SUMMARY DESCRIPTION

Under general supervision from supervisory or management staff,
performs the full range of technical tasks supporting the
preparation, processing and auditing of District payroll; applies
current federal and state regulations as well as county and
District policies in the preparation of payroll; and provides
specific payroll information to faculty, staff and students.

DISTINGUISHING CHARACTERISTICS

Employees within this class are distinguished from the Senior
Payroll Specialist in that the latter serves as a lead supervisor
over lower level payroll processing staff. Employees at the Payroll
Specialist level are fully aware of the operating procedures and
policies of the work unit. Positions in this class series may be
filled by advancement from lower level accounting classifications,
or when filled from the outside, require prior experience.

REPRESENTATIVE DUTIES

The following duties are typical for this classification.
Incumbents may not perform all of the listed duties and/or may be
required to perform additional or different duties from those set
forth below to address business needs and changing business
practices.

1. Audit and prepare payroll information and time reporting
documentation; process and balance all adjustments and deductions;
ensure accuracy and completeness of time sheets, data records and
adjustment sheets; distribute, hold or cancel checks as
necessary.

2. Perform on-line computer terminal transactions to input, update
and maintain employee payroll records, reports and files; research,
calculate and process retroactive, manual or special salary
payments.

3. Collect and maintain absences reported from various departments;
reconcile absence reports with monthly timesheets; analyze absences
for compliance with policies and contact departments to resolve
discrepancies.

4. Execute a variety of complex computations involving gross pay,
retirement, taxes, vacation, sick leave and other leave balances,
voluntary deductions, and worker’s compensation payments.

5. Calculate estimated salary advances based upon anticipated
deductions, tax changes, salary modifications, terminations or
other adjustments; maintain computerized payroll system with
appropriate estimated salary amounts.

6. Complete retirement enrollment forms for all PERS eligible
employees; monitor retirement information and status reports; make
adjustments regarding STRS eligible employees in conjunction with
Orange County Department of Education Retirement Office.

7. Respond to and research questions received from employees,
outside agencies, District departments and other sources regarding
payroll processing; assist management, department payroll
coordinators, and other district staff in understanding payroll
reporting documents, and time reporting procedures.

8. Establish and maintain deadlines in accordance with Orange
County Department of Education’s payroll processing policies and
procedures; ensure coordination and reconciliation of payroll
information with Office of Human Resources staff, payroll
coordinators, and Information Systems and Services.

9. Interpret policies and procedures from bargaining unit
contracts, State Education Codes, Orange County Department of
Education, retirement agencies, and the Office of Human Resources;
respond to requests for information and assistance from employees,
management, outside agencies and the public.

10. Prepare and maintain accurate and up-to-date reports and
records on assigned activities; ensure compliance with various
federal, state and District policies, rules and regulations.

11. Perform general clerical work; type a variety of letters,
documents and requisitions; answer questions in person and over the
phone.

12. Perform related duties as required.

QUALIFICATIONS

The following generally describes the knowledge and ability
required to enter the job and/or be learned within a short period
of time in order to successfully perform the assigned duties.

Knowledge of:

Pertinent federal, state, county and District laws, codes,
regulations, policies and procedures.

Principles, practices and methods of accounting, auditing and
financial record keeping.

School district payroll systems and procedures.

Public retirement systems as they apply to payroll
processing.

Computer applications and software used in payroll
processing.

Office procedures, methods, and equipment including computers and
applicable software applications such as word processing,
spreadsheets, and databases.

Ability to:

Learn various software packages for implementation and
application.

Perform difficult payroll work requiring independent judgment and
initiative.

Interpret and apply federal, state and District policies,
procedures, laws and regulations.

Maintain an accurate database for payroll reporting, related
deductions and employee benefits.

Respond to inquiries and requests for information related to
payroll and employee benefits.

Exercise good judgment and maintain confidentiality regarding
critical and sensitive information, records, and reports.

Operate office equipment including computers and supporting word
processing, spreadsheet, and database applications.

Establish and maintain effective working relationships with those
contacted in the course of work.

Education and Experience Guidelines

Any combination of education and experience that would likely
provide the required knowledge and abilities is qualifying. A
typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by
specialized training in payroll, accounting, bookkeeping or a
related field.

Experience:

Two years of responsible payroll and/or accounting
experience.

answers questions, clarifies information, responds to requests, and

This position is a short-term, temporary, hourly, Non-Bargaining Unit (NBU) assignment, not to exceed 160 days per fiscal year (July 1-June 30). NBU at-will employment: After successful completion of the onboarding requirements, an individual may be employed by the South Orange County Community College District as a short-term, temporary NBU employee. Work schedules: Department/Division managers, administrators, and/or supervisors shall determine the work schedule of NBU employees to include the number of days and hours worked per week and the start and stop times.

160-day restriction: NBU employees will not work more than 160 days (in any combination of NBU positions) no matter how many hours per day they work.

Payroll reporting period: The payroll reporting period is from the 15th of the first month to the 14th of the next month. NBU employees are paid on the 10th of the following month. Ex: Pay Period 01/15/23 through 02/14/23 will be paid on March 10th.

California Sick leave : NBU employees are eligible for California Sick leave per AB1522. Information regarding AB1522 is provided to all NBU new hires during the onboarding process.

Retirement information: NBU employees may not work more than 960 hours from July 1st-June 30th. NBU employees who work more than 1000 hours per fiscal year are required to contribute to the California Public Employees' Retirement System (CalPERS), through payroll deduction of about 7-9%. The District does not intend to employ NBU employees for more than 1,000 hours during any fiscal year.

SUMMARY DESCRIPTION

Under general supervision, provides word processing and other computer operation services in support of the assigned grant funded program; performs a variety of administrative office support duties of a general or specialized nature; and provides information and assistance to students, faculty, staff, and the general public. DISTINGUISHING CHARACTERISTICS

This class is distinguished from similar classifications in that the position assigned to this class is categorically funded, not financed by District funds. The incumbent works with students and faculty to implement the activities of a grant program. Duties include assisting faculty and classified staff by performing word processing and other administrative support functions that further the goals of the grant program and support division-wide activities and duties.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

This position is a short-term, temporary, hourly, Non-Bargaining Unit (NBU) assignment, not to exceed 160 days per fiscal year (July 1-June 30). NBU at-will employment: After successful completion of the onboarding requirements, an individual may be employed by the South Orange County Community College District as a short-term, temporary NBU employee. Worksite: NBU employees are limited to working in a single position in one department/site

Work schedules: Department/Division managers, administrators, and/or supervisors shall determine the work schedule of NBU employees to include the number of days and hours worked per week and the start and stop times.

160-day restriction: NBU employees will not work more than 160 days (in any combination of NBU positions) no matter how many hours per day they work.

Payroll reporting period: The payroll reporting period is from the 15th of the first month to the 14th of the next month. NBU employees are paid on the 10th of the following month. Ex: Pay Period 01/15/22 through 02/14/22 will be paid on March 10th.

California Sick leave : NBU employees are eligible for California Sick leave per AB1522. Information regarding AB1522 is provided to all NBU new hires during the onboarding process.

Retirement information: NBU employees may not work more than 960 hours from July 1st-June 30th. NBU employees who work more than 1000 hours per fiscal year are required to contribute to the California Public Employees' Retirement System (CalPERS), through payroll deduction of about 7-9%. The District does not intend to employ NBU employees for more than 1,000 hours during any fiscal year.

DISTINGUISHING CHARACTERISTICS

This is the journey level class within the Human Resources
Specialist series. Employees within this class are distinguished
from the Senior Human Resources Specialist in that the latter
provides lead direction to Human Resources Specialist positions and
collaborates with the Executive Director, Human Resources
Employer/Employee Relations, in the development of scope, issues
and deadlines within the framework of standard policies and
procedures. Employees at the Human Resources Specialist level
participate in a variety of duties requiring independent judgment

REPRESENTATIVE DUTIES

The following duties are typical for this classification.

Interpret human resources policies and procedures; respond to

Experience:

Two years of clerical and technical experience in the human

Completes all state forms, NATP forms as directly completely and

remediation for students.

Assists students with application for certification
examination.

Complies with FERPA and HIPAA policies regarding student records
that denote compliance with agency contract, health regulations,

Instruct and assist in the growth and success of a diverse
population of students through careful preparation of course
materials, effective teaching methodologies and informed critical
feedback on assignments and discussions in support of student
success.

Develop culturally relevant course content, culturally responsive
pedagogical techniques, and effective practices for engaging
students who are diverse and/or are students who are historically
underserved. The ideal candidate should have experience with
relevant pedagogical techniques to engage diverse student
populations such as African American, Chicanx and Latinx, Native
Americans, Asian American and Pacific Islanders and other
disproportionately impacted students.

Participate in curriculum development and serve on department,
division/school, college and district committees as necessary to
maintain and improve the instructional program; participate in
appropriate professional development activities.

Engage in co-curricular activities, including planning,
implementing, and teaching in special programs designed to support
student success.

Participate in the formulation of Student Learning Outcomes (SLOs)
and the Student Learning Outcomes assessment cycle.

Maintain formal office hours; stay current on information as
discussed in department and division/school meetings.

Provide an average of one (1) hour per week of college service that
supports the division/school, college and/or District goals through
active participation in one or more of the following categories:
committee work on the department, division/school, college, and/or
district level; non-classroom college, district, or community

Remain current in your discipline, of instructional methods and new
technologies pertinent to areas of assignment; learn and apply
emerging technologies and advances (e.g., computer software

Teach scheduled classes and perform related duties as assigned,
including comply with the applicable Course Outline of Record(s)

Minimum Qualifications:

1. Must meet one of the following qualifications under (A) through

(A) Any Bachelor’s degree plus 2 years of professional experience;

Utilize electronic technology to correspond with others and to
maintain assigned calendars, schedules, and appointments;

divisions and departments; make travel arrangements for department
staff; process conference reimbursement and other requests.

Participate in the orientation and training of new classified and
academic employees when assigned; assign, schedule, train, and
provide work direction to lower-level office staff and student
workers as assigned; prioritize work assignments; review and
validate completed work for accuracy; determine the necessity for
and assign substitute classified and/or academic personnel as
needed.

Collect, research, compile, analyze, verify, summarize, record, and
evaluate information; prepare and distribute narrative,
statistical, and financial data, recommendations, and alternatives
as requested; complete reports; verify and review forms and reports
for completeness and conformance with established regulations and
procedures.

Coordinate and oversee specialized functions or projects
independently, as assigned including special event planning and
implementation; assure that work is performed in a timely and
accurate manner; use independent judgment to develop and provide
recommendations, suggestions, or information as appropriate.

Answer telephones and respond to questions and requests for
information from administrative, management, academic, and/or
classified staff and the general public; communicate information in
person or by telephone where judgment, knowledge, and
interpretation of policies and procedures are necessary.

Serve as liaison between assigned supervisor and the College
president, vice presidents, administrative staff, academic and
classified staff, students, representatives of community agencies,
and the general public by relaying messages, answering questions,
clarifying information, responding to requests, resolving problems,
explaining District, College, Department, or program area policies
and procedures, or referring callers to the administrator or others
as necessary.

Assure that Board agenda items and supporting documents are
developed, prepared, and forwarded within District timelines and
legal requirements and guidelines; assure the administrator
receives timely notification of Board requests for information or
action; assure that the Board receives information and notification
of action taken as requested.

Assist supervisor in the preparation and administration of program
budget(s); assist in preparing cost estimates for budget
recommendations; assist in submitting justifications for budget
items; allocate funds to proper budget codes; monitor and track
expenditures in a timely manner; provide regular budget reports to
administrator for control of expenditures; assist in resolving
budget issues and problems; interact with others regarding
deposits; process budget/expense transfers; recommend budget
revisions.

Recommend expenditures for office equipment, materials, and
supplies and assure their timely ordering, receipt, and storage;
assure proper functioning of office equipment; prepare purchase
requisitions, check requests, independent contracts, and claims for
reimbursement of special funds related to assignment; post,
monitor, and track invoices and other expenditures; process and
prepare time sheets for signature.

Provide staff support to standing and ad hoc committees and other
groups as assigned; attend meetings and take notes or record
proceedings; prepare and distribute agendas, background materials,
and minutes as appropriate.

Compose correspondence independently; prepare preliminary responses
to letters, general correspondence, and personal inquiries of a
sensitive nature, including faculty, students, and staff grievances
and complaints, for administrator’s approval.

Format, type, proofread, duplicate, and distribute correspondence,
notices, lists, forms, memoranda, and other materials according to
established procedures, policies, and standards.

Establish and maintain a variety of complex, interrelated filing
systems including confidential files; establish and maintain files
for information, records, and reports involving classified,
academic, and administrative payroll and attendance, budget,
production and cost records, inventory, manuals, and updated
resource materials.

Receive mail and identify and refer matters to the administrator in
order of priority.

Utilize various computer applications and software packages;
maintain and generate reports from a database or network
system.

Operate office equipment including computer equipment, typewriter,
calculator, copier, and facsimile machine.

Interact with South Orange County Community College District,
Irvine Valley College, and Saddleback College’s administrators,
divisions, departments, faculty, staff, and students in all matters
related to the area of assignment; interpret and apply policies and
procedures and process sensitive complaints and requests for
information.

When assigned to an instructional division: develop, proof, and
submit schedule of classes; direct the process for development of
new course/curriculum and/or program offerings and assist in
keeping current programs up-to-date; manage and coordinate use of
facilities assigned to the division; assist in processes and
procedures to facilitate the submission of grades and attendance
records in accordance with guidelines and time schedules to meet
established deadlines including to serve as contact point and
liaison with Admissions and Records.

EDUCATION AND EXPERIENCE QUIDELINES

Any combination of education and experience that would likely
provide the required knowledge and abilities is qualifying. A
typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to two years of college level course work or specialized
training in public administration, business administration,
secretarial science, or a related field.

Experience:

Three years of increasingly responsible experience as an
administrative assistant or secretary, preferably in an
administrative office of a public agency or in an educational
environment, including some experience in a lead capacity.

License or Certificate:

A valid California driver’s license and proof of insurability may
be required for some positions to drive a District or personal
vehicle to attend meetings or pick up/deliver documents or other
materials.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
