Serves as an agency-wide engineering expert on the most challenging problems in technology, standards, and conformity assessment applied to criminal justice and public safety.
Consults with Federal, state, local, and tribal law enforcement on technology-focused research, development, and evaluation projects related to criminal justice policy and practice in the U.S.
Evaluates the value and applicability of new or improved technology, strategies, trends, or applications, assesses the implementation of technology, and makes recommendations.
Furthers NIJ's mission by developing strategic partnerships with internal and external stakeholders, including foreign government agencies with similar interests to NIJ.
Discusses technology and technology-related matters with Federal counterparts to assess suitability of existing technology application for criminal justice purposes and deconflict NIJ funding with other Federal research investments.
Coordinates NIJ's standards development activities, which includes the full lifecycle of developing and publishing new equipment performance standards and revising and publishing existing equipment performance standards.
Develops and maintains strategic partnerships with private-sector standards development organizations (SDO) and other government agencies involved with standards.
Consults with law enforcement practitioners to establish performance requirements for various equipment used by the practitioner community, such as body armor, firearms, helmets, shields, restraints, bomb suits, and other personal protective equipment.
Consults with testing laboratories, industry, and other stakeholders to understand and establish testing requirements, procedures, and practices as well as develops and tests new technologies, methods, approaches, and guides.
Reviews existing standards published by SDOs or other government agencies to determine whether they would meet the needs of the criminal justice system and makes recommendations.
Applies knowledge of mechanical engineering, materials science, and electrical engineering, among other technical disciplines, to the development of new standards or revision of existing standards involving body armor and other equipment.
Coordinates NIJ's conformity assessment activities, including the certification of products and providing guidance on selection, use, and care of products and technology based on existing standards and best practices.
Provides oversight of the NIJ Compliance Testing Program for body armor and other law enforcement equipment.
Coordinates NIJ's policies and activities with accreditation bodies, testing laboratories, inspection bodies, certification bodies, and other conformity assessment organization, as appropriate.
Serves on external technical committees, including those at the highest levels in the Federal Government, dealing with standards and conformity assessment.
Conducts intramural research on technology and standards topics related to criminal justice and public safety, such as literature reviews, environmental scans, data collections, data analyses, position papers, or original experimental research.
Provides leadership on highly complex issues of critical importance in the criminal justice system and advises other specialists on highly complex and unprecedented problems.
Publishes a variety of materials within subject matter expertise, including peer-reviewed journal articles, conference proceedings, articles in professional or industry journals, or agency publications and online resources.
Develops concepts for extramural grant solicitations based on research priorities that address the most pressing needs of the criminal justice system in the United States and develops grant funding recommendations for NIJ leadership.
Advises NIJ grant staff on the programmatic aspects of grants and cooperative agreements focusing on testing and evaluation of technology, technology implementation in the criminal justice system, standards development, and conformity assessment.

BASIC REQUIREMENTS
A. Have a bachelor's degree in engineering from a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET).

B. Have a bachelor's degree in engineering with a program that included courses in differential and integral calculus, AND courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials; (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials; and (7) other areas of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics;

C. Be currently licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico;
OR
D. Be currently registered as an Engineer Intern (EI) or Engineer-In-Training (EIT) by any State, the District of Columbia, Guam, or Puerto Rico;
OR
E. Have successfully passed the Fundamentals of Engineering (FE) examination or other written test required for professional registration by an engineering licensure board in a State, the District of Columbia, Guam, or Puerto Rico;

F. Have successfully completed less than a full engineering degree program that included 60 semester/90 quarter hours of courses in the physical, mathematical, and engineering sciences and that included courses in differential and integral calculus, AND courses in five of the following seven areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials; (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials; and (7) other areas of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics;
OR
G. Have a bachelor's degree in an appropriate related scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, geology, etc.), AND have one year of professional engineering experience acquired under professional engineering supervision and guidance, such as supervision by a general engineer, mechanical engineer, electrical engineer, etc., following an established plan of intensive training designed to develop professional engineering competence. This combination of education and experience must have provided the applicant with a thorough knowledge of the physical and mathematical sciences underlying professional engineering (e.g., calculus; statics, dynamics; strength, nature, and properties of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits, etc.) and provided a good theoretical and practical understanding of the engineering sciences and techniques and their applications to one of the branches of engineering.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Grant/Cooperative Agreement Compliance Monitoring: Oversees awardee compliance with the terms and conditions of the juvenile justice system, juvenile delinquency, and juvenile victimization grant or agreement as well as compliance with government-wide and agency regulatory, policy, and reporting requirements. Conducts risk assessments, financial reviews and audits, and business reviews of grant/agreement awardee operations, and recommends or initiates actions to protect agency interests. Evaluates awardee compliance with program goals through pre-site, on-site, and post-site visit activities.
Grant/Cooperative Agreement Policy Development and Guidance: Develops, analyzes, and interprets juvenile justice system, juvenile delinquency, and juvenile victimization grant and/or cooperative agreement policies, Standard Operating Procedures, and guidelines. Provides training, technical assistance and... guidelines, oversight, expertise and consultation to internal staff, management and program officials, awardees, review panels, applicants, recipients, and sub-recipients.
Pre-Award Functions: Performs a variety of pre-award functions for juvenile justice system, juvenile delinquency, and juvenile victimization grants and/or cooperative agreements including designing, developing, and/or preparing solicitations; reviewing, analyzing, and evaluating applications, plans, and estimates received in response to particular programs and Request for Application (RFA) requirements; conducting financial reviews of applicants to evaluate fiscal integrity and financial capability, examine proposed costs, and determine whether the budget and budget narrative accurately explain the project's costs and whether those costs are reasonable, necessary, and allowable; conducting pre-award negotiations on matters such as terms and conditions of awards, costs, schedules, and oversight responsibilities; and providing applicant support during the solicitation period.
Post-Award Functions: Performs a variety of post-award juvenile justice system, juvenile delinquency, and juvenile victimization grants and/or cooperative agreement management tasks including conducting post-award reviews and analyses to identify and resolve management, financial, and administrative issues; providing training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, and recipients; establishing performance measures and monitoring and assessing awardee performance; and reviewing completed awards, making appropriate adjustments or disallowances. This position serves as a Supervisory Senior Policy Advisor and expert/authority in leading and managing criminal and tribal justice courts work including pretrial, case management and assessment, system fairness and access and courts operations, including strategies to address and manage violent crime and crime associated with those with behavioral health needs. This includes pretrial, court operations, judicial training, court diversion and treatment courts, court integrity and tribal justice. This is a large and active portfolio and BJA is seeking candidates with experience leading teams to accomplish key goals.
This position is located in the Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), Policy Office, Courts, Communities and Strategic Partnerships team. BJA's broad and complex criminal justice grant programs, which are nationwide in scope... provide funds, training and technical assistance (TTA) to state, tribal and local criminal justice communities. This work includes pretrial and criminal courts operations, as well as collaborations with partners to address crime tied to behavioral health needs and violent crime projects, including tribal justice programs.
Supervises a group of employees performing work at the GS-14 and 13 levels.
Leads a team of staff to evaluate and recommend action to decision makers on program plans, concept papers, abstracts, applications for funding, and related matters to support assessment of compliance with program requirements, relevance to issues and priorities, and contributions to the criminal justice pretrial and courts processes. Negotiates technical aspects of criminal and tribal court programs to ensure the greatest potential for success and impact of criminal and tribal courts systems and partner agencies. Oversees a team who lead the development of criminal and tribal justice pretrial and courts programs and collaborations with other partners to ensure program implementation.
Provides leadership in coordinating the goals, objectives, and interests of the federal government's role in offering criminal program policy leadership and related cooperative agreement activities to state, tribal and local agencies and other criminal justice partners. Formulates innovative and/or comprehensive criminal justice pretrial and courts related work in planning strategies and program plans to accomplish agency-wide goals and objectives. Makes recommendations related to criminal justice work related to the courts operations and related collaborations, and long-range planning in connection with prospective changes in functions.
Leads a team that performs a variety of post-award tasks to ensure that the goals and planned outcomes for grants and/or cooperative agreement are achieved, such as overseeing assessments of capacity and planning for training and technical assistance needs, working to identify and resolve management, financial, and administrative issues; providing training, technical assistance, oversight, expertise, and consultation to program officials, awardees, and recipients; supporting the establishment and review of performance measure data and working the training partners and grant managers in BJA to assessing awardee performance and address needs via TTA; and reviewing completed awards, making appropriate adjustments in strategies to enhance success.
Leads a team that researches and prepares analysis on criminal justice program issues, providing expert guidance or analysis in criminal justice courts and related policy work. Represents the organization in developing and maintaining effective relationships with national, state, tribal, and local experts, administrators, high-level officials, policy makers, and planners. Serves as a BJA representative in criminal justice legal and courts programs on agency or inter-agency task forces whose members include high-level DOJ officials and other executive branch representatives. Provides inter-agency liaison services to federal agencies providing specific support and services in the criminal and tribal justice pretrial and courts process and collaborations.
Leads a team that provides expert criminal and tribal justice advice and guidance on broad grant and/or cooperative agreement-related projects and programs with impact on major agency criminal justice pretrial and courts related programs. Develops and/or reviews criminal justice program materials, such as program and strategic plans, solicitation content and budget recommendations, justification and program assessment of outcomes addressing BJA program priorities. Prepares analytical reports, memorandum, concept papers, budget documents and other types of written responses that are disseminated to internal and external audiences to include various practitioner groups, researchers, Congressional committees, and the general public.
