Description of Responsibilities:

The International Language Education Center (ILEC) Program Manager is responsible for the administration of year-round and summer intensive English language programs. The position works closely with the Assistant Dean, Dean, and other campus leaders to advocate for and advance the annual goals of the Division and SUNY Oswego strategic plan. Program administration includes oversight of curriculum, support services, staffing, and budgeting of ILEC Programs. The position is located on the SUNY Oswego Campus, Sheldon Hall. Work hours are Monday-Friday, regular campus business hours with some evenings and weekends. Telecommuting is available and will be guided by position requirements and SUNY policy.

The ILEC Program Manager will hire instructors and conduct instructor workshops, hire program assistant(s) and tutors, respond to inquiries, and maintain student data, serve as a liaison across campus for program logistics such as space reservations, housing, and course delivery. The program manager will prepare orientation materials and conduct orientation sessions, collaborate with International Student and Scholar Services on issuing documentation for international students to ensure a smooth matriculation process. The program manager will be responsible for planning program outings and events (transportation, hotels, meals, attractions), payment for services, ordering and administering TOEFL itp, and reviewing test scores for matriculated and non-matriculated students.

The program manager may teach GST 270 US Culture for International Students in addition to teaching in both summer and year-round IEP as needed. The program manager will provide cultural and academic support for all ESL and ESOL students (advocacy, advising, connection to campus resources, etc.). The ILEC program manager will collect and analyze data to inform programmatic improvement and need, support internal and external annual reporting and develop and adhere to fiscally responsible budgets by program. Additionally, the program manager will place matriculated international students in appropriate English for Academic Purposes (EAP) credit-bearing courses. They will evaluate the need for EAP courses and work with the English Department EAP Visiting Assistant Professor to schedule offerings.

The ILEC Program Manager will ensure academic quality and staffing by evaluating instructors, program assistants, and tutors. Perform yearly reviews of Intensive English Program (IEP) and Summer Intensive English Program (SIEP) curriculum, textbooks, and instructional materials in consultation with instructors.

Description of Department: The Division of Extended Learning coordinates the offering of a variety of courses and subjects, credit bearing and non-credit bearing, for both nontraditional and traditional students. Courses are scheduled for delivery on campus, off campus, and online. The Extended Learning Division is the home to the SUNY Oswego in the High Schools, Aspire Higher and Oswego County New Visions programs where eligible high school students are able to concurrently enroll in SUNY Oswego courses for college credit. Extended Learning also coordinates the offering of weekend courses and "short" courses (ranging from a week's duration to several weeks) and a six-week “Intensive English” program each summer for students from around the world. MAJOR RESPONSIBILITIES:

• Oversee and direct policies and procedures related to the support of more than 150 Registered Student Organizations, and all recognized Fraternities and Sororities. • Develop a mastery of learning outcomes-based approaches, including the Curricular Approach. In collaboration with SEL Leadership, implement student programs, events, programs, and other initiatives that support student learning opportunities related to department’s learning outcomes and engender a sense of belonging.
• Maintain and up-to-date understanding of national best practices and literature on leadership development, civic engagement and community service, college student engagement, student inclusiveness and belonging, community well-being and retention. Set SUNY Oswego apart and above other institutions for its quality of offerings and efficacy in transforming students into agents for change.
• Serve as advisor to the SUNY Oswego Student Association. Provide training, and development opportunities for all three branches of the Association including directors in the executive branch, senators in the legislative branch, the Chief Justice, and others representing the judicial branch. Support year-to-year SA officer transitions to ensure continuity of governance.
• Administer, interpret, develop, and enforce policies in accordance with the SUNY and SUNY Oswego guidelines, and the Student Association constitution and by-laws.
• Provide oversight for the development of a comprehensive leadership development program, that connects students to civically minded practices.
• Work collaboratively with the Student Association to provide oversight and assistance in the review of contractual relationships with third parties, assess, and restructure organizational policies, practices, and bylaws where needed to ensure that SA operates as a model student governing body.
• Direct the development and growth of a comprehensive Fraternity and Sorority Life program that engages potential new member students, promotes academic excellence and scholarship, reinforces a commitment to service and leadership, and creates a culture of dignity and respect among all members.
• Develop and communicate policies related to use of The Point for meetings, workspace, and storage. Regularly assess usage patterns and student feedback to ensure facilities in The Point meet the needs of students.
• Ensure staff and students have access to up-to-date platforms and resources needed to properly advise and manage student organizations.
• Provide direct supervision to 4 full time professional staff, as well as indirect supervision and support for 3 full time professional staff, and 3 graduate assistants. Ensure staff performance goals are met and engage staff in professional development to advance the work of the team.
• In partnership with key department staff, and stakeholders in the university’s Communications and Marketing department, develop and direct a communication plan that effectively informs students of departmental programs, events, offerings, and resources.
• Direct the creation and achievement of a department vision and strategic plan. Implement department short and long-range goals and initiatives through leadership of various committees and project teams.
• Actively work to reinforce SUNY Oswego communication and branding priorities when communicating with various stakeholders, including parents, prospective and current students, and university departments.
• Serve on department, division, and college committees as assigned.

Qualifications:

Required:
• Master’s degree in higher education administration, college student personnel, or a related field.
• 3-5 years working experience in student affairs or a related field.

Preferred:
• 5-7 of progressive leadership experience in student affairs, or a related field.
• Prior experience in student activities, fraternity, and sorority life, and/or student organization support.

Reporting to the Associate Vice President for Student Affairs (AVPSA), the Director is responsible for strategic and visionary leadership and the day-to-day management of the Student Engagement and Leadership (SEL) department. SEL seeks to foster a highly engaged, and active student body. The Director works collaboratively with campus partners, faculty, students, and staff to oversee the development of high impact, co-curricular programs that deliver outcomes aligned with the mission of the University, and the Division of Student Affairs.

Furthermore, the Director of SEL develops and directs an assessment cycle that will inform the development of new student-centered experiences and evolve current traditions and programs to better meet the needs of a dynamic and diverse student body.

The Director of SEL serves on the Student Affairs Leadership Team and is appointed by the AVPSA to serve as an advisor to the Student Association, SUNY Oswego’s student governing body
