RSPI’s Department of Resident Health Initiatives builds health through partnerships and engagement that connect residents to preventive health resources, help create healthier indoor environments, and cultivate resident leadership in health. The Department’s portfolio of work includes Farms at NYCHA, Healthy Start @ NYCHA, NYCHA Health Works, and strategic public health collaboration with the NYC Health Department.

NYCHA’s smoke-free initiative, Smoke-Free NYCHA, is designed to create healthier homes for residents and healthier working environments for employees by reducing exposure to secondhand smoke and providing support to residents and employees who smoke and want to quit. The Authority’s smoke-free policy took effect in July 2018, consistent with the Department of Housing and Urban Development’s Smoke-Free Public Housing Rule.

Reporting to the Smoke-Free NYCHA Administrator, the Smoke-Free NYCHA Senior Liaison will lead a team of community health workers (Smoke-Free NYCHA Liaisons) that connects NYCHA residents who want to quit to available support and promotes adherence to and builds support for NYCHA’s smoke-free policy. The Smoke-Free NYCHA Liaison team uses evidence-based methods to provide education on the harms of tobacco and exposure to secondhand smoke. The team’s work is grounded in principles of health equity and seeks to amplify the voices and build capacity for NYCHA residents and other stakeholders to lead activities that advance the goals of Smoke-Free NYCHA.

The responsibilities of the Smoke-Free NYCHA Senior Liaison will include, but are not limited to the following:

1. Provide leadership to optimize the performance of the Smoke-Free Liaison team.

2. Help identify and fill gaps in Smoke-Free NYCHA Liaison services. Assist other Liaisons in utilizing available tools to provide targeted education and support for policy adherence across

NYCHA developments.

3. Participate in and assist with the facilitation of case reviews, staff trainings, and planning sessions as appropriate. Monitor the need for additional training and capacity building for appropriate

staff.

4. Conduct Smoke-Free Liaison orientation and trainings. Monitor and provide leadership support to all Smoke-Free Liaisons.

5. Track and monitor outcomes and other metrics for all Liaison staff members and produce/maintain detailed, accurate and timely reports on productivity and quality.

6. Monitor and adjust Liaison assignments based on capacity, volume, productivity, and need.

7. Participate in and provide support for community events as applicable (special events, resident family days, health and resource fairs, etc.).

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

1. Master’s degree in public health, social work, public administration, public policy, or a related field.

2. Excellent communication skills, comfort communicating complex information with NYCHA residents and other stakeholders.

3. Strong interpersonal skills and the ability to function as both a team player and leader.

4. Demonstrated experience working with teams to coordinate or manage projects.

5. Experience providing coaching or mentoring, workshop facilitation, and/or community presentations.

6. Ability to plan, organize, and supervise the work of others in a motivating and constructive manner.

7. Ability to travel via public transportation and other means to developments across NYCHA’s portfolio.

8. Strong working knowledge of Excel, Microsoft Suite.

9. Bilingual written and verbal skills in Spanish or another language preferred.
