conditioning, heating, and ventilation tasks in accordance with standard trade practices. Identifies issues, solves problems, and takes appropriate action in relation to Heating, and Ventilation Air Conditioning (HVAC) in a timely manner while making the decisions and repairs that are compliant with building codes and regulations.
The salary for this position is:
$32.79- Starting Rate per hour
$34.90- After completion of six (6) months
$45.48- Top rate after thirty six (36) months

• Installs and connects piping and tubing for refrigeration and air conditioning systems.
• Installs, calibrates, and repairs refrigeration and air conditioning system instruments and electrical and pneumatic controls.
• Diagnoses operating malfunctions and repairs refrigeration and air conditioning systems.
• Tests, charges, repairs, and adjusts hermetic type refrigeration units and ice machines.
• Reads blueprints to determine location, size capacity, and type of components needed to conduct work related activities.
• Tests and chemically treats water used in heating and cooling systems.
• Overhauls compressors, burners, gas valves, pumps, fans, and other heating, ventilating, or cooling system components.
• Adjusts and balances air distribution systems.
• Checks installations for conformance with legal requirements and safety codes.
• Drives to all OCTA Facilities to perform job related essential functions.
• Participates in the installation, maintenance and repair of steam and hot water related equipment such as water heaters, recirculating pumps, thermostats / gauges, and valves.
• Guides, informs and trains assigned Facilities Technicians and helpers.
• Troubleshoots burner assemblies for Parts Washers and Paint Booth Heaters and performs routine maintenance and repairs.
Collateral Facilities Duties:
• Visually inspects and troubleshoots fueling delivery and distribution systems, equipment and monitoring and dedicated detecting systems within time and quality measurements to ensure all operational, health, safety, and regulatory compliance requirements are met.
• Maintains and repairs fueling systems and equipment within time and quality measurements to ensure all operational, health, safety, and regulatory compliance requirements are met.
• Inspects, troubleshoots, maintains, and repairs electrical apparatus and distribution systems, including panels, circuits, switches, solenoids, control boards, motors, generators, lighting, and three-phase industrial systems up to 480 volts, within time and quality measurements to ensure all operational, health, safety, and regulatory compliance requirements are met.
• Inspects, troubleshoots, maintains and repairs of facilities plumbing, systems, within time and quality measurements to ensure all operational, health, safety, and regulatory compliance requirements are met.
• Oversees and ensures work performed by contracted services meet contractual time and quality measurements to ensure all operational, health, safety, and regulatory compliance requirements are met.
• Maintains records, spreadsheets, logs, reports, systems, certifications, permits, etc., within city, county, state, and federal compliance requirements within time and quality measurements to ensure successful governmental and/or Agency audit results.
• Completes and/or performs special assignments and construction projects, utilizing skills including welding, painting, landscaping, masonry, etc. within time and quality measurements.
• Analyzes, evaluates, and/or repairs facilities’ safety and test systems within time and quality measurements.
Qualifications
A high school diploma or equivalent (GED) and completion of an accredited heating, ventilation, air conditioning (HVAC) mechanic apprenticeship program and 3 years’ experience in the installation, alteration, maintenance, and repair of commercial and domestic, heating, ventilation and air conditioning systems involving modulating and safety controls, thermostats, humidifiers, and duct stats. Prefer one year of journey-level maintenance with installation and repair of central multi-zone forced air systems w/ economizer, dampers, and automated control systems such as Trane and Carrier. Prefer Electrical Safety Worker, NFPA 70E, and Hazardous Waste Operations and Emergency Response (HAZWOPER).
Special Qualifications:
Must possess a valid California Driver License with a safe driving record.
An Environmental Protection Agency (EPA) approved Universal Technician Certificate in compliance with Federal license requirements as provided in chapter V, Section 608.
Photocopy of the certificate of completion of a recognized HVAC mechanic apprenticeship training program.
Detailed information regarding Journey Level experience.
Must utilize Cal/OSHA-required and/or Agency mandated personal protective equipment when needed.
Must be able to wear respiratory protection.
Knowledge of:
• Application of safety work practices, determination, and use of appropriate personal protective equipment.
• Industrial machinery troubleshooting and equipment repair.
• Lighting and low voltage electrical repair.
• Low and high voltage systems up to 480 VAC.

• Coordinates and facilitates problem resolution with vendors. Works with vendors to understand methods to maintain and support purchased applications. Researches similar technologies implemented nationally to incorporate best practices.
• Partners with agency’s information systems security analysts to create security policies to align with global projects technologies. Coordinates with appropriate resources to ensure data is optimized and secure.
• Creates strategies to ensure successful collaboration with project teams. Ensures effective communication and group dynamics by coordinating, establishing, and maintaining communication lines among project team members and users that builds an environment of mutual respect, trust, and intellectual exchange of ideas.
• Manages project budgets and staffing requirements. Reports status of projects to supervisor and project steering committee. Provides reports on team member performance.
• Adheres to project methodology guidelines, including project documentation.
• Develops/reviews detailed project plans using structured methodologies for all business development or enhancement projects and coordinates and aligns with multiple initiatives. Qualifications
Any combination of education and experience equivalent to a bachelor's degree in business, computer science, mathematics, or related field, with a minimum of seven years of professional level experience in computer systems analysis for business, accounting and business intelligence applications, four years of which are managing “cutting edge” projects with extensive Board and senior executive visibility. Current Project Management Certification (PMP) is required.

Under general guidance, responsible for projects which may include application development or enhancements to the technical infrastructure. Prepares work plans, schedules work assignments, and monitors status of global “cutting edge” projects with extensive Board and senior executive visibility. • Leads project team, and provides vision to support analysis, design, construction, and implementation of business applications. • Can provide recommendations related to software and hardware configurations to meet customers’ requirements and information systems standards. Reviews system testing for completeness and accuracy. Coordinates corrections for problems in existing applications.
• Partners with Procurement team to establish and maintain vendor contracts. Proactively manages highly complex contracts and incorporates necessary contractual changes in accordance with project scope and schedule requirements.
• Coordinates and facilitates problem resolution with vendors. Works with vendors to understand methods to maintain and support purchased applications. Researches similar technologies implemented nationally to incorporate best practices.
• Partners with agency’s information systems security analysts to create security policies to align with global projects technologies. Coordinates with appropriate resources to ensure data is optimized and secure.
• Creates strategies to ensure successful collaboration with project teams. Ensures effective communication and group dynamics by coordinating, establishing, and maintaining communication lines among project team members and users that builds an environment of mutual respect, trust, and intellectual exchange of ideas.
• Manages project budgets and staffing requirements. Reports status of projects to supervisor and project steering committee. Provides reports on team member performance.
• Adheres to project methodology guidelines, including project documentation.
• Develops/reviews detailed project plans using structured methodologies for all business development or enhancement projects and coordinates and aligns with multiple initiatives. Acts as a mentor and/or expert to Project team members as well as internal and external customers in interpreting and applying project principles/disciplines, policies, and procedures. May also coach team members with skills used in project management and provide input for team members’ performance evaluations.
Qualifications
Any combination of education and experience equivalent to a bachelor's degree in business, computer science, mathematics, or related field, with a minimum of seven years of professional level experience in computer systems analysis for business, accounting and business intelligence applications, four years of which are managing “cutting edge” projects with extensive Board and senior executive visibility. Current Project Management Certification (PMP) is required.

• Coordinates the activities of the Authority’s mail distribution, including various large or bulk mailings, and arranges outside mail services. Responds and resolves routine mail inquiries. Advises employees on mail procedures, postal regulations, and services available.
• Processes incoming and outgoing U.S. mail and interoffice mail, ensuring that all mail is distributed according to established schedule and staff requirements, determining most cost-effective means for timely delivery, and assuring appropriated distribution.
• Monitors postage accounts and maintains daily log of incoming and outgoing mail. Compiles department reports, including the daily postage expenditures report.
• Receives and signs for deliveries. Notifies appropriate staff of deliveries and maintains a daily delivery log.
• Provides assistance with the retrieval and distribution of records, the issuance of locator numbers, and the destruction of records in accordance with schedules.
• Coordinates the flow of and prepares records for scanning according to procedures and retention schedules. Coordinates the use of scanning services and vendors, and paper recycle services as needed.
• Operates the General Services help desk. Acknowledges and inputs help desk tickets and assigns all tickets to the appropriate internal/external staff. Creates and maintains a procedure for the help desks duties and responsibilities.
• Issues visitor badges and provides direction to the appropriate departments.
• Schedules the use of company cars and vans. Facilitates vehicle maintenance. Confirms employee authorization to drive vehicles.
• Answers routine inquiries concerning company activities, business hours, departments, and employee locations.

General Services Specialist - This is a non-exempt position in Salary Grade H: Min $23.82 – Mid $28.06 – Max $32.29 hourly. The starting salary will be within this range based on qualifications.
General Services Specialist, Assistant - This is a non-exempt position in Salary Grade G: Min $22.37 – Mid $26.29 – Max $30.21 hourly. The starting salary will be within this range based on qualifications.

Responsibilities

• Performs duties related to the assigned area (e.g., the mailroom, records management, help desk, etc.) and serves as back-up in reception, OCTA store, supply room or other areas as needed.
• Evaluates and compiles requisitions for ordering office supplies from vendors, by phone, email, or using the vendor’s website. Assists in developing requirements and specifications for blanket purchase orders for office supplies.
• Identifies, records, and delivers bi-weekly updates to each department regarding their spending.
• Coordinates the activities of the Authority’s mail distribution, including various large or bulk mailings, and arranges outside mail services. Responds and resolves routine mail inquiries. Advises employees on mail procedures, postal regulations, and services available.
• Processes incoming and outgoing U.S. mail and interoffice mail, ensuring that all mail is distributed according to established schedule and staff requirements, determining most cost-effective means for timely delivery, and assuring appropriated distribution.
• Monitors postage accounts and maintains daily log of incoming and outgoing mail. Compiles department reports, including the daily postage expenditures report.
• Receives and signs for deliveries. Notifies appropriate staff of deliveries and maintains a daily delivery log.
• Provides assistance with the retrieval and distribution of records, the issuance of locator numbers, and the destruction of records in accordance with schedules.
• Coordinates the flow of and prepares records for scanning according to procedures and retention schedules. Coordinates the use of scanning services and vendors, and paper recycle services as needed.
• Operates the General Services help desk. Acknowledges and inputs help desk tickets and assigns all tickets to the appropriate internal/external staff. Creates and maintains a procedure for the help desks duties and responsibilities.
• Issues visitor badges and provides direction to the appropriate departments.
• Schedules the use of company cars and vans. Facilitates vehicle maintenance. Confirms employee authorization to drive vehicles.
• Answers routine inquiries concerning company activities, business hours, departments, and employee locations.
• Schedules the use of conference rooms and coordinates configuration requirements.
• Processes Express Lanes transactions including account management and violation payments utilizing Express Lanes account management system.
• Processes in-person OCTA ID cards, Reduced Fare Identification (RFID) program and ACCESS applications according to agency policy and issues RFID cards utilizing the Authority’s photo ID system and equipment.
• Performs various duties pertaining to pass sales including processing and fulfilling pass-by-mail orders, processing requests for replacements and returns.
• Accurately manages cash fund, reconciles daily sales receipts of cash, checks, and credit cards; prepares daily deposit and related reports according to agency requirements.
• Picks up and delivers mail and supplies to various agency locations. Adheres to a fixed time schedule and prescribed routes. Picks up lost and found items and bicycles; delivers to vendor.
• Obtains signatures and signs for supplies to be delivered. Assures items are delivered in acceptable condition.
• Assures assigned delivery van is serviced. Reports maintenance and repair needs to supervisor.
Customer & External Focus: Markets his/her workgroup effectively and influences others in the organization.
• Provides assistance to employees who are preparing for office moves or for modular furniture installations; makes minor modular furniture repairs, conducts furniture inventories, and coordinates furniture delivery and installation. Provides assistance in the tracking of furniture and office keys.
• Interacts with the general public in the OCTA Store, selling transit passes, and Employee Relation Association (ERA) tickets utilizing the Authority’s sales and inventory systems as well as other computer software and systems.
Takes Initiative: Initiates new programs, processes, relationships, or technologies to accomplish goals.
• Develops and implements office supply standards. Confers with the vendors to develop the most cost-effective solutions to supply needs.
Works in a Collaborative Manner with Others: Works in a collaborative manner with others, helps resolve unproductive conflict.
• Establishes and maintains effective and cooperative working relationships.
Qualifications
General Services Specialist - Any combination of education and experience equivalent to a high school diploma with a minimum of three years of experience related to the position.
General Services Specialist, Assistant - Any combination of education and experience equivalent to high school diploma with some related experience preferred.
Special Qualifications:
• Valid California Driver License; safe driving record in accordance with agency standards.

General Services Specialist - In the mail/supply room, records center and facilities set-up environments there is lifting boxes, supplies, equipment and furniture of considerable weight. Some assignments included travel between Administrative offices and warehouse.
General Services Specialist, Assistant - Mailroom and courier duties performed in an office services environment, subject to walking; lifting heavy boxes, supplies, and equipment; bending; standing; stooping; and fumes from chemicals and noise from equipment used in duplicating services and mail room. Courier duties require lifting and loading bicycles, mail bags, and cases of paper for transport between locations.
