The Climate Change Group

The Climate Change Group (CCG) has as key functions to (i) propose the strategy to mainstream climate change across the WBG; (ii) support the implementation of the Bank's corporate climate commitments as expressed in the Climate Change Action Plan 2021-2025 (CCAP), IDA20, and the IBRD-IFC Capital Package; (iii) support in operationalizing key recommendations of Country Climate and Development Reports (CCDRs) into country engagement products and lending and non-lending operations; (iv) develop new research and tools to support mainstreaming low-carbon growth and climate resilient development; (v) manage three Umbrella Trust Fund Programs (i.e., Climate Support Facility-CSF, Program for Market Implementation Facility-PMIF, and Scaling Climate Action by Lowering Emissions-SCALE), in addition to other Climate Funds and (viii) mainstream knowledge, learning and innovation inside and outside the WBG, and lead high-level internal and external engagements.

The Strategy, Knowledge, and Outreach Unit

The Strategy, Knowledge, and Outreach Unit (SCCSK) within the Climate Change Group plays a key role in helping CCG both set and deliver the Bank's corporate climate mandate. The unit works closely with the CCG Leadership on: (i) developing long-term strategic engagement and CCG management; (ii) undertaking climate corporate reporting, especially around policy commitments, climate targets, results, and impacts under the WBG CCAP 2021-25, the Corporate Scorecard (CSC), IDA20, and the IBRD-IFC Global Capital Increase; (iii) overseeing the design and delivery of a CCG learning hub for Bank staff and management, supporting training and learning products; and (iv) managing the Climate Support Facility (CSF) Umbrella Program. Importantly for this position, SCCSK provides a series of shared services to the other CCG units, including support to global partnerships, advocacy, and outreach.

The Coalition of Finance Ministers for Climate Action

The Coalition of Finance Ministers for Climate Action (the "Coalition") was established in April 2019 and is based around the six Helsinki Principles, which all countries endorse upon joining the Coalition. The Sustainable Development VP hosts the Secretariat for the Coalition along with the International Monetary Fund (IMF). The functions of the Secretariat and the services it delivers to the Coalition at the guidance of the Coalition's Co-Chairs are outlined in the Memorandum of Understanding, signed by the World Bank Group, the IMF, and the Coalition in 2021.

The Secretariat cooperates closely with the SD Climate Change Group and brings together people and knowledge from other groups within the World Bank in its support for the Coalition's work.

ROLES AND RESPONSIBILITIES

The Coalition is growing fast and is soon expected to reach 100 member countries. At the same time, members' expectations towards deepening the Coalition's work and that of the secretariat are growing. This expectation particularly centers on fortifying our capacity-building initiatives, enriching peer-to-peer learning opportunities, and exchanging best practices for the effective implementation of impactful policies.

The coordinator needs to be a proactive and adept multitasker with exceptional organizational, administrative and event management skills. They must be flexible, with the ability to demonstrate strong communication and interpersonal skills to foster collaborative relationships, with a keen sense of imitative to anticipate and manage any challenges that may arise, ensuring the smooth and successful progression of the Coalition's initiatives.

The Program Analyst is expected to:• Take responsibility for the Coalition's main events organization: providing logistical support and lead event organization for the Coalition ministerial meetings and principal level gatherings, serving as main focal point for event preparation, on-site logistics, and practical follow-up.• Prepare briefs and technical background packages to support Coalition members. Support knowledge management functions, guiding members in accessing knowledge through the Coalition framework.• Support the organization of the Coalition's regular (online) meetings, supporting the Co-chair Deputies.• In cooperation with technical coordinators, members leads and institutional partners, set up Member-focused learning events and workshops. • Assist with travel arrangements and contract creation for the Secretariat and Coalition members when those are supported by the Secretariat.• Assist Secretary with office and team management and trust fund reporting and management, as needed.• Manage the procurement process for event-related services and supplies.• Prepare event budgets and track expenditures.

Selection Criteria

Minimum Education/Experience

A Master's degree in economics, public administration, finance, international development, climate change-related fields (e.g., environmental studies), or a related discipline.

The candidate must have at least 2 years of experience working on climate and/or international development issues, with a multilateral or intergovernmental context. Prior experience at the World Bank Group and familiarity with country-led coalitions is an added benefit.

Other Selection Criteria

• Excellent event management skills, including managing logistics, timelines, and coordinating with various stakeholders. • Proven track record of consistently demonstrating meticulous attention to detail, ensuring accuracy and excellence in all aspects of project management.• Expertise in climate work and familiarity with global institutional processes and major players in the field of climate change.• Experience working on and in developing countries and/or working in international organizations.• Strong communication and facilitation skills, with an ability to engage and build relationships with stakeholders from various culturally diverse backgrounds.• Ability to work flexibly on a range of assignments and adjust to a variety of complex evolving tasks to meet tight and rolling deadlines.• Strong interpersonal skills and the capacity to work in diverse teams, across organizational boundaries, and in multi-cultural environments.

BACKGROUND

Purpose Of Activity/Assignment:

The consultant will support and contribute to the drafting and testing of an international statistical classification on alternative care of children. This will involve preparing drafts of the statistical classification document, setting up and facilitating an online country consultation process and leading the preparation, implementation and follow-up of a multi-country pilot testing of the draft statistical classification.

Scope Of Work:

Despite existing obligations, policies and reform efforts, children in alternative care are frequently missing in official statistics and national and international indicator frameworks. In 2022, the Conference of European Statisticians (CES) issued the 2022 Guidance on Statistics on Children: Spotlight on children exposed to violence, in alternative care, and with disabilities. The CES guidelines conclude with a recommendation for countries to adopt standardized definitions and classifications for alternative care, for the two main types of alternative care (residential and family-based care), and for sub-types of family-based care and of residential care (e.g., institutional care). However, as the CES guidelines underscore, there currently exist no internationally accepted standard definitions or classifications for statistics on children in alternative care. The definition of alternative care and of the different types of care (e.g., residential care and family-based care) provided in the 2009 Guidelines do not serve the purpose of a statistical definition or classification.

The Child Protection and Development Unit in the Data and Analytics section is seeking a consultant to support and contribute to different stages of work towards the finalization of a standard international statistical classification and operational definitions on alternative care for children in order to promote the collection and classification of consistent and internationally comparable statistics on children in alternative care.

The classification is intended to applicable to all types of data on alternative care for children, including administrative records as well as data collected in dedicated surveys on children in alternative care or specifically on children in institutions, or household surveys or censuses gathering demographic data on children living in formal or informal family-based care arrangements (e.g., foster care, kinship care). The classification covers the two main types of alternative care arrangements (i.e., residential care and family-based care) as well as the main sub-types of these two forms of alternative care (e.g., kinship and foster care in the case of family-based care). The statistical classification is expected to follow a similar structure and cover comparable content as the International Classification of Violence against Children.

Terms of Reference / Deliverables

Deliverable 1:

In close collaboration and working with the UNICEF Senior Advisor for Statistics and Monitoring, the incumbent is responsible for the following deliverables:

Preparation of first draft

Qualifications:

Education
• Master’s Degree or equivalent in Development Studies, Social Work, or other related social science field with significant research components.
• The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook.

Work Experience:
• At least 10 (ten) years’ working experience conducting international research in the broad area of child protection and/or children’s rights.
• Knowledge and familiarity with existing statistical classification manuals and the main principles and components.
• Knowledge and familiarity with existing frameworks and guidelines related to alternative care.

Competencies:
• Fluency in English. Intermediate skills in a second UN language would be an advantage.
• Excellent written communication and interpersonal skills.
• Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with partners.
• Strong time management skills and an ability to adhere to deadlines.
