• Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
OTHER DUTIES
• Provides backup for other department administrative support staff.

• Teaching a full schedule of child development/early childhood education courses as assigned;
• Assisting in the planning, coordinating, directing and supervising the activities and staff of the Child Development Center;
• Providing a developmentally appropriate child development program for early care and education, students in teacher training, early childhood education students, and students in other disciplines;
• Learning and applying emerging technologies and advances (E.g., computer software applications) as necessary to perform duties in an efficient, organized and timely manner;
• Assisting in the placement, guidance and supervision of students from instructional programs;
• Staying current on State regulations related to early childhood programs;
• Conducting Center inspections to ensure the accountability of licensing compliance;

• Assisting in integrating the Child Development Center and the Child Development studies programs;

Minimum Qualifications:
All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practice within the classroom; and
• Master’s in child development, early childhood education, human development, home economics/family and consumer studies with a specialization in child development/early childhood education or educational psychology with a specialization in child development/early childhood education; or
• Bachelor’s in any of the above and master’s in social work, educational supervision, elementary education, special education, psychology, bilingual/bicultural education, life management/home economics, family life studies or family and consumer studies; or
• A valid California Community College Credential; or
• The equivalent education and/or experience (requires an equivalency).

• Successful teaching experience in child development at the college level;
• Knowledge and experience in the development and assessment of student learning outcomes;

• Interpersonal and leadership skills to interact productivity with a wide range of staff, students, consultants, government agencies and community members;
• Experience collaborating with community partners; and
• Knowledge of the community college and its mission and goals.
Conditions of Employment:
178 duty days per year. Duty days will be prorated based upon start of assignment.
Salary and Benefits:
Starting annual salary is $70,302 – $105,838 based on education and experience. Salary will be prorated based on assigned duty days. An annual doctoral stipend of $2,419 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance. Employees are also members of the California State Teacher’s Retirement System (CalSTRS).
Selection Procedure:
Applications will be screened by Human Resources for completeness and to determine which applicants meet the minimum qualifications as stated in the job announcement.
From the applicants who meet the minimum qualifications and who have submitted all the required documents by the closing date and time listed on the job announcement, a selection advisory committee will review the candidates who are best qualified based on the minimum and desirable qualifications then determine who will be invited to interview.
The selection advisory committee will rate responses to the interview questions, teaching demonstration, and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the “recommended candidates”. These candidates will be forwarded to the Vice President and College President for final interviews.
A hiring recommendation will be made by the College President and forwarded to the Board of Trustees of State Center Community College District for final approval.

Minimum Qualifications:
All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practice within the classroom; and
• Master’s in child development, early childhood education, human development, home economics/family and consumer studies with a specialization in child development/early childhood education or educational psychology with a specialization in child development/early childhood education; or
• Bachelor’s in any of the above and master’s in social work, educational supervision, elementary education, special education, psychology, bilingual/bicultural education, life management/home economics, family life studies or family and consumer studies; or
• A valid California Community College Credential; or
• The equivalent education and/or experience (requires an equivalency).

Conditions of Employment:
178 duty days per year. Duty days will be prorated based upon start of assignment.
Salary and Benefits:
Starting annual salary is $70,302 – $105,838 based on education and experience. Salary will be prorated based on assigned duty days. An annual doctoral stipend of $2,419 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance. Employees are also members of the California State Teacher’s Retirement System (CalSTRS).
Selection Procedure:

The application review process includes an evaluation of training and experience based on given application information and answers to supplemental questionnaire. Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.
The assessment process will include an online competency assessment (50%) and an oral interview assessment (50%). Passing score is 75% out of 100% on each assessment section. Conditions of Employment:
223 duty days and 22 vacation days for a total of 245 days.
Salary and Benefits:
An annual salary of $139,265 – $156,743 based on education and experience. An annual doctoral stipend of $2,270 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance for employees. Employees are also members of the California State Teachers’ Retirement System (CalSTRS).
Selection Procedure:
Applications will initially be screened by Human Resources to determine which applicants meet the minimum qualifications as stated in the job announcement.

7. Participates in the development and implementation of District/college strategic plans, goals and objectives; leads and directs employees in the development and application of new methodologies, technologies and process improvements to achieve higher efficiency and productivity.
8. Participates actively in the life of the college, the District, and participatory governance processes and initiatives by serving on or leading committees, workforces, task forces, and councils; coordinates, assigns, directs and/or participates in work on projects associated with accreditation.
9. Works with department faculty, staff and administration to ensure compliance with California Code of Regulations Title V, accreditation standards and Board Policies and Administrative Regulations; works with department chairs and faculty in monitoring student success and equity outcomes and assessment activities at program and course levels; fosters quality instruction and provides support to incorporate and implement best practices within fields of instruction.
10. In consultation with department chairs, uses enrollment and other data to develop efficient class schedules and related services to balance needs for student access, success and completion, while ensuring appropriate stewardship of the college's financial resources; monitors class sizes and cancellations and approves/directs implementation of schedule changes; leads and works with faculty to conduct regular curriculum reviews and to develop curricula for new courses to meet student needs.
11. Ensures resources are available including employees, facilities, technology and equipment to meet instructional classroom and laboratory requirements for the assigned division.
12. Works in close collaboration with other instructional and student services deans to facilitate the development of new programs; provides expert assistance to the Vice President and College President on college-wide strategies/programs for achieving institutional goals within areas of responsibility.
13. Provides leadership in the coordination of state, local and regional collaborations and in community outreach activities in an effort to expand programs; oversees the development of grant applications and administration of grants for their division.
14. Recommends, develops, implements, and revises policies, procedures and operational guidelines to improve and/or clarify processes.
15. 17. As assigned, provides oversight of academic support services including library and tutorial services and centers for the campus; works with other deans to provide Extending the Classroom (ETC) activities and resources for daily activities.

Conditions of Employment:
223 duty days and 22 vacation days for a total of 245 days.
Salary and Benefits:
An annual salary of $139,265 – $156,743 based on education and experience. An annual doctoral stipend of $2,270 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance for employees. Employees are also members of the California State Teachers’ Retirement System (CalSTRS).
Selection Procedure:

General Purpose
Under general supervision, performs a variety of responsible
technical and administrative duties in the administration and
monitoring of general fund, categorical and grant-funded budgets
for programs and services; monitors and verifies expenditures;
prepares and processes a variety of accounting forms and other
documents; summarizes data and prepares reports; and performs
related duties as assigned.
Essential Duties & Responsibilities
The duties listed below are intended only as illustrations of the
various types of work that may be performed. The omission of

this class.
• Assists or participates in developing and monitoring budgets
for single- and multi-year categorical and grant-funded programs;
reviews Labor Distribution Reports to verify and calculate payroll
and benefit costs; verifies the allowability of planned program
expenditures; ensures requirements for matching and in-kind funds
are planned for; runs general budget reports through spreadsheets
and financial systems and calculates budgets based on fiscal cycles
for District and funding sources; reviews any issues and concerns
with program managers to ensure resolution.
• Creates expenditure forecasts; maintains separate budget and
expense tracking programs to monitor expenditures for multiple
funding sources; monitors encumbrances and expenditures and
calculates grant budget usage and fund percentages; verifies
monthly Labor Distribution Reports and takes action to correct any
discrepancies; reconciles expenditures with the general ledger;
ensures expenses are posted to the correct budget numbers;
researches and prepares budget and expenditure adjustments and
transfers to correct discrepancies and submits for manager
approval.
• Prepares and processes for approval purchase requisitions,
purchase orders and check requests, ensuring accuracy and
compliance with funding source and District policies and
procedures; verifies the accuracy of delivery receipts and invoices
and routes for signature; compiles required documentation; routes
invoices for payment; prepares and processes expense-related forms
including travel and conference requests, requests for
reimbursement, mileage forms and expense reports, ensuring accuracy
and compliance with District policies and procedures; reconciles
credit card statements.
• Prepares or assists in preparing and submitting for review
quarterly and annual financial reports for state and federal
grants, following established procedures; reviews funding agency
reporting requirements and works with staff and grant monitors to
verify the allowability of expenditures; with approval, formats
grant data for entry into required reporting databases or billing
systems.
• Provides administrative support for grant-funded programs;
prepares and processes new hire and payroll forms and documents;
researches and obtains key data and statistics from varying sources
for grant reports and other documents; transfers data from District
systems and programs into grant funding agency reporting systems;
completes required forms and edits and formats proposal and renewal
documents; manipulates grant data to fit required formats;
researches and data enters required grant data and statistics into
funding agency data collection systems.
• Maintains files and backup documentation such as time
allocation worksheets in preparation for audit; assists in
maintaining an asset inventory including any equipment or other
items purchased using grant funds.
• Demonstrates sensitivity to and understanding of historically
minoritized groups and participates in professional development
activities to increase cultural competency to enhance equity-minded
practices within the District.
OTHER DUTIES
• Monitors adjunct faculty hours for programs to ensure load
requirements are not exceeded per bargaining unit provisions;
monitors work hours for other employees as necessary.
• Prepares routine drafts of contracts and MOUs for vendors
delivering program services.
• Performs general administrative and clerical support duties as
required.
• Performs related duties as assigned.

Knowledge of:
• District policies, procedures and practices governing
budgeting, purchasing, accounts payable processing, cash handling
and receipting and related financial transactions.
• Paraprofessional accounting methods and practices.

• Use and operation of applicable modules of the District's
enterprise accounting and finance systems.
• State and federal laws and regulations applicable to the
application for and administration of grants and
categorically-funded programs for a variety of programs and
functions.
• General understanding of sources of information relating to
requirements for administration of grant and categorical programs
such as Title V, Education Department General Administrative
Regulations (EDGAR) and 2 CFR 200.

• Principles and practices of sound business communication
including English usage, spelling, grammar and

EDUCATION AND EXPERIENCE
Graduation from high school or GED equivalent supplemented by
college coursework in accounting, and at least three years of
progressively responsible experience performing financial or
statistical recordkeeping, paraprofessional accounting or
bookkeeping; or an equivalent combination of training and
experience.
Completion of sixty college units including fifteen units in
accounting OR?an associate degree in accounting, business or a
related field is preferred.
LICENSES, CERTIFICATES AND OTHER
REQUIREMENTS
A valid California driver's license and the ability to maintain
insurability under the District's vehicle insurance program.

APPLICATION REVIEW AND ASSESSMENTS
The application review process includes an evaluation of training
and experience based on given application information and answers
to supplemental questionnaire. Only the most qualified applicants,
who pass the minimum qualifications review, will be invited to the
assessment process.
The assessment process will also include an online competency
assessment (50% weight) and an oral interview assessment (50%
weight). Of those achieving a passing score on the competency
assessment only the most qualified candidates will be invited to
the oral interview assessment. Passing score is 75% out of 100% on
each assessment section.

ELIGIBILITY LIST
Candidates who attain a passing score on each part of the
assessment will be placed in rank order on a districtwide
Open-Competitive List. Using the same process, a separate
Promotional List will be established, and both Lists will be used
concurrently. Unless otherwise indicated, the eligibility list will
be used to fill current vacancies in this classification
districtwide for at least six months. The current
vacancy is with Fresno City College.
