About The Opportunity

The Supervision, Regulation, and Credit (SRC) Department’s Large Financial Institutions Supervision (LFIS) unit has an immediate opening for a highly motivated professional to join the Dedicated Supervision Team for Capital One Financial Corporation (COF DST). In this position, the candidate will collaborate with talented regulatory professionals within SRC and across our nation’s central bank, participating in the Federal Reserve System’s Large Bank Organization (LBO) program.

You will be an integral part of the COF DST, and this position will give you an opportunity to broadly assess liquidity risk management practices and other financial risks in accordance with regulatory guidelines. The ideal candidate will be team-spirited, an enthusiastic learner, willing to take on complex assignments spanning various risk disciplines.

You will be asked to provide high-quality financial institution supervision through active dialogue with the firm, examinations, ongoing monitoring, horizontal activities, and special projects. You will actively collaborate with and support the LBO horizontal program as well as colleagues across the System. In executing these responsibilities, you will develop a comprehensive vertical view of the supervised firm. You will report to a Senior Manager / Deputy Central Point of Contact.

What You Will Do

Specific job responsibilities include, but are not limited to, the following:
• Develop a comprehensive understanding of the firms’ liquidity risk management practices including internal liquidity stress testing practices.
• Acquire an advanced understanding of financial risk management policies, processes, and procedures as well as effectively communicate emerging issues, trends, and other associated risks.
• Demonstrate an ability to grasp the complexity of the firm and make connections and associations across all risk types is of critical importance to success in this role.
• Demonstrate leadership and supervisory perspective by leading and/or performing examinations. This includes working independently as well as executing responsibilities as directed, reviewing submitted materials, conducting meetings with management, the production of workpapers that substantiate conclusions, reviewing workpapers, drawing conclusions, presenting findings and preparing written correspondence.
• Conduct ongoing monitoring of information (e.g. board and senior committee packages) to draw conclusions about risks and trends. Demonstrate well-reasoned judgement in decision making and clearly communicate conclusions to senior management of the supervised institution(s) and internal stakeholders.
• Maintain professional working relationships with Capital One stakeholders and proactively collaborate across the Federal Reserve System and with other regulatory agencies to resolve issues and build consensus regarding supervisory matters.
• Synthesize information on the supervised firm in quarterly deliverables to escalate current and emerging risks and recommend a proposed supervisory response or activity.
• Prepare presentations for Reserve Bank management on examination conclusions, supervisory issues, emerging risks, or specific topics of interest.
• Participate in or lead projects, initiatives, and committees that are of strategic importance to SRC or the Federal Reserve System.
• Complete Examiner Commissioning Program (if not commissioned).

Qualifications and Skills:
• Experienced financial professional with a minimum of 5 years of relevant work experience or regulatory experience in one or more of the following areas: liquidity risk management, retail credit and/or commercial credit risk management.
• Bachelor’s degree in relevant field is required. Graduate degrees, relevant professional certifications (FRM, CFA, etc.) and/or commissioned bank examiners are desirable.
• Must be comfortable with hybrid work environments and willing to travel (up to 20%) as normal operations resume depending on location. Extended work hours may be required at times.

Preferred Skills:
• Prior LBO horizontal supervision assessment experience is a plus.
• Proven ability to lead and work in a team environment and focus on high quality execution.
• Self-starter with a strong desire to learn and coach others, a positive attitude, and exhibits flexibility to quickly change direction.
• Strong problem solving and analytical skills with the ability to analyze large amounts of information, enable sound decision-making and create meaningful change.
• Ability to work in a detailed manner as well as to look strategically across a function to develop connections and themes identifying risk and material concerns.

About the Opportunity:

Information Technology Services (ITS) - Solutions Delivery has an immediate opening for a seasoned Java Developer to support the applications within the System and Agency Services (SAS) portfolio for Application Delivery Services (ADS) organization. Qualifications:

5 years application development experience with J2EE and Spring.

Hands on experience with cloud services including planning, development, migration, and integration of applications and Cloud services.

Familiarity with application modernization approaches including containerization, API's, and microservices.

Experience with the implementation of CI/CD pipelines using DevOps and automated testing.

Proficiency in implementing cloud-native microservices in AWS cloud environments is strongly preferred.

Experience with REST APIs. Writing RESTful Web services (Spring REST preferred); using Web frameworks, such as Spring MVC; in multi-threaded and core Java programming; shell scripting.

Experience with WebSphere, WebLogic, or other application container

About the Opportunity

The Federal Reserve Bank of Richmond’s Supervision, Regulation and Credit Department has an exciting opportunity to join the Community and Regional Safety & Soundness (CRSS) supervision team as a CRSS examiner. CRSS examiners evaluate the financial condition and compliance with laws and regulations of state member banks and bank holding companies with up to $10 billion in assets. To effectively fulfill this responsibility, examiners leverage strong analytical skills. Specifically, analytical analysis includes evaluating the adequacy of capital and liquidity positions, earnings performance, asset quality, and exposure to interest rate risk for banks and bank holding companies in our portfolio. Examiners may also evaluate operational risk and risk management practices, accounting/audit programs, compliance with BSA/AML requirements, information technology practices, and bank holding company strength. Additionally, intermediate and senior examiners are responsible for leading reviews of key risk areas, training, and leading teams in completing examinations of financial institutions, which makes possessing solid leadership and communication skills imperative. You will report to a Senior Manager.

What You Will Do:
• Plan, execute, and lead full-scope and targeted examinations of financial institutions
• Prepare supervisory products such as risk assessments, supervisory plans, and report of examinations; and participates in review of similar products with senior staff
• Satisfactorily complete assignments within established timeframes, largely independently
• Communicate findings and examination ratings to supervised institutions and CRSS management
• Influence management actions through effective negotiation and conflict resolution to achieve supervisory goals
• Contribute to policy and practice development by researching, identifying, and surfacing risk issues and emerging trends, including horizontal assessment of risk management practices, applies and transfers knowledge
• Provide meaningful and timely feedback to staff regarding performance on supervisory events
• At the senior examiner level:
• Contribute to and periodically leads System and Department workgroups, proactively initiate change by seeking opportunities to participate in and lead priority projects
• Serve as a change agent, identifying, developing, implementing improvements to operational effectiveness
• Develop and maintain relationships with Federal Reserve Board of Governors, State banking departments, other regulators, and peers System-wide
• Perform as a thought leader, providing expertise to appropriate internal and external stakeholders, participates in outreach activities
• Ability to travel up to 20% based on geographical location, with flexibility for work/life balance.

Develops and maintains business relationships with critical clients/vendors and represents client/vendor interests in the planning and implementation of services. May manage matrixed teams in the delivery of high-quality products on time and within budget. About the Opportunity:

As part of the Federal Reserve National Operations Center, will provide various services for the network in support of mission critical financial applications residing on complex infrastructures consisting of network technology. Supports enterprise multi-platform environments that requires disciplines following ITIL methodology. Performs production support tasks which include monitoring of routers, switches, firewalls and carrier networks. Reports results of hardware and software health checks, prepares and executes changes in support of network equipment refreshes and decommissions.

Executes tasks in preparation and support of customer application testing and mission critical business continuity testing. Monitors network availability during a designated shift utilizing network hardware/software tools. Diagnoses highly complex network service disruptions and coordinates activities for restoration of disrupted network services. Experienced level position requires developed career in field and gained knowledge of industry practices.

Responsibilities:
• Performs tasks associated with using predefined programming languages and multiple workstation platforms that monitor/control/configure the network to perform network availability and status checks. Participates in day-to-day network monitoring activities.
• Participates in network problem determination and resolution activities to ensure problems are corrected in a timely manner. Determines method of resolving problems utilizing network hardware/software diagnostic tools.
• Assists with coordination activities of network operations staff and vendor support personnel in resolving network problems. Uses equipment to ensure problem determination and escalation are executed quickly and records appropriately using software tools.
• Participates in project activities involving implementation of changes to operating procedures/work processes and installation of new equipment within existing network configurations.
• Performs additional duties as assigned based on change requests to ensure customer requirements are delivered on time, accurate, and complete.
• Performs other related duties as assigned.

Qualifications:
• 3-5 years of Network related experience
• High School Diploma or higher required
• CCNA or CCNP Certifications (Highly preferred)
• Progressive knowledge pertaining to network concepts and principles. Experience in configuring and troubleshooting router and switch configurations.
