Description of Responsibilities:
The International Language Education Center (ILEC) Program Manager is responsible for the administration of year-round and summer intensive English language programs. The position works closely with the Assistant Dean, Dean, and other campus leaders to advocate for and advance the annual goals of the Division and SUNY Oswego strategic plan. Program administration includes oversight of curriculum, support services, staffing, and budgeting of ILEC Programs. The position is located on the SUNY Oswego Campus, Sheldon Hall. Work hours are Monday-Friday, regular campus business hours with some evenings and weekends. Telecommuting is available and will be guided by position requirements and SUNY policy.
The ILEC Program Manager will hire instructors and conduct instructor workshops, hire program assistant(s) and tutors, respond to inquiries, and maintain student data, serve as a liaison across campus for program logistics such as space reservations, housing, and course delivery. The program manager will prepare orientation materials and conduct orientation sessions, collaborate with International Student and Scholar Services on issuing documentation for international students to ensure a smooth matriculation process. The program manager will be responsible for planning program outings and events (transportation, hotels, meals, attractions), payment for services, ordering and administering TOEFL itp, and reviewing test scores for matriculated and non-matriculated students.
The program manager may teach GST 270 US Culture for International Students in addition to teaching in both summer and year-round IEP as needed. The program manager will provide cultural and academic support for all ESL and ESOL students (advocacy, advising, connection to campus resources, etc.). The ILEC program manager will collect and analyze data to inform programmatic improvement and need, support internal and external annual reporting and develop and adhere to fiscally responsible budgets by program. Additionally, the program manager will place matriculated international students in appropriate English for Academic Purposes (EAP) credit-bearing courses. They will evaluate the need for EAP courses and work with the English Department EAP Visiting Assistant Professor to schedule offerings.
The ILEC Program Manager will ensure academic quality and staffing by evaluating instructors, program assistants, and tutors. Perform yearly reviews of Intensive English Program (IEP) and Summer Intensive English Program (SIEP) curriculum, textbooks, and instructional materials in consultation with instructors.

Courses are scheduled for delivery on campus, off campus, and online. The Extended Learning Division is the home to the SUNY Oswego in the High Schools, Aspire Higher and Oswego County New Visions programs where eligible high school students are able to concurrently enroll in SUNY Oswego courses for college credit. Extended Learning also coordinates the offering of weekend courses and "short" courses (ranging from a week's duration to several weeks) and a six-week “Intensive English” program each summer for students from around the world. In collaboration with SEL Leadership, implement student programs, events, programs, and other initiatives that support student learning opportunities related to department’s learning outcomes and engender a sense of belonging.
• Maintain and up-to-date understanding of national best practices and literature on leadership development, civic engagement and community service, college student engagement, student inclusiveness and belonging, community well-being and retention. Set SUNY Oswego apart and above other institutions for its quality of offerings and efficacy in transforming students into agents for change.
• Serve as advisor to the SUNY Oswego Student Association. Provide training, and development opportunities for all three branches of the Association including directors in the executive branch, senators in the legislative branch, the Chief Justice, and others representing the judicial branch. Support year-to-year SA officer transitions to ensure continuity of governance.
• Administer, interpret, develop, and enforce policies in accordance with the SUNY and SUNY Oswego guidelines, and the Student Association constitution and by-laws.
• Provide oversight for the development of a comprehensive leadership development program, that connects students to civically minded practices.
• Work collaboratively with the Student Association to provide oversight and assistance in the review of contractual relationships with third parties, assess, and restructure organizational policies, practices, and bylaws where needed to ensure that SA operates as a model student governing body.
• Direct the development and growth of a comprehensive Fraternity and Sorority Life program that engages potential new member students, promotes academic excellence and scholarship, reinforces a commitment to service and leadership, and creates a culture of dignity and respect among all members.
• Develop and communicate policies related to use of The Point for meetings, workspace, and storage. Regularly assess usage patterns and student feedback to ensure facilities in The Point meet the needs of students.
• Ensure staff and students have access to up-to-date platforms and resources needed to properly advise and manage student organizations.
• Provide direct supervision to 4 full time professional staff, as well as indirect supervision and support for 3 full time professional staff, and 3 graduate assistants. Ensure staff performance goals are met and engage staff in professional development to advance the work of the team.
• In partnership with key department staff, and stakeholders in the university’s Communications and Marketing department, develop and direct a communication plan that effectively informs students of departmental programs, events, offerings, and resources.

Reporting to the Associate Vice President for Student Affairs (AVPSA), the Director is responsible for strategic and visionary leadership and the day-to-day management of the Student Engagement and Leadership (SEL) department. SEL seeks to foster a highly engaged, and active student body. Through innovative programs, co-curricular experiences, and collaborative staff-student partnerships, SEL plays a vital role in helping students connect to campus so they can achieve their full potential as students and as graduates of SUNY Oswego. Situated within the Division of Student Affairs (DSA), SEL accomplishes its work through leadership development; civic engagement; support for student organizations including fraternities, sororities, and clubs; and by offering engaging, fun, and educational activities and programs such as the annual ALANA Conference, I Am Oz Speaker Series, and MLK Event.
The Director is responsible for the development and implementation of department policies, strategic planning, mission, and vision development, setting performance expectations and standards, and providing training for full time professional, administrative, graduate student, and student staff members.
The Director works collaboratively with campus partners, faculty, students, and staff to oversee the development of high impact, co-curricular programs that deliver outcomes aligned with the mission of the University, and the Division of Student Affairs.

They will design and develop training by combining creativity, research, and analysis of existing materials. Additionally, they will schedule curriculum, oversee enrollment, program logistics, and manage course evaluations to assess training effectiveness. Other reporting and administrative tasks are required as needed. Those who enjoy working with people, researching personal and professional development topics, and presenting that information to an audience may be a good fit for this role.
The Training Specialist job responsibilities will also include:
• Participate in the instruction and presentation of training courses and assess how effective different methods and materials are at encouraging interaction and participation.
• Develop training materials by completing thorough research and assessing the professional development needs of state staff.
• Organize a training curriculum and materials that honors agency ethics and adhere to current best practices in education and training.
• Prepare training locations by ensuring instructors have all of the tools, technical equipment, and resources needed to teach a course effectively.
• Oversee a training certification program, which includes general administrative duties such as coordinating enrollment, scheduling class times and locations, publicity, recruitment, and sending invitation information to trainees.
• Providing support to training team members to achieve target goals while maintaining the highest standards.

• Support departmental strategic planning, assessment and learning with Divisional and Institutional priorities. This includes improving procedures to make daily operations more efficient, inclusive, accessible, and conducive to student development. Assist with the overall administration of the student conduct process by managing a caseload of students and organizations referred to the Office of Student Conduct Assist with processing incoming incident reports, case creation, and referral to the appropriate conduct officer. Serve as a principal investigator for individual and organizational conduct cases by conducting witness interviews, compiling evidence, and partnering with potential campus partners. Serve as a liaison between the Office of Student Conduct and professional staff members designated as Conduct officers, providing oversight and support. Partner with the Student Engagement and Leadership, Athletics, Campus Recreation and other departments to deliver educational programming to student groups and teams on topics such as hazing prevention, risk management, restorative justice, leadership development, and the student conduct process. Attend and participate in Departmental & Divisional meetings. Serve as a Code Administrator and Hearing Board Chair as needed. Incorporate elements of restorative justice and restorative practices into processes, programs, and services. Track sanction completion and conduct follow-up on outstanding sanctions as needed. Utilize Maxient for processing student conduct referrals and coordinating workflow within the student conduct office. Identify and report on behavioral trends to guide strategic planning and continuous improvement utilizing data collected and analytics through Maxient. Support the recruitment, training, education and coordination of the College’s hearing board members, administrative hearing officers, departmental conduct officers and student support staff by updating and creating new training materials including Student Conduct Institute offerings. Coordinate recognition events for hearing officers. Maintain a current and accurate understanding of Federal, State and Local Laws including Title IX, Clery, VAWA and associated mandates. Assist with annual projects such as Code revision, Clery data collection and reporting, records maintenance, assessment, and policy updates. Maintain effective partnerships with key departments including, Residence Life and Housing, Title IX Coordinator, Academic Deans, Associate Deans, Athletics, Counseling Services, Health Services, Registrar, Financial Aid, Office of Marketing & Communication and University Police. Serve on divisional and campus-wide committees as assigned and appointed. Participate in professional development and growth opportunities to stay current on higher education law, student development and student learning research, theory and practice that best serve the needs of students. Serve as a principal investigator for individual and organizational conduct cases by conducting witness interviews, compiling evidence, and partnering with potential campus partners. Serve as a liaison between the Office of Student Conduct and professional staff members designated as Conduct officers, providing oversight and support. Partner with the Student Engagement and Leadership, Athletics, Campus Recreation and other departments to deliver educational programming to student groups and teams on topics such as hazing prevention, risk management, restorative justice, leadership development, and the student conduct process. Attend and participate in Departmental & Divisional meetings. Serve as a Code Administrator and Hearing Board Chair as needed. Incorporate elements of restorative justice and restorative practices into processes, programs, and services. Track sanction completion and conduct follow-up on outstanding sanctions as needed. Utilize Maxient for processing student conduct referrals and coordinating workflow within the student conduct office. Identify and report on behavioral trends to guide strategic planning and continuous improvement utilizing data collected and analytics through Maxient. Support the recruitment, training, education and coordination of the College’s hearing board members, administrative hearing officers, departmental conduct officers and student support staff by updating and creating new training materials including Student Conduct Institute offerings. Coordinate recognition events for hearing officers. Maintain a current and accurate understanding of Federal, State and Local Laws including Title IX, Clery, VAWA and associated mandates. Assist with annual projects such as Code revision, Clery data collection and reporting, records maintenance, assessment, and policy updates. Maintain effective partnerships with key departments including, Residence Life and Housing, Title IX Coordinator, Academic Deans, Associate Deans, Athletics, Counseling Services, Health Services, Registrar, Financial Aid, Office of Marketing & Communication and University Police. Serve on divisional and campus-wide committees as assigned and appointed. Participate in professional development and growth opportunities to stay current on higher education law, student development and student learning research, theory and practice that best serve the needs of students. The position is office-based and not eligible for remote work.

Requirements:
Required Qualifications:
• Proficient in both Microsoft Office including Word and Excel, as well as Google Docs and Sheets.
• Experience with database systems
• Excellent attention to detail
• Strong organizational skills including the ability to multitask
• Strong technical and proofreading skills
• Ability to manage confidential and sensitive information
• Must have ability to communicate effectively with people of all ages, demographics and backgrounds
Preferred Qualifications:
• Associate degree and three years professional experience
• Minimum one year of professional experience in office environment
• Customer service experience
• Experience with Anthology and CRM a plus
• Strong analytical thinking, multi-tasking and time management skills
