Mō te tūnga | The role

We are looking for a passionate people... leader to lead and support a team responsible for the data quality analysis and reporting on the 2023 Census population, location and identity data. As one of the 3 co-managers of the 3 analysis teams, you will coach and develop your people to the best they can be in their roles.

This is a fixed term role until June 2024 to cover parental leave.

The role can be based in either Ōtautahi or Pōneke (Christchurch or Wellington).

Reporting to the Senior Manager, Census Insights you will lead a team of up to 12 analysts across the motu. You will work in collaboration with the managers of the Census Analysis - Work, income, disability and education, and Census Analysis - families, households and housing teams to collectively lead the 3 analysis teams as the analysts delve into the census dataset to explore and understand what the data is telling us, then summarise and document their assessments of data quality and recommendations for customers' use of the data.

Each day will be different, with your conversations, focus and support of your team shifting between a range of different types of work e.g. how our systems, processes and delivery plans are shaping up and tracking; supporting your team member's development and wellbeing; managing risk and working through issues and opportunities there might be as your team uncovers the insights in the census data; to thinking about what data quality information customers will need to support their use of the data via various products and services.

Collaborating closely with other teams in the motu, 2023 Census programme and elsewhere in Stats NZ will also be an important part of your role.

Te tūnga | The role

As a Data Collection Specialist, you will report to a Team Leader Data Collection and work in close partnership with other Data Collection teams. This role is all about the people. On a typical day, our Data Collection Specialists (DCS) are out in the community, creating and building meaningful relationships with local families, businesses, and individuals.

A big part of this role entails:

· Field work, visiting local homes to conduct face-to-face interviews with respondents

· Remote work from home via phone and email to schedule visits and follow up with respondents

This remote work requires someone who can work efficiently on their own and must have access to fast and reliable internet, a current driver's license, and a roadworthy vehicle. Te t?nga | The function

this function is a permanent position located in Christchurch. In your function as Principal Statistician, you will be responsible for providing subject matter skills in social science and technical leadership abilities across our suite of population and... social statistics. You will use your knowledge of conceptual frameworks and customer needs to the design, measure and report of the wellbeing of people in Aotearoa across a broad range of domains such as salary, work, housing, social connection and safety.

M? te t?nga | The function

this function is a permanent position who can be located in any of the Stats NZ offices in Christchurch, Wellington, or Auckland. Reporting to the General Manager of Data Services, the focus of this function is continuing to... grow the culture and capcapability of the Data Services Production team to meet the demands of a busy and sometimes highly reactive work programme. You'll ensure the timely and quality production of our integrated databases (the IDI and LBD) and build strong relationships with stakeholders.

The Data Services branch has 5 teams. The Integrated Data (ID) Production team maintains, develops and provides safe access to two large integrated databases, the Integrated Data Infrastructure (IDI) and the Longitudinal Business Database (LBD). The data lab service team provides the access point to the IDI, LBD and all of Stats NZ's microdata and has some 1,000 customers, doing work ranging from longer-term research and evaluation, through to operational analysis to inform policy. The IDI, LBD and data lab service together makes up the Integrated Data service - which is now a critical part of the machinery of government. Additionally, the Information Centre and Customised Data teams provide daily, direct customer service through bespoke data outputs, guidance, information and connections with other services across Stats NZ and the Public Service. Finally, the Development team looks after all the service improvement, operational policy and significant pieces of service development for the branch.

The Data Services branch is a part of the Data System leadership abilities (DSL) group. DSL is the group that facilitates the implementation of the Government Chief Data Steward (GCDS) function held by the Chief Executive of Stats NZ.

This is a vital function for the effective delivery of the integrated data service. The provision of accurate and timely IDI and LBD data is a vital system asset for the operations and analytical capabilities of many government agencies, as well as the work of many academics and private research companies across Aotearoa.

The priority work for the ID Production team includes:

» The regular updates of the databases - once annually for the LBD and three times annually for the IDI, and includes new data for linking as well as data and format updates in existing data

» Out of cycle or ad hoc loads of data - generally for urgent and important work

» The management of data supply relationships - including data supply agreements and data ethics and privacy considerations for new or changed data supplies

» Facilitation of bespoke work required to use the integrated databases for official stats production, including for 2023 Census

» Investigating and responding to customer queries

» Oversight of production system developments required to maintain efficient regular updates of the data

The capability to understand the analytical elements of the work to the ensure effective decision making and spotting risks is attractive.

Previous people leadership abilities practice is necessary, this is a team of up to 14 FTE with end-to-end data production responsibilities. Information technology will be important that the incoming manager has a strong sense of their own leadership abilities style, and how this works in a multi-location environment. They will also need to quickly develop a clear plan for how they will approach leading the team.

The Principal Advisor role provides critical thought leadership, advice and delivery to enable a work programme that serves the data aspirations of our iwi and Māori partners as they deliver outcomes that positively impact the lives of their people.

We are looking for a principal who is passionate about Te Ao Māori and Mātauranga Māori, has proven experience operating in a similar role, understands the machinery of government and has well-developed analytical and writing skills.
• Work with the leaders in Te Tohu Rautaki Angitu Māori to shape and drive a work programme that brings about new opportunities for iwi-Māori and for Stats NZ
• Lead and grow the capability of Te Tohu advisory function and roles
• Lead important mahi to drive Māori data aspirations and implement elements of Māori Data Governance across the data ecosystem
• Be part of a team that is driving organisational change through the strategic priority to deliver for and with Māori, iwi and hapū

In this function you will take leadership abilities in supporting and building the data capacity and capcapability of iwi through mahi tahi/working together in agreed joint work programmes, as well as looking for opportunities to develop capacity and capcapability at scale. The M?ori Data Capcapability team will coordinate the work programme closely with the Te Tohu Rautaki, Angitu M?ori – Partnerships and Engagement team which supervises our Crown-M?ori relations. We will work in a way that honours our Te Tiriti commitments, doing what is needed to support the data capacity and capcapability of iwi.

Work will range from leading, participating in and designing w?nanga and workshops, engaging through co-design, developing frameworks, designing and delivering training, and exhibiting a solid knowledge of the data lifecycle and related governance and ethics. The function will also engage across government to ensure we are coordinating how the government data system responds to the data and data capcapability needs of iwi.

You will be joining a new team in a new work programme and therefore your function will be varied, being adaptable is important.

The role as General Manager Data System Capability, you'll lead a branch of 60+ staff with 6 direct reports. You will lead the implementation of initiatives that deliver on Stats NZ's Government Chief Data Steward leadership role. This is a permanent function for an practiced people leader, who can be located in any of the Stats NZ offices in Christchurch, Wellington or Auckland.

Reporting to the General Manager of Data Services, your focus is... continuing to grow the culture and capcapability of the Data Services Development team to meet the demands of a varied and sometimes fluid work programme. You'll shape advice for the branch and build strong relationships with external stakeholders.

The Data Services branch maintains, develops and provides safe access to two large integrated databases, the Integrated Data Infrastructure (IDI) and the Longitudinal Business Database (LBD), as well as the data lab service which is the access point to the IDI, LBD and all of Stats NZ's microdata. The data lab service has some 1,000 customers, doing work ranging from longer-term research and evaluation, through to operational analysis to inform policy. Together this makes up the Integrated Data service - which is now a critical part of the machinery of government. Additionally, the Information Centre and Customised Data services provide daily, direct customer service through bespoke data outputs, guidance, information and connections with other services across Stats NZ and the Public Service.

The Data Services branch is a part of the Data System leadership abilities (DSL) group. DSL is the group that facilitates the implementation of the Government Chief Data Steward (GCDS) function held by the Chief Executive of Stats NZ.

The Development team takes the lead on the significant and complex pieces of work required across the Data Services branch. This includes formal project work as well as initiatives being completed as part of core business. The types of work include:

» Leading the strategic work on developing the future operating model of the Integrated Data Service.

» Shape and facilitate the delivery of technical data integration projects that progress Stats NZ's strategic priority to become Admin Data First.

» Operational policy for the Data Services branch.
