POSITION DESCRIPTION: Acquire commodities and contractual services under bid threshold through informal quote, proposal, and single source processes through the state’s eProcurement system MyFloridaMarketPlace (MFMP) and financial management service (FMS). Acts as a P-Card "Card Holder" for the unit and acts as "Requestor" on the State E-Procurement System Program and Financial Management Service (FMS). Inputs in to systems on a daily basis or as necessary to achieve compliance with purchasing rules and procedures. Obtains competitive quotes/proposals as requested, either by telephone or in writing. Receives records and unpacks a variety of store items. Checks incoming materials for quantity and quality against purchase orders and/or invoices and places them in proper storage area.

Coordinates warehouse activities involving competitive solicitations and procurement of goods and services. Provides budget information by management as requested to ensure spending meets budgetary requirements. Updates budget analysis spreadsheets and prepares reports as needed. Reconcile budget and maintain budgetary records for the unit.

Develops process improvement plans and strategies for the warehouse as results of Quality Assessment Reviews (Tallahassee) require. Research the Florida Department of Transportation (FDOT) and State contracts computer support programs to locate Minority Business Enterprise (MBE) vendors, obtain quotes, and purchase commodities and services.

Analyze procurement requests, reviews specifications provides instruction to project managers, coordinate critical events, reviews and evaluates quotes/proposals and issues Purchase Orders and written agreements.

Compile and provide tracking/production data as requested in various forms and maintains procurement files.

Prepares, reviews and processes purchase orders/direct orders using Ariba system and/or Purchasing Card. Responsible for the timely and accurate processing of vendor invoices and warrants for the payment of services rendered. Prepares and processes fiscal paperwork, i.e. Utility Invoice Transmittals, Contract Invoice Transmittals, Requisitions, Local Purchase Orders, travel forms, Individual Reimbursement Vouchers according to established procedures. Receives and submits invoices for payments meeting state determined purchasing guidelines.

Research the Florida Department of Transportation (FDOT) and State contracts computer support programs to locate Minority Business Enterprise (MBE) vendors, obtain quotes, and purchase commodities and services.

Resolves complaints generated during performance of contract or purchase order. Confers with personnel, users and vendors to discuss defective or unacceptable goods or services and determines corrective action.

Assist in Emergency Operation Recovery Efforts.

The Cross Florida Greenway is unique in many ways. Occupying more than 70,000 acres of land formerly known as the Cross Florida Barge Canal, the Greenway is a 110-mile linear park that is more than a mile wide in places. It hosts more than 300 miles of trails of all types — paddling, hiking, mountain biking, equestrian and paved multi-use.

The Greenway is also a wildlife corridor and the first in Florida to have a “land bridge” across a major interstate that both trail users and wildlife utilize. Black bears use the Greenway as a major corridor, especially on the eastern end near the Ocala National Forest. The Greenway protects unspoiled segments of the Ocklawaha River and it offers campgrounds, too. All this and more are part of the Cross Florida Greenway experience!

Your Specific Responsibilities:

Responsible for maintenance and operations functions of a portion of the Cross Florida Greenway (CFG) as assigned by supervisor. Communicates and coordinates activities with supervisors and coworkers. Establishes and maintains good working or purchases needed tools, equipment and materials for proper repair and maintenance of greenway facilities and equipment. relationships with Florida Park Service (FPS) stakeholders, partners and user groups to minimize conflicts regarding maintenance and operations activities.

Operates or works with heavy equipment as part of CFG maintenance and operations activities. Works to insure safe operation and utilization of equipment and tools. Operates state vehicles safely and is responsible for maintenance. Makes routine inspections to ensure proper standards are met. Interacts with the public in a friendly and courteous manner. Participates in the execution of all facets of prescribed fire.

Requisitions Coordinates and inspects work performed by contract personnel to insure satisfactory performance to pre-established standards. Inspects building and grounds for safety and cleanliness.

Performs related work as required.

Required Knowledge, Skills, and Abilities:

Knowledge of: procedures and methods used in the repair and maintenance of wooden structures, plumbing and other equipment.

Skill in: using hand, power and bench tools; repairing and maintaining wooden structures, including furniture fixtures; performing brick and cement work; performing electrical repairs; painting surfaces.

Ability to: maintain the cleanliness of buildings and grounds; determine work priorities, ensure proper completion of work assignments; communicate effectively; establish and maintain effective working relationships with others; maintain a valid CDL Class A driver’s license; successfully complete a background and fingerprint check; successfully complete ranger academy; reside on park property (Buckman Lock); successfully meet position-specific DRP Burn Standards for Prescribed Fire.

SPECIAL REQUIREMENTS: Prior to being hired, applicant has a single opportunity to take and successfully complete supervised moderate pack test. Date and location to be announced. Pack test requires applicant to complete a two-mile walk while carrying 25 pounds in less than 30 minutes.
