DESIRED SKILLS/QUALIFICATIONS Work methods and procedures in the repair and installation of over overhead and underground electrical powerlines (Transmission, Distribution, and Substation). Repair and maintenance procedures applicable to PLT/electrical trade. Fundamental principles of electricity. Use of safety equipment and protective gear. Applicable test instruments, hand, and power tools. Applicable safety and code standards specific to the PLT/electrical trade. Familiar with the operation and maintenance of related equipment. High voltage training certification is preferred. Proficient with computer applications such as MS Office. Demonstrates strong critical thinking, active listening, communication, and organization skills. First Aid Certification, WHMIS, Confined Space Awareness. Flexible with travel up to 100% of the time. EDUCATION Currently indentured as a registered apprentice PLT. OR Successful completion of a registered Power Line Technician (PLT) apprenticeship training program and journeyperson status. • Develop complete estimates for complex power delivery projects.

• Know and understand the strategy on how to be the low bidder.

• Must read the specifications and develop notes for the unique or extraordinary items.

• Know how to build the project (best practices, sequence, geographical challenges etc.). Work with discipline leads to formulate a plan that includes all lessons learned and costs and put that plan to paper.

• Understand what design deliverables are required and assure that the delivery schedule is met.

• Take the lead in making sure we are pricing the “lowest cost”.

• Facilitate Cross-Discipline and Cross-District Communication.

• Train and mentor younger estimators in the preparation estimates.

• Review estimates prepared by other estimating groups or JV partners to determine data completeness and procedures; aid in resolving differences in bid items.

• Use recognized engineer techniques and procedures to establish the initial estimate design, conduct estimates, and adhere to standard company policy.

• Must be capable of handling major technical problems encountered during bid preparation.

• Stay current on various trends and developments such as new equipment, means & methods, and procedures developing in the industry or specialized discipline (e.g., mechanical, electrical, etc.).

• Understand Industrial project past cost data for benchmarking to compare to estimates.

• Monitor Key Estimate Metrics – Be aware of and monitor key estimating metrics that are looked at by Senior Management and ensure that the estimate falls within the accepted boundaries. Be able to explain any metrics that my fall outside these accepted boundaries.

• Communication with Senior Managers – Communicate critical issues and estimate assumptions up to the Manager as they arise to ensure everyone is on the same page for the reviews to eliminate late changes.

• Schedule and prepare for the estimate reviews.

• Conduct a detailed formal review of all subcontract and permanent material pricing.

• Lead the estimate design using PLS-CADD software and/or other applicable tools and software.

• Prepare special studies or reports required by the unusual nature of some bid items or conditions.

• Formulate the procurement and subcontracting strategy.

Qualifications
• Undergraduate or graduate degree in Civil, Structural, Electrical engineering or related field.

• At least five years’ experience in a related role for transmission line projects.

• Knowledge of transmission line construction.

• Strong attention to detail; strong communication, interpersonal, leadership and team-building skills.

• Demonstrated proficiency in the use of Microsoft Office products (e.g. Excel, Work, Outlook, PowerPoint).

• Proficiency in PLS-CADD.

EDUCATION/EXPERIENCE/CERTIFICATIONS:
• Bachelor of Science in Mechanical, Electrical, Structural or Civil Engineering.
• A minimum of 8 years progressively responsible experience in Transmission line design experience is required. Active P.E. License required.
• This is to include field experience related to the construction, maintenance, and troubleshooting of overhead 34 kV-500 kV transmission lines.
• Knowledge of design techniques, tools, and principles involved in the production of technical plans, drawings, and models.
• Familiarity with design codes and standards such as NESC, IEC, CSA, IEEE, ANSI, IBC, ASCE 7, AISC, and ACI 318.
• Proficiency with Power Line and Structure modeling for computer aided and design development. PLS-CADD and associated modules (POLE, TOWER), Excel, MFAD or Lpile, NESC.
• Knowledge in ACI, ASCE Pole manual, AISC Steel manual preferred, but not required
• Familiarity with industry codes standards and practices for electric utility practice.
• Proficiency with MS Office applications.
• Excellent written and verbal communication skills.

WORK ENVIRONMENT/CONDITIONS:
• Normal office environment with occasional field trips to plant sites requiring ability to walk and climb stairs or ladders in a plant or industrial environment occasionally requiring occasional overnight (or longer) stays.

RESPONSIBILITIES:
• Works under the direction of Principal Engineers and Engineering, Project or Program Managers.
• Developing HV/EHV transmission line design parameters. Preliminary design, budgetary estimating, and scheduling.
• Detailed design, estimating, and scheduling.
• Engineering calculations to assure safety and performance of equipment and systems.
• Equipment specification, proposal evaluation and requisitioning.
• Interdisciplinary interface for constructability and conformance to project requirements.
• Coordinating design engineering and equipment delivery to meet construction schedules.
• Checking completed job for quality, adequacy of design, and documentation.
• Prepare reports and feasibility studies for submission to Management.
• Provide budget and schedule information to the Project Manager and Management.
• Be proficient with the Company's design, construction, QA/QC, and safety standards and the Company document control system.
• Be proficient applying Standards, both National and Local. (For example, ANSI/IEEE, National Electric Safety Code, ASTM, AIC, etc.)
• Proficiency with PLS-CADD, PLS-POLE and SAG10.
• ROW, LIDAR, and Survey data intaking and application to design.
• Studies: Thermal, Ampacity/Electrical load, Electrical and Physical characteristics, Ground-wire, Aeolian Vibration, Galloping, Insulator requirements – basing Overvoltage, Crest factors, switching surge, air environment impact and factor of safety.
• Developing and assisting in RFPs response and proposals.
• Providing leadership to project teams.
• Training and mentoring junior staff.
• Providing technical design, support and project review working with contractors and constructors.
• Developing transmission standards and specifications.
• Preparing transmission studies and reports.
• Proficiency with AutoCAD and/or Micro-station.
• Solid communication and coordination skills with graphics and engineering.
• May be required to travel to support work.
• Other duties as required.
• On a task basis, is responsible for preparation and completion of discipline engineering designs and supporting documentation such as design criteria, calculations, drawings and specifications.
• Must have basic understanding of all drawing types required for a project, understanding their purpose, inter-relationship with other sets of deliverables, method of generation, and cost to produce.
• Assists in definition of project objectives, preparation of design estimates, and definition of project requirements and design approaches for routine projects.
• Exercises limited judgment in the independent evaluation selection, and adaptation and modification of standard techniques, procedures, and criteria.
• Performs technical and coordination checking/ review of deliverables and other project documents. Ensures deliverables comply with Business Unit procedures and meet applicable design requirements.
• Capable of preparing/checking calculations using engineering formulas and skills or application specific software as required.
• Manages personal task assignments and may occasionally assist more senior engineers/designers in supervising, scheduling, and checking work of other design team members.
• Assists in resolution of construction issues, supporting design staff to resolve problems and concerns in a timely manner.
• Identifies conflicting design or schedule requirements and generates Project Deviation Notices in a timely fashion
