• Provides technical assistance and information to staff and the public in the administration of specific planning-related programs and ordinances.
• Researches and documents the County’s inventory of sidewalks, bike lanes and multiuse trail facilities using GIS.
• Participates in the Development Review Committee to ensure continuity of the network of pedestrian, bicycle and multiuse trail facilities.
• Analyzes and conducts research of reports studies, and related information, and makes recommendations for improving accessibility and safety of bicycle and pedestrian facilities, including sidewalk and bike path design improvements for safety and access.
• Provide assistance coordinating transit planning and support facilities.
• Coordinates with the Engineering and Public Works Divisions with respect to issues pertaining to bicycle and pedestrian use of rights-of-way.
• Collaborates well with local and regional active transportation groups/projects such as with the North Florida Transportation Planning Organization and with any other local, regional and state agency.
• Oversees the sidewalk fund for the construction of new pedestrian facilities.
• Provides support to the Grants Division’s efforts to gain funding for new pedestrian, bicycle and multiuse trail facilities.
• Provides information to and attends community outreach meetings regarding active transportation and pedestrian and bicycle safety.
• Serves as staff support to the Bikeways, Blueways and Trails Committee.
• Performs routine office tasks in designated program areas, including data entry, file management, copying, answering telephone and responding to e-mails.
• Develops and maintains automated tracking systems, hard copy files and records.
• Prepares maps, charts, tables of limited complexity.

The State Highway Administration's (SHA) Office of Planning and Preliminary Engineering (OPPE) Regional and Intermodal Planning Division is recruiting for a Bicycle and Pedestrian Planner (Transportation Planner II) position in Baltimore City. Nature of work: The primary function of this role is to assist SHA's Bicycle and Pedestrian Coordinator with the implementation of transportation safety planning initiatives including implementation of SHA's Context Driven and Access and Mobility for All Users Guide. The Bicycle and Pedestrian Planner will help ensure SHA adopts and implements appropriate policies, which are used to guide roadways, bicycle and pedestrian access, pedestrian infrastructure development, safety, and mobility as part of SHA's and Maryland's commitment to Vision Zero, a goal to eliminate serious injury and fatal crashes involving bicyclists and pedestrians.

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited college or university with a bachelor's degree that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Transportation Studies, Architecture, Public Administration, Natural Resources Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.

Experience: One (1) year of experience of professional experience in transportation, land-use, or community planning.

Essential Responsibilities and Duties
• Coordinates and works with the Transportation Planning Manager, city staff, engineers/consulting firms, and regional partners to develop and design a cohesive network of bicycle and pedestrian facilities through planning and engineering.
• Assists in the development of capital budgeting and procurement for bicycle and pedestrian facilities.
• Collaborates with the City's ADA Advisory committee and ADA Coordinator.
• Manages bicycle and pedestrian data collection efforts, including the City’s automated counters, volunteer-based manual counts, and community services.
• Assists staff by assessing the potential bicycle and walking impacts of proposed developments and provides feedback on the alignment of development proposals with local bicycle and pedestrian policies, plans, and regulations when needed.
• Organizes, develops, and leads public outreach activities to promote and educate on safe bicycling and walking, and collects feedback on bicycle and pedestrian projects.
• Serves as the public contact for bicycling/walking inquiries and complaints;
• Identified grant opportunities for priority bicycle and pedestrian projects and applies for and administers awarded grants.
• Writes grant proposals;
• Manages the City's Dockless Mobility Program.
• Ensures accurate and timely coordination of information with applicable staff, engineers, and regional partners which may also include utility companies, VDOT, and Albemarle County, and others.
• Coordinates and leads the Bicycle and Pedestrian Advisory Committee and represents the City at regional coordinated meetings for bicycle and pedestrian planning and facility development.

Education, Experience and Skills

Minimum Qualifications:
• At least two (2) years of transportation engineering or planning experience is required.
• Any combination of education and experience equivalent to a bachelor's degree from an accredited college or university in Civil Engineering, Urban Planning, Public Policy, or related field is required.
• (Minimally, a high school diploma or GED equivalency with relevant work experience is required.)
• Experience in communicating and working effectively with members of the public, including citizen groups, committees or commissions is required.

The work environment is fast-paced and requires flexibility in managing time, priorities, and assignments. The work environment may include both office and field environments, including transportation construction zones. While in their base operation, employee will work in a climate-controlled office under artificial lighting. Nature of work: The primary function of this role is to assist SHA’s Bicycle and Pedestrian Coordinator with the implementation of transportation safety planning initiatives including implementation of SHA’s Context Driven and Access and Mobility for All Users Guide. Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited college or university with a bachelor's degree that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Transportation Studies, Architecture, Public Administration, Natural Resources Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.

Experience: One (1) year of experience of professional experience in transportation, land-use, or community planning.

Selective Qualification: One (1) year of experience involving multimodal transportation planning.

A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualification

The ideal candidate should possess one or more of the following:

In an effort to ensure all of our scholars, families, and community members have a safe passage to and from school and the surrounding areas during school entrance and dismissal times, LEARN seeks conscientious individuals to support and serve in the capacity of Crossing Guard/Pedestrian Monitor.

KEY RESPONSIBILITIES/OUTCOMES

% TIME SPENT

Safety Operations:
• Assists students, parents, seniors, etc. for the purpose of providing safe access to and from school.
• Communicates school policies and enforcement procedures to students, personnel and visitors for the purpose of ensuring their understanding and the potential consequences of violation.
• Directs traffic for the purpose of ensuring the safety of students and other pedestrians.
• Intervenes in potential emergency situations for the purpose of minimizing injury to involved parties.
• Maintains equipment (e.g. stop sign, vests, street signs, etc.) for the purpose of ensuring availability of required items.
• Monitors students for the purpose of ensuring release to authorized parties in conformance with state and/or school administrative policies.
• Reports observations and/or incidents relating to specific students (e.g. accidents, arguments, inappropriate social behavior, violations of rules, etc.) for the purpose of communicating information for follow-up by appropriate instructional and/or administrative personnel.

REQUIRED QUALIFICATIONS

Education, Training and/or Experience
• Must have a High School diploma or equivalent.
• Must be extremely service-oriented, proactive, and pay strong attention to detail.
• Must uphold a high standard of service and expectations.

Knowledge, Skills, Abilities and Personal Characteristics
• Knowledge and ability to adhere to safety practices and procedures.
• Basic first aid.
• Professional demeanor (i.e. proactive communication, responsiveness, strong follow through, timeliness).
• Experience in developing and implementing procedures.
• Ability to multi-task and manage competing priorities and a diverse workload, while achieving results in a fast-paced, deadline-driven environment.
• Good degree of initiative, independent judgment and strong work ethic.
• Maintains a high level of energy and a consistent positive attitude.
• Ability to communicate effectively with our students, families, and community members.
PREFERRED QUALIFICATIONS

1. Prior experience serving as a Crossing Guard, Pedestrian Monitor or in a similar position.

PHYSICAL DEMANDS/TRAVEL

Performance of the job's functions requires the following physical demands: some lifting, carrying, pushing, and/or pulling. Generally the job requires 5% sitting, 35% walking, and 60% standing. The job is performed under some temperature extremes and some hazardous conditions.

WORKING CONDITIONS

Majority of work is performed in and around the school environment. Position requires availability for extended hours plus non-traditional hours required to perform job duties.
