DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The Houston Information Technology Services (HITS) Network & Telecom services team supports an infrastructure that consists of more than 350 sites spread across the City of Houston (COH). This includes thousands of network devices and multiple datacenters which collectively support the needs of over 20,000 city employees and 23 city departments including mission-critical public safety services. This IT Manager – Infrastructure position is crucial to helping the City of Houston to develop and maintain a robust, resilient, and secure network infrastructure.

This position oversees the telecommunications group within the Enterprise Infrastructure Division of HITS. The telecom group is responsible for all voice communications, wireless mobility services, and wireline connectivity solutions within the COH. The COH operates an Enterprise VoIP infrastructure that supports 13,000 devices and a Contact Center environment that consists of 36 call centers processing almost 6,000,000 calls per year. In addition, this group also supports analog services including fax, POTS lines, and paging systems.

This candidate will play a major role in developing sound telecommunications expense controls, providing guidance to junior team members, and maintaining professional communication with business stakeholders and customers. The Manager will oversee several full-time employees and take ownership of managed services that fall under the telecom umbrella. The candidate will also participate in the preparation, analysis, and execution of Requests for Proposals (RFPs) and ensures the selection of qualified vendors.

• Extensive experience managing multi-million-dollar telecommunications vendor contracts
• Wired and Wireless connectivity, contract, performance, and cost management
• TEM (Telecom Expense Management) Solutions

• Wireless (Cellular) Device Management
The ideal candidate should have a strong understanding of network security best practices (both theoretical and applied) and must adhere to all Cybersecurity Policies and Procedures to ensure the Confidentiality, Integrity, and Availability of critical systems. Prior experience with FBI CJIS requirements and familiarity with FIPS 140-2 is preferred but not required. Candidate must successfully pass a CJIS background investigation with the Houston Police Department within 6 months of hire.

WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.EDUCATION
Requires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field.

EXPERIENCE
At least eight (8) years of technology experience supporting IT infrastructure of a department or enterprise IT environment that includes two (2) years supervising a technology team.

Preferences shall be given to those with the following:
• Experience as a telecom manager in an enterprise environment with more than 50 sites
• Extensive knowledge of VoIP and Contact Center services
• Experience managing public sector telecommunications and voice service contracts.

Our valued client is seeking a Senior Telecom Project Manager with expertise in contract & billing management and TEM applications to lead global enterprise wide telecom initiatives.

Purpose:

As a telecommunications technology manager you will plan, organize, and oversee telecom objectives from start to finish. You will communicate with IDS Application, AR/AP, Vendor/Supplier, and management teams. This includes contract management, vendor account management, access management, across multiple internal/external systems such as vendor web-based portals. Regular updates to upper management on the status of telecom goals and objectives is required. Telecom services are critical to the day to day operation of Nutrien.

Responsibilities:
• Weekly Accounts payable meetings to discuss any billing issues across four ERP systems/groups (PeopleSoft, SAP S4 Hana, SAP ECC, Oracle).
• Weekly Tangoe TEM meeting – Discuss and resolve TEM platform orders, issues, objectives and keep teams on task to deliver those goals.
• Vendor meetings and Quarterly Business Reviews as required with various large carriers (AT&T Verizon, Lumen, Bell, Telus, Rogers).
• Analysis of services and costs trending
• Service Now management, ticket creation, action, for resolution, typically tier 2 tier 3 escalations requiring vendor/end-user engagement. Updates/changes to Service Now workflows.
• White Glove VIP Support for ELT device setup and travel, both domestic and international.
• Negotiate, review, and submit contracts to legal for telecommunications contracts and push to completion.
• Risk management: They must be able to identify potential risks and take measures to mitigate them before they can negatively impact the project. Both from a end-user safety perspective as well as enterprise cyber-security perspective.
• Accustomed to working with organizations and vendors providing various types of documentation (contract, billing, vendor, status reports, budget tracking, Tangoe, IDS Telecom Applications(Intune, ABM, ZeroTouch etc.) project delivery, managing SCRUMS, etc.)

Must Haves:
• 10+ years as an Telecom Project Manager managing global enterprise level telecom projects
• Telecom Expense Management (TEM) and TEM applications (Tangoe, InTune, ABM, ZeroTouch)
• Billing dispute management (PeopleSoft, SAP S4 HANA, SAP ECC, Oracle)
