DEEL is a data-driven organization that practices ongoing quality improvement based on results. We are looking for a Financial Operations Improvement Manager to manage the integration and ongoing improvement of DEEL’s financial management processes, ensuring that all DEEL divisions have the tools, resources, and strategies needed to support program success.
Financial Operations includes budget development, monitoring, and reporting on the department’s financial and programmatic performance, ensuring community-based organizations and institutional partners have appropriate contracts and controls, and hundreds of organizations and community partners receive prompt payment for services. In this role, you will provide critical oversight to synthesize these bodies of work and cultivate strategic alignment across the department to improve the experience of our customers, partners, and team member.
Your key priorities will include:
• Facilitating the development and implementation of improvement efforts and projects, including developing and monitoring workplans for completion and overall intended impact
• Regularly reviewing financial, operational, and program data and outcomes and identifying and recommending potential areas of improvement
• Partnering with other Divisions to accomplish short- and long-term operational goals
• Synthesizing and communicating complex information with a diverse range of stakeholders, including direct reports, executives, and community members
• Managing complex, high-risk projects with multiple deliverables with overlapping deadlines
• Supervising one full-time staff member
• As delegated by the CFO, developing and implementing Division and Department-wide improvements, managing high-risk and strategically significant projects, and governing Enterprise systems
To achieve these priorities, you will work across the department in small teams and with a core improvement team to identify, develop, and implement efficient and effective processes, including:
• Measuring and monitoring overall process standardization, stabilization, and improvement throughout the procure to pay value stream with Program, Finance, Grants and Contracts, and Performance and Evaluation staff
• Facilitating and managing the development of standard work with affected teams throughout the department
• Collaborating on an ongoing basis with Division and Performance and Evaluation staff to incorporate the voice of community-based organizations and partners to improve and streamline funding processes through daily or weekly communication
• Coordinating with other City departments on effective use of contract management and financial systems to establish and maintain consistent execution and alignment with department and citywide goals
• Partnering with other executive staff to accomplish short- and long-term operational goals

• Prepares and updates meter maps, drawings and records to ensure accurate billing and load information for customers.
• Investigates complaints and tests/troubleshoots metering and related electrical problems and investigates and documents the incidence of current diversion.
• Advises customers, electricians and other divisions on meter and service connection requirements.
• Programs computerized equipment for information storage, retrieval or analysis.
• Audits meter installations and systems to detect and correct metering errors and failures that result in lost or delayed revenue and customer dissatisfaction.
• Assures accuracy of measurements and data by utilizing and maintaining a system of standards, transfers and records precisely traceable to the National Bureau of Standards.
• Performs other related duties of a comparable level/type as assigned.REQUIRED QUALIFICATIONS:
Experience: Requires three years of experience in the construction, repair or maintenance of electronic equipment or completion of an apprenticeship program for electric meter service and repair (journey-level status) (or a combination of education, training or experience which provides an equivalent background required to perform the work of the class).
Certification/License: WA State Drivers License
