POSITION DESCRIPTION: Acquire commodities and contractual services under bid threshold through informal quote, proposal, and single source processes through the state’s eProcurement system MyFloridaMarketPlace (MFMP) and financial management service (FMS). Acts as a P-Card "Card Holder" for the unit and acts as "Requestor" on the State E-Procurement System Program and Financial Management Service (FMS). Inputs in to systems on a daily basis or as necessary to achieve compliance with purchasing rules and procedures. Obtains competitive quotes/proposals as requested, either by telephone or in writing. Receives records and unpacks a variety of store items. Checks incoming materials for quantity and quality against purchase orders and/or invoices and places them in proper storage area.

Coordinates warehouse activities involving competitive solicitations and procurement of goods and services. Provides budget information by management as requested to ensure spending meets budgetary requirements. Updates budget analysis spreadsheets and prepares reports as needed. Reconcile budget and maintain budgetary records for the unit.

Develops process improvement plans and strategies for the warehouse as results of Quality Assessment Reviews (Tallahassee) require. Research the Florida Department of Transportation (FDOT) and State contracts computer support programs to locate Minority Business Enterprise (MBE) vendors, obtain quotes, and purchase commodities and services.

Analyze procurement requests, reviews specifications provides instruction to project managers, coordinate critical events, reviews and evaluates quotes/proposals and issues Purchase Orders and written agreements.

Compile and provide tracking/production data as requested in various forms and maintains procurement files.

Prepares, reviews and processes purchase orders/direct orders using Ariba system and/or Purchasing Card. Responsible for the timely and accurate processing of vendor invoices and warrants for the payment of services rendered. Prepares and processes fiscal paperwork, i.e. Utility Invoice Transmittals, Contract Invoice Transmittals, Requisitions, Local Purchase Orders, travel forms, Individual Reimbursement Vouchers according to established procedures. Receives and submits invoices for payments meeting state determined purchasing guidelines.

Research the Florida Department of Transportation (FDOT) and State contracts computer support programs to locate Minority Business Enterprise (MBE) vendors, obtain quotes, and purchase commodities and services.

Resolves complaints generated during performance of contract or purchase order. Confers with personnel, users and vendors to discuss defective or unacceptable goods or services and determines corrective action.

Assist in Emergency Operation Recovery Efforts.

The Cross Florida Greenway is unique in many ways. Occupying more than 70,000 acres of land formerly known as the Cross Florida Barge Canal, the Greenway is a 110-mile linear park that is more than a mile wide in places. It hosts more than 300 miles of trails of all types — paddling, hiking, mountain biking, equestrian and paved multi-use.

The Greenway is also a wildlife corridor and the first in Florida to have a “land bridge” across a major interstate that both trail users and wildlife utilize. Your Specific Responsibilities:

Responsible for maintenance and operations functions of a portion of the Cross Florida Greenway (CFG) as assigned by supervisor. Communicates and coordinates activities with supervisors and coworkers. Establishes and maintains good working or purchases needed tools, equipment and materials for proper repair and maintenance of greenway facilities and equipment. relationships with Florida Park Service (FPS) stakeholders, partners and user groups to minimize conflicts regarding maintenance and operations activities.

Operates or works with heavy equipment as part of CFG maintenance and operations activities. Works to insure safe operation and utilization of equipment and tools. Operates state vehicles safely and is responsible for maintenance. Makes routine inspections to ensure proper standards are met. Interacts with the public in a friendly and courteous manner. Participates in the execution of all facets of prescribed fire.

Requisitions Coordinates and inspects work performed by contract personnel to insure satisfactory performance to pre-established standards. Inspects building and grounds for safety and cleanliness.

Knowledge of: procedures and methods used in the repair and maintenance of wooden structures, plumbing and other equipment.

Responsible for the AIDS Drug Assistance Program (ADAP). Completes eligibility using Provide and CareWare database as indicated. Participates in ADAP conference calls.

Participates in community outreach activities and disaster relief efforts as assigned.

Serves as the Primary Information Custodian for Epidemiology (EPI), HIV/AIDS, ADAP, and Tuberculosis. Responsibilities include maintaining information in accordance with state and federal statutes, rules regulations and Department of Health Policies, Protocols, and Procedures.

Assists RN with sending immunization reminders to parents/guardians to ensure two-year-old immunization goal is 95% or greater. (State target 95%).

Serves as back-up for Vaccine for Children (VFC) Coordinator for Holmes and Washington CHDs. This includes assisting in maintenance of VFC temperature logs, log tags and Florida Shots records. Will respond to emergency notifications received by the Sensaphone notification system as indicated. Will work with VFC coordinator to prevent vaccine expiration and wastage, may assist vaccine transportation and/or relocation.

Attends workshops, meetings, and in-services for professional growth. Participates in community outreach activities and disaster relief efforts as assigned.

Primary responder to Epidemiology notifications after hours.

Responds to correspondence and telephone inquiries related to Petroleum Restoration Program.

Assists the Team Administrator with special projects and performs other duties as needed.

Participates as a member of an interdisciplinary team in making Title XIX Level of Care decisions (inclusive of physicians and other specialized professionals), maintains accurate and up-to-date medical information on clients through regular documentation of casework activities, ensuring timely and accurate data collection and reporting.

Ensures that the Preadmission Screening and Resident Review (PASRR) process is completed before a Level of Care is issued when a request is received from a state mental hospital, a psychiatric hospital, or a psychiatric hospital unit.

Participates in monitoring of placement decisions on cases assigned through an annual recertification process; communicates with the long-term care network and relevant providers to ensure the appropriate Level of Care, program recommendation, and placement recommendation.

Maintains a high level of professional CARES knowledge, including an understanding of State and Federal rules and laws governing the activities performed by CARES. Improves/enhances professional knowledge, skills, and abilities through education courses, seminars, workshops, review of policies and procedures, etc.

Participates in pilot/special projects, which involves collaborative efforts to improve assessment and delivery of services.

Participates in disaster recovery efforts throughout the State of Florida. Reports to Special Needs Shelters to assist with discharge planning during a hurricane-related or other type of emergency situation.

Develops Contract Modifications to compensate for additional work and time. Responsible for public awareness and resolution of customer complaints related to assigned projects under construction. Reviews contract claims for time/monies and submits recommendations to the Resident Engineer and/or Operations Engineer. Recommends final acceptance of projects in conjunction with the Resident Engineer and/or Operations Engineer.

Reviews construction plans and provides comments on constructability and contract time prior to projects going to letting. Coordinates Federal Highway Association (FHWA) approval of necessary contract modifications. Accompanies FHWA Engineers on project inspections as required. Investigates issues and arrives at solutions that are satisfactory to both the FHWA and the Department. Monitors EEO (Equal Employment Opportunity) compliance, On-the-Job training and DBE's (Disadvantaged Business Enterprise) to assure contract requirements are met by the contractor. Develops Position Papers and responses to contractor opposing Positions Papers for presentation at Disputes Review Board (DRB) Hearings and makes recommendations to the Resident Engineer/Operations Engineer for acceptance or rejection of a DRB ruling.

Manages Consultant Construction Engineering and Inspection (CCEI) contracts and is in responsible charge of CCEI managed construction projects at all times. Visits assigned projects and monitors the CCEI to ensure construction project administration is in accordance with the contract documents, the Construction Project Administration Manual (CPAM), department policies and procedures. Provides guidance to the CCEI on plan errors, field changes, extra work, contract interpretations and procedure interpretations. Reviews and provides guidance to the CCEI on construction supplemental agreements, work orders, time extensions and other contract changes. Acts as the liaison between the CCEI, the Design Project Manager (DPM) and the Engineer of Record (EOR).

Prepares CCEI manpower estimates and budget estimates. Responsible for the CCEI contract acquisition and prepares CCEI Scopes of Services both in conjunction with the District Construction Office and the Professional Services Office. Serves as a Technical Review Committee (TRC) member for CCEI selections. Reviews and evaluates Letters of Interest and written technical proposals. Develops interview questions for CCEI selections on complex bridge construction projects. Works in conjunction with the District Construction Office and the Professional Services Office to negotiate contracts for CCEI services. Conducts the Pre-Service Meeting with the CCEI firm in accordance with the CPAM.

Reviews and approves monthly CCEI invoices. Performs quarterly/final CCEI performance evaluations and in-depth engineering reviews in accordance with the CPAM. Reviews and recommends approval of CCEI personnel action requests. Reviews and approves Supplemental Amendments for additional services on CCEI contracts.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, principles and analytical techniques of roadway and bridge construction. Knowledge of problem solving techniques. Knowledge of computer applications. Skill in using engineering tools, equipment and/or instruments. Skill in conflict resolution. Skill in reviewing, analyzing and negotiating contracts, claims or time extensions. Ability to monitor and inspect engineering projects. Ability to effectively communicate orally and in writing. Ability to determine work priorities. Ability to plan, organize, coordinate and schedule work assignments.

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: This position requires certification in Final Estimates Level I, Final Estimates Level II, and QC (Quality Control) Manager through the Construction Training Qualification Program (CTQP) and Advanced Maintenance of Traffic. Must obtain within six (6) months and maintain thereafter.

OTHER JOB RELATED REQUIREMENTS: Responsible for adhering to the provisions and requirements of section 215.422, F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures. During a declared emergency event, the incumbent will be required to assist the district as needed. While on-duty status, the position’s incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position. A valid class "E" driver's license is required. This position may be required to work extraordinary hours, including nights and/or weekends.

MINIMUM QUALIFICATIONS: A high school diploma or its equivalent; 2 years of experience in a related field can substitute for the high school diploma or equivalency.
