ANTICIPATED ELIGIBILITY
Candidates who meet all eligibility requirements within 3 months of the application deadline (by 7/14/23) will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.
1. CIVIL SERVICE STATUS - Presently employed by the City of Philadelphia with permanent Civil Service status in the Department of Parks and Recreation with a performance rating of Satisfactory or higher;

2. EDUCATION : Completion of a bachelor's degree program at an accredited college or university.

3. EXPERIENCE : Three years of recreation experience, one year of which shall have been at the Recreation Leader 2 level.

DEPARTMENTAL - ONLY PROMOTIONAL : Only a departmental promotional eligible list for the Department of Parks and Recreation will be established as a result of the examination.
Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
PREFERENCE FOR PHILADELPHIA RESIDENTS :
Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. This is supervisory and participatory recreation work directing a large staff, administering a comprehensive program of activities for the public and providing services and... facilities for organized groups at a major recreation center. Employees have controlling responsibility for the organization and implementation of programs at a major recreation center including local neighborhood parks. Employees in this class supervise lower level recreation leaders in the administration of a recreational program for a large residential institution or correctional system. ANTICIPATED ELIGIBILITY

1. CIVIL SERVICE STATUS - Presently employed by the City of Philadelphia with permanent Civil Service status in the Department of Parks and Recreation with a performance rating of Satisfactory or higher;
AND
2. EDUCATION : Completion of a bachelor's degree program at an accredited college or university.

3. EXPERIENCE : Three years of recreation experience, one year of which shall have been at the Recreation Leader 2 level.
NOTE : Employees with permanent civil service status as of August 1, 2015, in the classes of Recreation Leader 1 (7D11) and Recreation Leader 2 (7D12) may equate experience for the above educational requirement.

To receive full credit for your education and experience, you should submit all relevant documentation including college transcripts, licenses, certifications, paid out of class documentation, etc. and provide a detailed description of your education, experience, and credentials.
An Eligible List will be established the week of April 24, 2023. Please note that this date may change.
Test Review
In accordance with Civil Service Regulation 9.091D, candidates may review their answer sheets and other test papers to determine if they have been scored correctly or if there has been an irregularity in the administration of the examination. Minimum Training, Education & Experience
The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.
ANTICIPATED ELIGIBILITY
Candidates who meet all eligibility requirements within 6 months of the application deadline will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.
1. CIVIL SERVICE STATUS - Presently employed by the City of Philadelphia with permanent Civil Service status in the Department of Planning and Development with a performance rating of Satisfactory or higher
2. EDUCATION :
Completion of a master's degree at an accredited college or university in a qualifying field*.
OR
Completion of any master's degree and a certificate in historic preservation from an accredited college or university.
AND
3. EXPERIENCE ( REQUIRED FOR EITHER EDUCATIONAL QUALIFICATION ABOVE ):
Two years of experience in historic preservation planning as a Historic Preservation Planner 2 or equivalent.
Note: *Qualifying fields include:
American studies, ethnic or identity studies, architecture, architectural history, city planning, history, historic preservation, public history, art history, urban affairs, public policy, urban planning, urban studies, or a closely related field.
NOTE : Completion of a bachelor's degree in a qualifying field or a bachelor's degree and a certificate in historic preservation and additional relevant experience may substitute for the master's degree on a year for year basis up to a total of two years.

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

ELIGIBLE LIST
DEPARTMENTAL - ONLY PROMOTIONAL - Only a departmental promotional eligible list for the Department of Planning and Development will be established as a result of the examination.
Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
PREFERENCE FOR PHILADELPHIA RESIDENTS :
Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. For Training and Experience evaluations, in which applicants will not be asked to appear to take a scheduled examination, the residency preference eligibility date is the planned eligible list date listed on this application, April 24, 2023.
To receive such preference, candidates must respond to the question regarding residence later in this form.
The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.
