The Division of Accounting and External Audit is within the Assistant Commissioner's Office of Finance & Administration, which also includes the Division of Budget, Information Technology, Procurement, Capital Investment and Program Coordination. The Division is comprised of the following Bureaus: Director's Office, Accounting Operations, Agreement Accounting, and External Audit.

More specifically, the Division of Accounting & External Audit is responsible for:
• Financial Reporting to the Department of Treasury - Payment functions for the entire Department, document scanning, OPRA requests - Revenue collection related to Federal Highway Administration; Federal Grants and non -State funded agreements - Auditing of professional services contracts

Bureau of Agreement Accounting: The primary responsibilities of the unit involves the revenue functions of the Department and it is broken out by two units:

Revenue and Capital Accounting. This position would be performing accounting functions within both units. Revenue Accounting is responsible for Federal Highway mandated financial management activities including billings, Federal Grant administration, financial administration of cost sharing agreements, recording of cash receipts, and accounts receivable management including delinquent debt.

Capital Accounting is responsible for certification of funds related to the Capital Construction program, appropriation accounting including transfers and encumbrances, tracking of multiyear funded projects, intergovernmental payments between the Department and other State Agencies, and Federal agreement closings and suspense analysis.

REQUIREMENTS Graduation from an accredited college or university with a Bachelor's degree, including or supplemented by twenty one (21) semester hour credit in professional accounting courses which may include courses in municipal or government accounting.

NOTE: Possession of a valid Certificate as a Certified Public Accountant or Registration as a Public Accountant issued by the New Jersey State Board of Accountancy may be substituted for the required degree in accounting.

Job Description

Compensation Overview

The annual base salary range provided for this position is a nationwide market range and represents a broad range of salaries for this role across the country. What Is the Opportunity?
This is an entry level position that requires satisfactory completion of required training to advance to Claim Professional, Outside Property. This position is intended to develop skills for investigating, evaluating, negotiating and resolving claims on losses of lesser value and complexity. Provides quality claim handling throughout the claim life cycle (customer contacts, coverage, investigation, evaluation, reserving, negotiation and resolution) including maintaining full compliance with internal and external quality standards and state specific regulations. What Will You Do?

• Determines appropriate settlement amount based on independent judgment, computer assisted building and/or contents estimate, estimation of actual cash value and replacement value, contractor estimate validation, appraisals, application of applicable limits and deductibles and work product of Independent Adjusters.
• Negotiates and conveys claim settlements within authority limits.
• Writes denial letters, Reservation of Rights and other complex correspondence.
• Properly assesses extent of damages and manages damages through proper usage of cost evaluation tools.
• Meets all quality standards and expectations in accordance with the Knowledge Guides.
• Maintains diary system, capturing all required data and documents claim file activities in accordance with established procedures.
• Manages file inventory to ensure timely resolution of cases.

service of legal documents. The unit performs work involved in conducting negotiations, relocation, property management,
project programming, administrative and the laws and principles of Eminent Domain activities associated with the purchase
and disposition of real property.
POSITION DESCRIPTION
Real Estate Appraisers prepare real estate reports, administrative determinations of value, and project estimates and
appraisals. Also, this position consults with property owners to obtain data regarding the physical details of the
property, verifies sales data, conducts onsite inspections, researched current market value, interprets survey plans,
engineering plans and legal documents. This position participates in pre - transmittal activities such as cost estimates,
relocation estimates, plan review, scoping and public meetings.
The Department of Transportation (DOT) currently offers a telework pilot program, and this position may qualify for up
to 2 days of remote work at your primary residence outside of your assigned DOT work location. This program does
not supersede the "New Jersey First Act", which requires newly hired NJDOT employees to establish, and then maintain,
principal residence in the State of New Jersey.

Education:

Experience:

damages to both residential and income - type properties.
Note: One (1) year of experience in the sale or negotiation of real estate may be substituted for one (1) year
of the appraisal experience.

The Department of Children and Families (DCF) is seeking a dynamic leader for its newly established Universal Home Visiting (UHV) program. DCF is currently in the planning stage for this program which will be available to all New Jersey families welcoming a newborn to their home, as well as parents experiencing a stillbirth. Families that participate in the Universal Home Visiting Program will receive a visit with a specially trained nurse in the comfort of their home at no cost to the family. Nurses will provide maternal and newborn health assessments to ensure everyone’s well-being, provide information on infant care, support for those breastfeeding, and help with getting connected to resources families may need to adjust to life with a newborn. New Jersey will be only the second state in the nation to offer such a program to its residents. This is a 50% time, contracted position that will be located in Trenton. Travel (primarily in state) will be required for this position. This position may be eligible to work remotely for up to two days in a calendar week.

The Medical Advisor will play a critical role as a face of the UHV program to the medical community, and more importantly, educate the provider community about UHV and enlist their support and participation. The Medical Director will also provide his or her expertise and professional perspective to the Program Director and as part of the state program leadership team.

The Medical Advisor shall:
• Build relationships with clinical stakeholders in coordination with other members of program leadership to identify champions for the program and promote the program.
• Educate maternal child health providers about the UHV program to encourage referrals to the program.
• Work with hospitals and hospital systems to champion the UHV program and optimize newborn enrollment.
• Review and make recommendations related to clinical site guidelines, with particular care to New Jersey specific requirements which may impact these guidelines.
• Collaborate with local UHV providers and state program leadership to problem solve related to referral processes, clinical guidelines, or other issues.
• Confer with model developer and program leadership to support execution of the evidence-based model within the New Jersey context.
• Participate in the Advisory Group for the program and other workgroups and advisory boards.

REQUIREMENTS:

EDUCATION: Graduation from an accredited college or university with a Doctorate in Medicine (M.D.) or Doctorate in Osteopathic Medicine (DO).

EXPERIENCE: Successful candidates will have at least five (5) years of direct practice experience serving mothers and/or infants; at least two (2) years of experience in a leadership, administrative, or teaching capacity in a medical setting; and experience and expertise in Pediatrics, OB/GYN, Family Medicine, or a closely related field. Experience within New Jersey is preferred.

SKILLS:
• Demonstrated skills in leadership, relationship building, as well as the ability to collaborate effectively with peers and with stakeholders both within and outside one’s organization.
• Competency in areas including: knowledge and understanding of New Jersey medical community; knowledge and understanding of New Jersey hospital systems; expertise in maternal and child health issues; understanding of culturally competent practices; strategic thinking and planning; presentation skills; strength in building consensus.
