Overview
POSITION SUMMARY:
Under the direction of the Pharmacy Program Manager or designee, the Pharmacy Business System Analyst is responsible for compiling and translating the business and clinical requirements of the MassHealth Pharmacy Program into functional requirements for use by technical teams in the development, enhancement, and modification of the various applications of the Pharmacy On-line Processing System (POPS). The Pharmacy Business System Analyst also is responsible for software development life-cycle quality assurance, including testing and re-testing of software, for the POPS system changes.
Responsibilities
ESSENTIAL FUNCTIONS:
Participate in and contribute to the needs assessment and system requirement identification for the POPS solution through technical and functional consultation.
• Facilitate discussions regarding enhancements and solutions for the POPS.
• Collaborate on the development of functional specifications with other organizations with a relationship to POPS or the pharmacy program, including but not limited to the POPS Vendor, EOHHS, UMASS, and Managed Care Entities.
• Develop functional specifications documents for POPS.
• Ensure ongoing accuracy of systems documentation.
• Develop and execute test plans and test cases that comprehensively test software changes.
• Participate in POPS user acceptance testing activities.
• Develop assessments of the cost/benefit and feasibility of software changes and make recommendations of best alternatives.
• Monitor the schedule of deliverables against the program's priorities and timelines, including communicating delays and schedule changes to the POPS Program Manager.
• Monitor and review data exchanges between POPS and other organizations including but not limited to EOHHS, UMASS, Managed Care Entities, and various contracted entities.
• Establish and maintain communications between the various entities that comprise the pharmacy program and within EOHHS as directed, including but not limited to the POPS Vendor, UMMS IT, EOHHS, and Managed Care Entities.
• Communicate with stakeholders regarding timelines for changes and enhancements to POPS system.
• Participate in annual POPS Disaster Recovery exercises.
• Assist EOHHS and UMASS with ad hoc requests and/or reporting by:
• identifying opportunities to turn ad-hoc reports into self-service dashboards of recurring reports
• supporting, in-taking, managing and resolving issues identified with external/internal data
• Assist EOHHS and UMASS with the assessment of and/or procurement of related system applications and enhancements to applications.
• Performs other related duties as assigned.
Qualifications
REQUIRED EDUCATION
Bachelor's Level Degree or equivalent
REQUIRED WORK EXPERIENCE
2 - 4 years of related experience
Excellent oral and written communication skills.
Demonstrated ability to work in complex environment.
Demonstrated strong problem-solving skills with an ability to take ownership of tasks.
Demonstrated innovation, flexibility, and creativity.
Ability to travel to off-site locations.
PREFERRED WORK EXPERIENCE
Experience working on IT projects, including in a claim adjudication environment.
Experience with analytics tools such as SQl.
Experience with process follow and process follow documentation
Experience within the Healthcare system, ideally pharmacy experience
Demonstrated understanding of data warehousing and data reconciliation.
Experience working with federal and state agencies preferred.

POSITION SUMMARY:
Under the general direction of the Chief Medical Officer/Director of Office of Clinical Affairs (OCA) or his/her designee, the Program Manager, Population Health manages the day-to-day operations of short term and multi-year population health projects. The Program Manager is responsible for the implementation of population health projects from inception to completion and manages and coordinates these activities.
Responsibilities
ESSENTIAL FUNCTIONS:
Population Health Strategy
• Support development of OCA population health strategy, including development of key objectives, measures, and monitoring and evaluation plans in conjunction with OCA clinical and quality teams and leadership.
• Collect and review relevant population health data and synthesize to support presentation and communication, including of visual displays of data, for relevant stakeholders
• Population Health Projects
• Lead the development of population health project plans and programs in conjunction with senior leadership
• Convene and provide overall direction to project/program teams, which may consist of data staff, associates, and coordinators for the development of project work plans, literature reviews, data analysis plans and reports
• Prepares project/program budgets and manages expenditures with the department administrator
• Identify necessary resources for projects/programs, including organizing and coordinating resources from OCA and MassHealth
• Monitor work progress, including timely data analysis and reports, and ensure timely completion of projects
• May act in a project management capacity and be responsible for managing day-to-day logistics and operational needs of the projects/programs, convening and providing overall to direction to project/program teams and identifying and addressing problems which may adversely affect project/program work. Summarize findings of data analysis and incorporate pertinent information into project/program presentations
• Participate in the hiring, advising, and direct supervision and performance evaluation of other staff. Provide functional supervision of other specific project/program staff as needed
• Review and monitor compliance with the federal and state regulations.

Qualifications
REQUIRED QUALIFICATIONS:
• Masters' Level degree in Health Care or Business Administration, Public Health, or a health policy related health care field or equivalent
• 3- years experience in developing, implementing, and evaluating health and/or population health initiatives
• Experience working in a health or healthcare setting
• Project Management Professional (PMP) Certification or the ability to obtain certification within the first six months of employment
• Proven administrative and management ability in complex environments
• Excellent writing, editing, communications, interpersonal, and organizational skills
PREFERRED QUALIFICATIONS:
• 3-5 years project management experience in population health
• 1-3 years demonstrated experience in independently managing the day-to-day aspects of population health projects

The Rock laboratory is investigating how the immune system carries out immune surveillance to detect and eliminate viral infections and cancers. Among the areas of research are: (1) The mechanisms by which dendritic cells acquire and display antigens to CB8 T cells (cross presentation), a process that is essential for immune surveillance of tissues; and, (2) The antigen presentation... pathway by which virally infected or cancer cells display their antigens to effector CB8 T cells (MHC class I antigen presentation), a process that is essential for the immune system to detect and eliminate these pathological cells. The successful candidate will become involved in one or more of the above projects based on project opportunities and the candidate's interest and skills.
The Rock laboratory is in a new state of the art research building and part of a very strong and interactive immunology community at UMass Chan Medical School. UMass Chan Medical School is located in Worcester, Massachusetts, just outside of Boston.
The position requires a PhD in immunology, biology, or a related area. The ideal candidate has substantial experience in experimental immunology and molecular biology and has published first author papers in peer- reviewed journals.
