knowledgeable and service-oriented Copyright Officer and Head,
Office of Scholarly Communications and Copyright for a tenure-line
faculty position. This librarian will be an expert on matters of
copyright and scholarly communication and develop and lead an
outreach, education, and consultation program that will help
students, faculty, and staff understand how copyright and scholarly
communications affect their work. The successful candidate will
work closely with the Office of General Counsel, Risk Management,
Federal relations, and the Office of Technology Management, and
others to help develop and apply polices for intellectual property
at the University. The librarian will advise the Libraries on
national and international copyright and scholarly communications
matters and help craft policies that enable the fullest possible

Responsibilities: The Copyright Officer and Head, Office of
Scholarly Communications and Copyright supervises employees within
the Office; reports to the Associate Dean for Collections,
Research, and Scholarly Communications; and is responsible for
managing, coordinating, and performing activities related to
copyright and scholarly communications:
• Serve as an expert in the University community for copyright,
fair use, Teach Act, scholarly communications, and other related
issues.
• Support faculty, students, and staff on matters related to
copyright and scholarly communications in research, publishing,
instruction, and learning.
• Advocate for open access to scholarly output.
• Develop and lead an outreach and education program on these
topics to advance Penn State research and teaching. Collaborate
with subject liaison librarians, instructional designers, and
others.
• Coordinate and conduct workshops or provide course-related
instruction to promote the understanding of copyright, intellectual
property, and scholarly communications.
• Promote Penn State's OA policy and develop policies on related
issues. Liaise with Office of General Council to ensure consistent
application of law and policy.
• Support and promote ScholarSphere, the Penn State Institutional
Repository, and the Researcher Metadata Database (RMD).
• Evaluate and suggest OA investment opportunities and provide
input on licensing terms. Collaborate with Acquisitions, others
with collection development duties, including Commonwealth Campus
Libraries (CCLs), and peers through the Big Ten Academic Alliance
(BTAA).
• Supervise employees within the Office of Scholarly
Communications and Copyright.
• Monitor national copyright and intellectual property
trends.
• Represent the Libraries as appropriate throughout the
University and at BTAA, ARL, SPARC, and other professional
venues.
• Research and Service: Engage in research, scholarly
publication, and professional service activities in areas
appropriate to academic librarianship, copyright and scholarly
communications.
Required Qualifications: JD or a relevant graduate degree;
experience in and knowledge of scholarly communications and
copyright; leadership or management experience; effective
communication and interpersonal skills to help non-experts
understand law and policy; ability to work independently and
collaboratively; and experience working effectively with a diverse
faculty, staff, and student population.
Preferred Qualifications: Experience negotiating with
publishers in advancing innovating scholarly publishing business
models; experience conducting workshops or providing instruction;
demonstrated understanding of research processes; and a record of
scholarship, presentation, and/or professional contributions in the
area of copyright or scholarly communications.
