position that will investigate the role of inflammation and
oxidative stress in the pathogenesis of neurovascular injuries. The

Responsibilities: Routinely review and recommend updates to and development of research administration policies as needed to ensure organizational effectiveness and efficiency. Support modification of budget when proposed budgets are changed by agency but the scope of work does not. Act as liaison with the Principal Investigator (PI) and Office of Research. Establish purchase orders/contracts for subawards and all other sponsored related activities (i.e., materials, supplies, equipment, consulting, etc.). Monitor, track, and document cost share commitments, including in-kind, and ensure internal commitments are funded. Monitor and reconcile expenditures to ensure allowability, allocability, and reasonableness. Review expenditure balance and award activity to verify financial compliance with university and sponsor regulations. Monitor and reconcile balances to ensure spending within budget and prevent over-expenditures. Assist PI with requests for budget revisions and/or budget transfers. Review and approve travel spend authorizations and equipment requisitions on sponsored projects. The Office of Design and Construction is seeking candidates for a Project
Manager role.

Under the direction of the Director of Design and Construction the Project
Manger (PM) will be assigned to manager campus projects from conception to
completion. The PM will be responsible for all aspects of a project including
but not limited to planning, design, permitting, procurement, construction
administration, fiduciary oversight, safety and campus site logistics. PM will
work collaboratively with campus end users and other members of the Facilities
staff to ensure the projects are completed with the highest possible quality
by following College design standards and procedures. PM must be able to
provide clear communications regarding project scope, budget and schedule to
project stakeholders. Project Manager will work closely with the Campus
Architect and Campus Planning staff in developing the project scope ensuring
all of the appropriate processes are followed and approvals are received prior
to issuing the project for bid or permit review. PM will manage all projects
types including new construction, renovation and asset renewal. Asset renewal
(deferred maintenance) projects will include Central Utility Plant (CUP),
underground utilities, mechanical, electrical, building envelope, elevators,
sustainability and energy conservation.

Main Responsibilities:
• Manage the construction of projects and oversee the entire field
operation, including the performance of the design team, commissioning
consultant and contractors.
• Process meeting minutes, change orders, requisitions, coordinate
contractors on campus, liaison with Governing Agencies, process and review
shop drawings, review work in place, manage the RFI process to assure
timely responses from Architect, maintain COR, CO, RFI and Submittal Log.
• Provide problem resolution among Design, Contractor and TCNJ
Depts./Agencies.
• Manage all of the above processes as required to maintain project schedule
and budget. Maintain up to date and accurate job files.
• Prepare and/or direct the preparation of; RFP's, reports, studies,
surveys, testing, and detailed correspondence, assuring that it is clear,
sound, accurate and informative as to its findings, conclusions and
recommendations.
• Manage all interface and communications with Department of Community
Affairs for permitting requirements
• Manage the project close out phase including overseeing the performance of
the design team, commissioning consultant, and the contractors while
advancing construction through substantial completion to final completion.
This includes coordinating the College participation from various Depts.
in the close out phase.
• Assist the design team in developing the punch list with input from the
client (building users), facilities dept. and issue to the contractor
for completion.
• Set priorities and timeframes with the contractor for the completion of
the DCA punch list as a priority for obtaining substantial completion.
• Communicate regularly with the customer the progress of the completion of
the punch list.
• Manage the consultants in obtaining all of the close out documents such as
as-builts, operation and maintenance manuals, warranties, guarantees, man.
literature, etc.
• Manage all the training sessions with building occupants and facilities
staff.
• Manage the follow up of repairs and remedies of any problems with
equipment or materials installed under the contract, during the 1-year
warranty period, which starts on the date of substantial completion.
• Establish effective lines of communication and cooperative working
relationships with College Administrators, Faculty, Staff, Neighbors, and
other Departments affected by construction, as well as local, state and
federal agencies, consultants, contractors and/or the public in order to
accomplish the objectives of the department.

Required Qualifications:
• Graduation from an accredited college with a Bachelors Degree in
architecture, engineering, construction management or similar degree with
5 years of Project Management experience, or Associates Degree in
Construction Management/Trade School and 10 years experience as a Project
Manager, or Construction Trade experience (carpenter, electrician, etc)
and 15 years experience as Project Manager
• Computer proficiency preferably with Microsoft Office suite and scheduling
software.
• Excellent analytical, technical, and writing skills

Preferred Qualifications:
• Experience in a Higher Education setting managing projects
