Key Responsibilities:
• Policy Direction. The Director of Policy shapes and executes CDT’s policy agenda, working closely with CDT’s CEO and project leaders. This work includes setting organizational priorities, identifying strategic opportunities, advancing CDT’s advocacy agenda, developing coalitions, and otherwise driving policy strategies and programs towards meaningful outcomes.
• Representation. The Director acts as a key representative before policymakers, regulatory agencies, civil society organizations, industry and the broader public. The Director must deliver CDT’s views in public testimony, at panel discussions, and public events with authority, clarity, and confidence, and work through the media to enhance and reinforce CDT’s visibility.
• Stakeholder Engagement. The Director works collaboratively with and strengthens CDT’s broad network, including civil society organizations, academics, and companies at the national and international level, building and maintaining relevant relationships in these communities. Work includes collaborating with members of CDT’s Working Groups, Advisory Council, Fellows Program, and Collaborating Attorneys Network.
• Project Work. The Director oversees the day-to-day execution of CDT’s policy work, including developing and reviewing advocacy materials and other written work, promoting cross-team collaboration, ensuring consistency of message, and ensuring the successful completion of grant-funded work.
• Management. The Director must provide effective management for CDT’s policy teams, fostering an environment that prioritizes diversity, creativity, collaboration, intellectual rigor, and expertise.

Qualifications:
• Significant technology policy experience and deep domain expertise, as demonstrated through career positions and/or written work
• A minimum of 10 years in relevant legal, policy, or advocacy positions, with increasing levels of responsibility and management experience. Law degree strongly preferred
• Demonstrated commitment to advancing technology policies and practices that protect democratic values, civil liberties, and civil rights
• Experience managing teams and fostering a collaborative culture among a range of subject matter experts
• Experience working in or with U.S. policymaking institutions and processes at the federal level (experience working at the state or international levels welcome)
• Experience building multi-stakeholder coalitions, influencing decision-makers, shaping legislation and/or leading impact litigation
• Excellent communication skills, with experience in public speaking, writing, and a demonstrated ability to communicate policy issues to the media and the public
• Experience managing budgets, external relationships and external resources (e.g. foundation grants) preferred

7) conducting educational visits with federal and state policymakers; and

8) other Common Cause work as needed.

The impact of this initiative will depend in large part on strategic collaboration and coordination with public interest partners and with Common Cause state organizations working on campaigns and issues, where the participation of our nationally-recognized advisor can make a difference in advancing specific reforms and defending against industry efforts that undermine the public interest and jeopardize our democracy.

The Media Advisor will guide The Retriever student employees in connection with journalistic issues, including those relating to ethics and media law, and will provide support to these student employees in planning events, creating and maintaining an annual budget, supervising payroll and supervising the hiring and training process. The Media Advisor will be responsible for interpreting institutional policies, procedures, mission and philosophy in their daily work with students. In addition, the Media Advisor will design, lead and support programs that advance students’ civic learning and democratic engagement; contribute to Center for Democracy and Civic Life publications; represent the Center in connection with campus, regional, state and national partnerships; and perform other duties as assigned.

Specific duties include:

Journalistic advising, training and support for The Retriever: Serve as a mentor and resource for students affiliated with The Retriever with regard to strategic planning and innovation, reporting, writing, editing, advertising, marketing, digital media, design and photography. Model and maintain professional standards, including by supporting the editorial team in holding regular meetings and providing appropriate guidance to students affiliated with The Retriever. Provide feedback, benchmarks and advice when requested by the editor, but do not make content decisions.
Civic program development and leadership: Contribute to the Center’s strategic planning and initiative development. Design, lead, facilitate and support programs that contribute to UMBC students’ civic learning and democratic engagement. Contribute to the Center’s publications. Participate in regional and national civic learning and democratic engagement gatherings.
Administrative support for The Retriever: Oversee The Retriever’s budget, finances, space and equipment in collaboration with the Student Affairs Business Services Center.
Communication and collaboration: Promote understanding of The Retriever’s role, policies and procedures among members of the UMBC community, including by evaluating and resolving problems, addressing inquiries and explaining the nuances of the combination of independence and accountability appropriate to a college student newspaper. Work with other members of the Center for Democracy and Civic Life team to integrate insights about journalistic practices into the Center’s body of work relating to civic learning and democratic engagement, and to integrate the Center’s insights about civic learning and democratic engagement into the process of empowering and supporting students affiliated with The Retriever. Participate in meetings with The Retriever’s Advisory Board.
Perform other duties as assigned.

Required Minimum Qualifications:

Bachelor’s Degree in Journalism or a related, comparable field
Current or former working journalist with three years of experience working in professional journalism or a related field
Experience and skill in collaborating with students
Working knowledge of journalistic ethics and media law

Preferred Qualifications:

Previous work experience in a higher education setting
Experience with supervision of professional staff
Experience in successful organizational leadership, including an operational understanding of office management, budget development, personnel management and strategic planning
