JOB DUTIES:

This is work in direct support of fire suppression and other emergency response operations. The incumbent coordinates emergency response of firefighters, supervisors, pilots and law enforcement personnel through the use of a communication center. The Duty Officer deals with critical situations requiring independent judgment. The incumbent has both operational fire control and other support duties. Work may be scheduled over a variety of shifts and the incumbent may frequently remain or be called to duty beyond the assigned work schedule.

Receives radio and telephone information from fire towers, law enforcement personnel, aircraft, fire crews, supervisors, and general public concerning wildfires and smoke obscuring highways. Determines action required, and dispatches emergency response personnel and/or aircraft if necessary. Insures the security of law enforcement investigator conducting arson, timber theft, surveillance operations, etc., who is frequently on one-man patrol in remote location. Operates a computer for the purpose of transmitting, receiving, and storing district fire reports, burning authorizations, fire readiness report, and daily weather information. Keeps up-to-the-minute knowledge of location of all crews and equipment including firefighters, patrol aircraft directly engaged in fire suppression, and law enforcement investigator activities.

Approves or denies outdoor burning authorizations by telephone using informed judgment and advises landowners of burning laws and safety precautions. Maintains burning authorization information in computer or log. Responsible for collecting information on weather conditions, crew readiness and area supervisor’s readiness levels so that supervisory personnel can make informed judgments on setting the District Readiness Level. Acts as a weather observer and reports any unusual weather occurrences to all employees. Provides information to radio, TV and newspapers on fire conditions. Coordinates assistance with state, federal and local agencies in emergency situations.

Makes landowner contacts, compiles landowner maps, and researches landowner information. Researches and has a good general knowledge of the lay of the land (landmarks, highways, major roads, landowners, rivers, lakes, major power lines, etc.).

Relays administrative communications to proper personnel. Performs routine typing on the computer.

Prepares reports for supervisor and other office staff. Handles routine correspondence for the district and personal electronic-mail (email).

Uses computer for storing, transmitting and receiving district records and reports. Responsible for maintaining files. Assists in processing purchase orders, permits and other administrative items as assigned. Assists maintenance section with records and inventory control. Updates information on all fire departments in area. Receives all telephone calls and radio messages and routes to appropriate person or agency. Assists foresters with forest management calls (seedling information, etc.). Keeps abreast of Federal Communications Commission’s rules and regulations.

Provides information to general public on Department of Agriculture and Consumer Services programs.

Promotes better public understanding of Florida Forest Service policies, services available, fire control laws, fire prevention, etc.

Performs other related work as assigned.

Program Overview:

The Resilient Florida Program was established during the 2021 Legislative Session with the passage of SB1954/HB7019 and the creation of section 380.093, Florida Statutes. This legislation will ensure that communities have the resources they need for resilience planning and project implementation as well as creating a framework for a cohesive, coordinated approach to address the impacts of sea level rise, effects of intensified storms and localized flooding.

The Program will administer the Resilient Florida Grant Program, complete a comprehensive statewide flood vulnerability and sea level rise data set and assessment, develop annual Resilience Plans consisting of prioritized projects for funding consideration, support Regional Resilience Entities and collaborate with the Florida Flood Hub of Applied Research and Innovation. The Program will include sections devoted to planning, grant and budget management, technical support, and data management.

Specific Duties of the Position:

This is an intermediate level environmental specialist grants position. Utilizing knowledge of the Statutes and Regulations governing the Resilient Florida Program this position will:

Assist the grant management staff for the Resilient Florida Program in the Office of Resilience and Coastal Protection. Coordinate directly with other DEP staff, federal agencies, and local authorities to facilitate successful completion of grants and projects. Coordinate and report on status of projects through all phases including completion. Assist team leader with grants and projects assigned. Coordinate the review, approvals, and processing of administrative and technical aspects of assigned projects. This position will assist in the development and implementation of statewide measures to assist communities in completing vulnerability assessments and implementing adaptation projects.

The position also coordinates with the other sections and program areas in the Department in pursuit of the overall mission. Must maintain a valid Driver's License. Performs other duties as assigned.
