POSITION DESCRIPTION
Program Associate, County Initiatives...
Salary Range: $70,000-$80,000
Reports to: County Manager
Location: Washington, D.C.
Organization Overview
REFORM Alliance is a national organization seeking to safely reduce the number of people on probation and parole and create real pathways to work and wellness for people who have been supervised instead of supported. We are using all the resources we have to help fix the flawed criminal justice system in the United States by changing laws and policies and building a movement of REFORMers to help change hearts and minds.
REFORM was founded in the wake of the #FreeMeek movement. The Board includes award-winning recording artist Meek Mill; Fanatics executive chairman Michael Rubin; Arnold Ventures co-founder Laura Arnold; entrepreneur and business mogul Shawn “JAY-Z” Carter; Kraft Group CEO and New England Patriots owner Robert Kraft; Galaxy Digital CEO and founder Michael E. Novogratz; Vista Equity Partners founder, chairman, CEO Robert F. Smith; Brooklyn Nets co-owner, businesswoman, investor, and philanthropist Clara Wu Tsai; and co-founder and co-CEO of the Chan Zuckerberg Initiative, Priscilla Chan. Veteran criminal justice advocate Robert Rooks leads the organization as CEO.
Initiative Description
REFORM Alliance aims to transform community supervision by changing our laws, systems, and culture to create real pathways to work and well-being. REFORM’s goal is for people to reenter society with dignity, to remove barriers to their independence and stability, and to equip them with the tools to succeed – all while making families and communities safer and stronger.
While tackling supervision practices and changing policy at the state level remains an important avenue for change, reentry is fundamentally a local issue that requires solutions by practitioners and advocates who understand their communities, resources, and systems the best. REFORM will partner with selected counties to help enact evidence-based policies that support the most effective practices and target the most pervasive ills of our current supervision system, including tackling technical violation responses, creating and improving incentives for recidivism-reducing activities, and ensuring wraparound services necessary for overall success (e.g. assistance with housing, jobs, mental health treatment, etc.). This innovative program seeks to reframe and rethink current community supervision systems by pursuing safe and effective practices that link participants to services and incentivize success.
REFORM’s County Initiatives Program aims to redefine community supervision by removing barriers to success for supervision officers and people on supervision. This includes:
• Expanding the use and consistency of early termination of supervision through clearer, streamlined processes and procedures;
• Building better coordination and linkages between county supervision departments and existing services/systems;
• Improving the staffing and management of supervision departments by encouraging and implementing positive reinforcement measures as goals, effective performance appraisals, and supervision officer training; and
• Assisting local service providers with obtaining the fiscal resources to support the supervision community.
Position Overview
REFORM seeks a Program Associate to support our County Initiatives Project. This position requires the ability to analyze data and policies, collaborate and problem solve with local stakeholders, and use evidence-based practices to make meaningful systemic changes. The ideal candidate is familiar with community supervision and reentry issues. Strong writing skills and the ability to translate information for various audiences is expected. A B.A. or B.S. is required, with active consideration for candidates who also have exceptional advocacy, legal services, social services, or community corrections experience.
Responsibilities
• Use data and evidenced-based practices to help identify areas for systemic improvement across candidate jurisdictions;
• Track and identify evidence-based practices in community supervision that are being deployed in non-candidate jurisdictions;
• Provide support to County Program Manager with policy and legal research;
• Provide support to County Program Manager in the drafting and editing of external communication materials, and primary and secondary policy memorandums related to administrative guidance (including summaries and analyses);

• Contribute to grant management by checking in with county partners, using data to help stakeholders meet objectives, and reviewing reports as needed;
• Provide support to the County Initiatives Program Manager in the drafting of primary and secondary policy memorandums related to administrative guidance, including summaries, and analysis;
• Help prepare and facilitate innovative presentations that are interactive and engaging for audience members;
• Complete special projects and other tasks, which may include administrative tasks, assigned by the County Initiatives Program Manager, Sr. Deputy Director, or Sr. Director;
• Work effectively and collaboratively with other policy drafters and partner organizations; and
• Otherwise generally support the County Initiatives Program Manager, Sr. Deputy Director, and Sr. Director in the completion of their duties.
Qualifications & Skills
• B.A. or B.S. required; policy, advocacy, or criminal legal experience a plus
• Ability to effectively communicate with individuals of all socioeconomic backgrounds

The Prison Entrepreneurship Program (PEP) is a social enterprise non-profit 501(c)(3) organization that unites executives and inmates through entrepreneurial passion and servant leadership to transform lives, restore families, and rebuild communities.
About PEP
Since 2004, PEP has pioneered an innovative program that connects the nation’s top executives, entrepreneurs, and MBA students with inmates. Our in-prison entrepreneurship boot camp and re-entry programs are proven, metric-driven, holistic solutions for maximizing self-sufficiency, transforming broken lives, and reducing recidivism.
PEP has graduated more than 3,200 inmates (who have started 500 businesses), maintained a 100% employment rate within 90 days of release, and achieved a 3-year recidivism rate of less than 10%. An independent study by Harvard’s ICIC showed that PEP makes an annual $122M GDP impact in Texas, resulting in $4.3M total State and Federal tax savings to deliver a 794% return on investment of charitable gifts.

The Restoring Promise initiative is a partnership between the Vera Institute of Justice and the MILPA Collective. Together, we identify forward thinking corrections agencies and collaborate to transform living conditions for incarcerated young adults (ages 18-25) and working conditions for staff in jails and prisons across the country. Two core values, rooted in the name, guide the initiative:
•... Restoring calls for truth telling and healing, a process by which people most impacted by the justice system are partners in reform; and
• Promise acknowledges the failed promise to generations of young people, demands commitment to supporting them in realizing their full potential, and asks us to look forward toward a vision of ending the prison model of justice.
Our team is culturally and generationally diverse, tenacious and dedicated. We rely on each other, and you’ll be able to rely on us. We’re dynamic and creative – out-side the box thinking is encouraged, supported, and celebrated. And so is balance - healing and wellness are values in the initiative, and they are values we are committed to for our team. We are lifelong learners and are committed to pushing our individual and interconnected growth and development.
Restoring Promise focuses on prison conditions and young adults for four important reasons:
• Ending Mass Incarceration - Young adults are disproportionately represented at every stage in the justice system, driving mass incarceration.
• Advancing Race Equity - The racial disparities that plague the justice system are more acute for young men of color.
• Eliminating Violence in Corrections - People under the age of 25 are the most at risk of experiencing violence in prison and have the highest rate of homicide in prison.
• Ensuring Success - Young adults return to prison at higher rates compared to any other age group.
What You’ll Do
As a Senior Program Associate you will manage sites (state prison systems) throughout their participation in the Restoring Promise initiative and report to the Project Director. You’ll help the team deepen and expand the initiative through your role in existing and new work.
In particular, you will:
• Manage a team of program and research staff in collaboration with MILPA staff working in at least one Restoring Promise site;
• Provide technical assistance to a corrections agency new to the Restoring Promise initiative to create a pilot housing unit in one or more of their prisons:
• conducting a conditions of confinement assessment;
• writing up a policy and practice analysis;
• planning and conducting monthly site visits;
• facilitating work group meetings with corrections officials, facility staff, and incarcerated people;
• supporting research staff in interpreting and presenting data analysis and findings;
• synthesizing recommendations from incarcerated people and staff
• presenting findings and recommendations to prison and agency leadership;
• trouble shooting and addressing rapidly changing dynamics with prison staff and administration; and
• working with corrections leadership, staff, and incarcerated people to implement recommendations.
• Lead the design and facilitate trainings for front line staff, leadership, and mentors (incarcerated people) in collaboration with program and research staff and MILPA;
• Develop proposals to funders and grant writing;
• Support the design, organization, and production of the annual Restoring Promise convening where all Restoring Promise jurisdictions and community partners come together to learn, grow, and connect as part of the movement;
• Support initiative leadership in expanding the reach of the initiative.
This is a growing initiative at Vera, which means your work will evolve over time. If you were here right now though you might be working on projects like the following:
• Working with the team to select the next corrections agency to join the Restoring Promise initiative;
• Managing the components necessary for a kick-off meeting with the new agency: prison tours, scheduling research data collection, and working with the Director of the agency to assemble a work group;
• Hosting an upcoming event at a Restoring Promise site at a women’s prison to celebrate the one year anniversary;
• Putting together a presentation to directors of corrections agencies for a national conference;
• Reviewing policy recommendations for prisons with a race equity and inclusion lens;
• Drafting performance metrics reports for Vera’s leadership team and board.
Who You Are
You have experience with the justice system—either you were yourself in the system, have a family member who is/was in the system, you worked in the system, or you worked to change the system.
You are deeply committed to the missions of racial justice and ending mass incarceration. You are knowledgeable about and fluent in discussing and advancing both racial justice and ending mass incarceration.
To be successful in this job, you will excel in the following core areas:

Vera is hiring a Communications Manager to join a diverse and growing team and to manage communications for our conditions of confinement work including our Restoring Promise initiative, which centers the people most impacted by our work—incarcerated people and corrections staff. Our Restoring Promise initiative seeks to transform living conditions for incarcerated young adults (ages 18-25) and... working conditions for staff in jails and prisons across the country. It anchors a larger organizational communications campaign to transform the American prison system by centering human dignity and racial justice.
The Communications Manager is responsible for implementing integrated strategies to promote this effort, change narratives and norms, and ultimately build public support.
Who We Are
The Vera Institute of Justice, founded in 1961, envisions a society that respects the dignity of every person and safeguards justice for everyone. Vera is committed to securing equal justice, ending mass incarceration, and strengthening families and communities.
• We study problems that impede human dignity and justice.
• We pilot solutions that are at once transformative and achievable.
• We engage diverse communities in informed debate.
• We harness the power of evidence to drive effective policy and practice.
We work with others who share our vision to tackle the most pressing injustices of our day—from mass incarceration, racial disparities, and the loss of public trust in law enforcement to the unmet needs of the vulnerable, the marginalized, and those harmed by crime and violence. Vera has offices in New York City, Washington, DC, Los Angeles, and New Orleans. Vera is an equal opportunity employer with a commitment to diversity in the workplace—specifically, we value diverse experiences with regard to educational background and justice system contact. We hire employees that reflect our values: respect, independence, collaboration, and commitment.
Restoring Promise
The Restoring Promise initiative is a partnership between the Vera Institute of Justice and MILPA. MILPA is a mission-driven cadre of primarily formerly incarcerated staff members who are committed to building next-generation infrastructure and the leadership needed to address structural and racial inequities while promoting cultural healing. Together, we identify forward thinking corrections agencies and collaborate to transform living conditions for incarcerated young adults (ages 18-25) and working conditions for staff in jails and prisons across the country. Two core values, rooted in the name, guide the initiative:
Restoring calls for truth telling and healing, a process by which people most impacted by the justice system are partners in reform; and
Promise acknowledges the failed promise to generations of young people, demands commitment to supporting them in realizing their full potential, and asks us to look forward toward a vision of ending the prison model of justice.
Reporting to the Project Director of Restoring Promise and the Managing Director of Communications, the Communications Manager will help the team drive campaign strategy and amplify our work.
What You’ll Do
The Communications Manager will work with Restoring Promise and communications leadership to develop and run a national campaign organized around conditions of confinement and anchored in the work of Restoring Promise. This campaign will use a full suite of communications activities—editorial, video, media, social media, validators, and advisors—to shape public norms and narratives about the people who live and work in prisons by defining the challenges of prison conditions, lifting up new thinking, and promoting actions and evidence of those who are working to buck convention, and challenge us to imagine a world without prisons. We don’t just want to reach bigger audiences, we want to reach the right audiences.
The Communications Manager will be responsible for:
• Helping develop a national communications campaign. Executing a comprehensive communications strategy that includes traditional media, digital media, web and other creative content
• Managing communications strategies and projects:
• Partnering with Restoring Promise and communications staff to manage projects and needs
• Communicating with project leadership, the staff of partner organizations, and government agencies regularly regarding communication opportunities and needs
• Working in partnership with the Restoring Promise Creative Content Associate to develop content and oversee a website and brand development process
• Implementing strategies to garner local and national media—print, online, radio, television, and podcasts—that shift the narrative about what prisons are for and center the lives of incarcerated people and their families as well as people working in jails and prisons
• Managing day-to-day media outreach and helping develop messaging strategy for Restoring Promise and related communications campaigns regarding conditions of confinement
• Pitching local and national media
• Cultivating and building relationships with reporters
• Responding to media requests, ensuring reporters have the correct information, and coordinating interviews with Vera and MILPA staff as necessary
• Monitoring news developments and tracking justice-related news, seeking opportunities to bring Restoring Promise work to diverse audiences
• Tracking all media hits mentioning Vera, MILPA, and Restoring Promise and reporting in real-time
• Overseeing marketing and content creation:
• Developing a strategy and taking the lead on implementation of public facing creative content (fact sheets, brochures, videos, data visualizations, interactive maps, photo essays, etc.)
• Developing and executing an integrated social media strategy around the campaign
• Drafting campaign materials that make the essential connection between the issues plaguing our justice system and our country’s history of racism including pitches, press releases, media advisories, op-eds, letters, fact sheets, brochures, statements, articles, and other campaign materials as needed
What We Need in You
Knowledge and interest in social justice. You don’t have to be an expert in criminal justice, but you need to be paying attention, be committed to anti-racism, have worked in some area of social justice, and have an established career in communications.
A tactical tilt. You can see the tactics needed to execute a communications campaign and/or a finished product. You have experience managing communications campaigns and large-scale projects from start to finish. You can identify communications related risks and opportunities, and project manage around them. You’re comfortable reaching out daily to media outlets to pitch, confirm, and coordinate coverage. You’re social media savvy and well-versed in the media landscape.
Exceptional writing, editing and communication skills. You have the ability to write various kinds of campaign materials for target audiences including talking points, pitches, press releases, statements, media advisories, op-eds, blog posts, and letters to the editor.
A deep commitment to racial equity. In a system built on racism and inequity, we are working to ensure equity both in our workplace and in the world. You incorporate this value and share it with others. You bring an intersectional lens and are comfortable facilitating with a sensitivity to navigating power dynamics across race, class, and position (i.e. people who are incarcerated, people who are formerly incarcerated, family and community members impacted by incarceration, stakeholders, agency leadership, line staff).

You have strong social and emotional intelligence and embrace opportunities to learn and grow.
