Our founding vision is to empower the most vulnerable people around the world to amplify their voices with the aid of video and technology, transforming them into powerful agents of change.

Working daily with both grassroots activists and technology giants, WITNESS aims to bridge global gaps related to the use of video and ICTs for human rights by helping millions of vulnerable people use digital tools to accelerate freedom of expression, document abuse, speak truth to power, make their voices heard, and protect and defend their rights. In collaboration with local communities, we create guidance to ensure that video and ICTs promote justice and participation; that videos can be trusted and verified; that activists and communities can stay safe and manage risk; that evidentiary videos can be found and preserved amidst mass volume; that movements and groups can use visual storytelling in strategic and impactful ways; and that new and existing technologies can enable greater citizen participation. WITNESS also works to link local and grassroots advocacy to the global sphere, influencing norms around transparency, civic participation, the use of citizen-shot video as evidence to push for accountability, and more.
• Purpose of the Evaluation: *
WITNESS is commissioning a high-level comprehensive evaluation of our programmatic work and institutional growth from July/2019-September/2022 (herein “the Project”). The evaluation will be shaped by WITNESS’ mission and vision, our 2018-2021 Strategic Plan and the 2019-2023 Results Framework agreed with Sida. It will seek to assess the relevance, effectiveness, growth, and impact of the Project and its assumptions. All original proposal materials to Sida, including the Results Framework and annual reports, will be shared with the evaluator at the onset of the process, as well as relevant internal monitoring/evaluation reports from the corresponding period.

WITNESS’ 2018-2021 Strategic Plan assumes the following global contextual factors: growing influence of the private sector, shrinking space for civil society, mass volumes of video, rising distrust and uncertainty, and the rapid development of new technologies that are failing to consider the human rights implications of their products.

The overarching objective of the Project is to ensure that millions of people turning to video and ICTs to create change can do so more safely and effectively via skills building and training, ICT tools development, and “systems change” advocacy. Among the primary intended outcomes of the Project are to enable grassroots communities to use the technology available to them (particularly mobile phones) to take power into their own hands and push for change in their communities, countries, and around the world. Grounded in WITNESS’ Theory of Change, the Project fosters the safe, ethical, and effective use of video and ICTs to enable poor and marginalized communities to exercise their right of free expression, hold governments and powerful actors to account, fight oppression, contribute to democratic development, and protect and defend their human rights, strengthening the foundations for a free, equal, informed, and just society.

Our Project and Strategic Plan assume that WITNESS’ unique expertise and learnings with vulnerable and at-risk communities can be multiplied by our hundreds of partners and influencers who utilize, adapt, share, and leverage our guidance in their work as activists, advocates, journalists, prosecutors, and witnesses. To address scale en masse, we also assume that doing direct advocacy to technology companies is necessary to reduce harms to activists using those platforms and enable greater civic participation. These platforms are increasingly setting global norms on transparency and participation – most of them without an adequate awareness of their vulnerabilities and without the input of marginalized communities. Through strategic advocacy to these companies, we aim to advocate for marginalized communities and empower them to participate and shape these conversations, influencing those global norms ourselves.
• Informing the Future: *
In 2022 WITNESS embarked on a collaborative process of deep reflection to review lessons learned from the past years and update its Strategic Plan, which will span 2023-2028. This evaluation will also inform this ongoing process by helping to improve and update WITNESS’ existing internal Monitoring & Evaluation mechanisms to better track progress moving forward. Amid the rapidly evolving global media and technology landscape and new threats to poor communities in this landscape, the forward-looking aspects of this evaluation are critical.

WITNESS will be accepting proposals from evaluation consultant/s interested in this opportunity until October 14, 2022. Draft preliminary findings will be expected in March/2023 and the final report will be due by May/2023.
• Evaluation Terms: *

• Tasks and responsibilities: *
• Work under the guidance of the WITNESS-appointed evaluation team (see below) to conduct all activities agreed upon to complete the project within the required timeframe.
• Conduct a desk review of relevant data/reporting (to be provided by WITNESS at the onset) followed by the development of an evaluation plan detailing the methodology and evaluation instruments that will be used to complete the evaluation within the required timeframe.
• Provide summarized preliminary draft findings at the midpoint of the project (March/2023) to the WITNESS team.
• Draft an initial version of the evaluation report for review by the WITNESS team, and then work to integrate feedback as appropriate before finalizing the report text.

An evaluation team will be convened consisting of the WITNESS’ Executive Director and senior WITNESS staff. The evaluation team will approve the evaluation plan and review the evaluation report. WITNESS’ Global Program Director, Tanya Karanasios, will oversee the evaluation process in collaboration with Sara Federlein, Associate Director - Philanthropy, and the broader team. WITNESS’ former Associate Director for Learning & Sharing, Priscila Néri, is hired as a consultant and will be the day-to-day contact and support the evaluation consultants throughout the process. Sida, a core funder of WITNESS’ work, will be consulted on the evaluation plan and process.
• Qualifications, background, and experience: *
• Experience in evaluating international networks and international civil society organizations.
• Experience evaluating social justice programs in global contexts.
• Experience working in developing countries.
• Excellent English communication skills (verbal written); competency in additional languages a plus, especially Spanish, Portuguese and/or Arabic (though not required).
• Proven previous experience conducting evaluations according to the OECS/DAC quality standards and with the Sida OECS/DAC Glossary of key terms.
• Experience and understanding of how technology is used by marginalized people and human rights defenders, and the role corporate platforms play in their everyday lives.
• Ability to adapt to working with a globally dispersed organization (including juggling disparate timezones) and to conduct the evaluation through primarily online communications.
• Experience/familiarity with key global debates involving the intersections of video, tech and human rights are a huge plus.

If the evaluation is performed by more than one evaluator, a project lead will be appointed. The project lead will be responsible for the overview of the evaluation, communicating with WITNESS, and drafting the final report.

WITNESS is a globally dispersed team with an office in Brooklyn, New York. For this position, we are open to working with an evaluator that lives or works in any of the regions where WITNESS works (Asia-Pacific, Latin America-Caribbean, Middle East-North Africa, North America or Sub-Saharan Africa).

A first draft evaluation report will need to be submitted in early March, with the final draft due in late May after incorporating relevant feedback.
