This role will involve travel (predominantly within continental Europe).

Purpose of the Role
• Help ensure Ofcom engages with and contributes to the development of telecoms and digital markets regulation at regional and global levels
• Provide strategic international context to Ofcom’s own policy work, to help Ofcom learn from the experiences of counterparts in other countries
• Support Ofcom’s strategic international engagement programme

You will engage with relevant overseas regulators and regional and international bodies, and with other international stakeholders (such as think tanks and stakeholder organisations), on relevant telecoms and digital markets policy topics. You will also work closely with colleagues within Ofcom, to ensure that the international perspective is reflected in the organisation’s work.

Requirements of the Role

The role will involve:
• Proactively keeping across international developments in telecoms and digital markets policy and regulation, identifying market trends and developments, and considering how these might impact Ofcom’s wider work. Topics of interest might cover:
• International (including EU) sectoral regulatory and legislative developments (e.g EU Digital Markets Act).
• Market developments such as consolidation, infrastructure-sharing and other commercial partnerships, as well as technological developments, new consumer offerings/consumer protection issues.
• Digital market developments around cloud computing and platform regulation
• Cultivating relationships with regulators and policymakers internationally, to understand and, where appropriate, influence international policy and regulatory developments and to ensure Ofcom can continue to learn from their experience, including through:
• attendance of international events and seminars
• the management of relationships with key bilateral counterparts
• In particular, following the UK’s exit from the EU, be responsible for managing Ofcom’s continued relationship with the Body of European Regulators in Electronic Communications (BEREC) and the Independent Regulators’ Group (IRG), including:
• closely following the development and delivery of the BEREC work programme, including with a view to inputting as appropriate
• coordinating Ofcom’s continued participation in the IRG

• Proactive diary management for up to 3 Directors, assessing priorities to enable the best use of their time
• Close interaction with the Directors, flagging and escalating incoming issues and updates, and using initiative to respond to enquiries/diary changes... helping to pre-empt and resolve any issues before they get to the Directors

• Use an effective brought-forward system to ensure that deadlines are met
• Be flexible to accommodate extra work and take on ad hoc projects/work to meet deadlines, and manage workload
• Providing cover for other PAs within the Group as required

Skills, Knowledge and experience
• Experience providing high-level support at Director level, including diary management, document preparation
• Excellent organisational and time management skills, using judgement to prioritise tasks
• Good communication and professional manner, dealing with people at all levels effectively (internal/external)
• Able to maintain strict confidentiality at all times
• Good working knowledge of Microsoft tools and SharePoint

• Strong collaboration skills and willingness to work with the other PAs in the team to share the workload and cover for PA absences

International engagement has always been a key part of Ofcom’s work. The global nature of policy debates, the increasing relevance of international decision-making, and the fact we are taking on regulatory oversight of companies with overseas headquarters, makes our international work all the more important.

Purpose of the Role

This post goes to the heart of what the International Team does within, and for, Ofcom. You will be responsible for supporting and delivering work in two separate yet interrelated areas: our international engagement programme and our international visits programme. In addition, you will contribute to the team’s work to... build awareness across Ofcom of our capabilities and the work we do to deliver on Ofcom’s priorities.

There is also the opportunity to get involved with some areas of Ofcom’s policy work within the International Team.

Key responsibilities

International engagement programme – support and deliver on a programme of international engagement. As part of this you will identify policy issues, countries and stakeholders to prioritise European and international engagement opportunities for senior management. You will be responsible for project managing the preparation of Chief Executive and Group Director bilateral international visits and international event/conference participation including planning, organisation and briefing, as well as travelling in support as necessary. You will also project-manage Ofcom’s involvement in a forum of four regulators focusing on the evolution of traditional content regulation in light of changes in consumer consumption habits (the Media and Online Regulation Forum) and support Ofcom’s involvement in the DRCF International Network, to ensure that the international activities of Ofcom and the DRCF are aligned.

International visits/virtual meetings - you will act as the primary point of contact for all incoming international visits to Ofcom, coordinating meeting requests as well as questions from overseas regulators, government ministries and industry stakeholders. As part of this, you will be collaboratively evaluating the strategic merit of each request and prioritising accordingly. With the support of the rotating graduate, you will need to liaise with colleagues internally, and host visits from international dignitaries as appropriate. You will also lead the preparation of briefings for senior management to support the visits.

Internal coordination – you will review and coordinate practices to ensure the visibility of the team and its work across Ofcom, in order to support the delivery of Ofcom’s international strategy. This will include liaising with colleagues across groups, preparing and disseminating materials in a range of formats, and acting as an internal advocate for the team and the value it can add to projects led by other teams. You will also work with the Public Policy team to provide input into relevant domestic consultations, requests for information, reviews etc.

Intelligence gathering and sharing – you will work on the team’s programme of tracking international policy developments and horizon scanning, making sure that relevant updates are shared with the right colleagues internally, and proactively identify Ofcom projects that could benefit from international input.

This role might involve some overseas travel to Europe, with the occasional long-haul trip.

In light of the scale of these challenges, the Government has appointed Ofcom as the regulator for online safety in the UK.

This is an exciting time to be joining the Online Safety Policy Team. We are an innovative, fast-growing team, leading on implementing video-sharing platform (VSP) regulation and our approach to our future role as the independent regulator of online safety.
