POSITION DESCRIPTION: Supervises employees, communicating with, motivating, training and evaluating employees and planning and directing employees' work. Review performance of planned work with Field Supervisors and Maintenance Manager - Field Operations considering adjustments necessary to handle unforeseen circumstances. Reviews recorded data and compare actual performance with the performance standards. Prepare graphs, charts, reports for special projects, such as overtime, annual resource plan, etc., as directed by the Maintenance Program Engineer and staff.

Reviews crew reports to assure proper recording of work accomplished by maintenance crews. Serve as the primary point of contact for the special project numbers during storm events and governor declared emergencies.

Perform work in accordance with the performance standards listed in the Maintenance Management Manual.

Performs studies with the District Maintenance Management Systems Manager and Central Office personnel as necessary.

Serves as unit's computer lead user. Provides technical assistance with computer, printer and mainframe problems. Installs computer hardware and software. Oversees the field inspection of roadway signs and field collection data for roadway characteristics inventory.

Serves as the public records coordinator for the unit. Ensures that public records requests are compiled and provided in a timely manner.

POSITION DESCRIPTION:
Ensures the proper collection of Roadway Characteristics Inventory (RCI) for all lane miles within the district areas of responsibility. Coordinates with field offices and Asset Maintenance Project Managers to ensure that all characteristic data is updated every five years. Performs field reviews and quality checks to ensure that the field inventory does not vary from the RCI data by more than 10%. Researches and performs special projects as assigned by the District Maintenance Engineer, this includes but not limited to data gathering, analysis, and creating reports for various projects.

Administer the Maintenance Management System (MMS). Performs quality checks on production, equipment, and material utilization for all work performed by field crews in the district. Analyzes the variances in standard man hour per unit rates established by the Central Office with the actual MMS data for the district on a continuing basis to determine where correction or redirection is needed. Verify contract maintenance reporting and ensure the data is being input timely and correctly by contract staff.

Develop and implement the district s Quality Control Plan for RCI and MMS. This includes conducting Quality Control Inspections at all field offices to verify compliance with accepted practices and procedures. Provide written reports detailing the results of the reviews and inspections noting any areas of concern.

Oversees the Work Needs Survey Program that prioritizes and sets schedules for maintenance work activities in the field. Provides necessary training for field employees to perform this survey utilizing sound engineering procedures in maintaining the State Highway System at the prescribed level defined in the Maintenance Condition Standard Program.

Coordinates the District Wildflower Program. Compiles the district Wildflower order annually with each maintenance yard and the Central Office.

Establishes procedures, provides technical assistance, and oversees preparation of Annual Work Plan by the MMS staff and field office management. Reviews the overall monthly progress of the district work force in reference to compliance with the field units Annual Work Plans and standard production requirements.

Oversees and provides training to all staff within the district for both collecting and entry of Maintenance Management System (MMS) and Roadway Characteristics Inventory (RCI) data. Provides updates to all staff within the district for revisions or changes to reporting requirements and follows up to ensure these changes are being implemented properly at the field office level.

Serve as FDOT Liaison to County Emergency Operations Centers (EOC) during emergency operations and exercises. Provide direct support to assigned County EOC. Duties include either in person at the EOC or through virtual applications, monitoring Web EOC activity, monitoring emergency management web sites, situation reporting at end of shift, incident reporting to District Five EOC, respond to other reporting requests from County or District Emergency Coordination Officer or designated representative.

Qualifications:
