OVERVIEW OF THE FUNCTIONS OF THE POST Long Description
The World Heritage Cities Programme is one of six thematic programmes formally approved and monitored by the World Heritage Committee. The programme assists States Parties in the challenges of protecting and managing their urban heritage and integrating with sustainable urban development. The programme includes communication and exchange across more than 300 World Heritage cities, the development of guidance and good practices around urban heritage conservation. Using the 2011 UNESCO Recommendation on the Historic Urban Landscape as a tool, the programme focuses on innovative solutions, strategies and building capacities through collaboration and co-learning, as well as mapping and analysis of urban forms.
The UNESCO Recommendation on the Historic Urban Landscape (HUL Recommendation) was adopted by the 36th Session of the UNESCO General Conference in 2011, and it presents an innovative integrated approach to urban conservation.

Long Description
Under the overall authority of the Assistant Director-General for Culture (ADG/CLT), the general supervision of the Director of World Heritage, the direct supervision of the Deputy Director of World Heritage, the incumbent shall carry out the following tasks:
1. Development and management of World Heritage Canopy online database of good practice cases in historical urban contexts related to the implementation of HUL approach, sustainable development practices, heritage protection, etc., in consultation with the concerned Field Offices and WHC Regional Units, including coordination, research and writing of good practice cases, creation of visuals and publication using web tools.
2. Development and management of Understanding Urban Heritage mapping tool and platform, including coordination, digital mapping and data management using GIS, research and writing of case studies, creation of visuals and publication using web tools.
3. Content development and layouting of websites related to the HUL Recommendation and the World Heritage Cities Programme.
4. Researching and gathering information on the cities in the World Heritage Cities Programme, their programmes and activities, and developing a collection of good practice cases in historic urban contexts related to the implementation of HUL Recommendation, vernacular architecture in historic settlements, sustainable development practices, heritage protection, and related topics.
5. Assist in the development of technical publications Understanding World Heritage Cities, Managing World Heritage Cities and World Heritage Cities and Climate Change, including layouting, drafting and research support.
6. Assist in statutory processes concerning the implementation of HUL Recommendation, especially the follow-up of the Third Consolidated Report on the implementation of the HUL Recommendation and related outputs including for the Executive Board.
7. Assist in the preparation of capacity building workshops and events within the World Heritage Cities Programme and the HUL Recommendation as necessary.
8. Perform other related tasks requested by supervisor, as appropriate.

REQUIRED QUALIFICATIONS
Education
• Advanced university degree (Masters or equivalent) in the field of culture (architecture, urban design, landscape architecture, heritage conservation) or social sciences (urban studies, geography, international relations). An interest in cities and heritage is preferred.
Work experience
• At least one (1) year of relevant professional experience in research and project implementation in the field of Culture (urban heritage), including at the international level.
Skills and competencies
• Analytical skills to conceptualize issues, process data and synthesize information in coherent and succinct format.
• Excellent written and oral communication skills, in particular the ability to collect, synthesise and analyse information from various sources and on this basis draft working and information documents in a clear and concise manner.
• Project implementation skills with ability to work with local level stakeholders and city authorities.
• Excellent IT skills (Windows suite, Adobe Creative Suite, Geographic Information Systems (ArcGIS Pro, ArcGIS online, QGIS) and Web design (HTML)
• Good adaptation skills to multicultural working environment and ability to communicate sensitively and effectively across different constituencies (national, local partners, donors, experts etc.).

Background
The ‘Strengthening institutional education information systems for data driven education in emergencies and resilience to crises’ initiative responds to the need for comprehensive, disaggregated, timely and reliable Education in Emergencies (EiE) data that can inform education authorities and their partners in better preparing for, responding to, and recovering from the impacts of crises, thus building system-wide resilience.
Following an initial stage of elaborating six country case studies (Chad, Ethiopia, Palestine, South Sudan, Syrian Arab Republic, and Uganda), UNESCO is currently implementing the recommended interventions at both global and national levels in Ethiopia and South Sudan.
The project is managed and coordinated by a global team from UNESCO’s Section of Migration, Displacement, Emergencies, and Education (EME) based at the Geneva Global Hub for Education in Emergencies (GGHEiE) and implemented in direct collaboration with the UNESCO International Institute for Educational Planning (IIEP) and the UNESCO offices in Addis Ababa and Juba.
By bringing together governments and partners from across the humanitarian and development community, the project addresses the challenges facing MoEs and EiE actors in optimizing their role and capacities to reference harmonized information systems that can effectively support coordinated approaches in planning for Education in Emergencies and Protracted Crises.
More specifically, UNESCO and its partners have been implementing actions that can build system capacities all along the EIE Data value chain, by assessing and enhancing the EIE Data enabling environment, the data production tools and processes, while supporting the way MoEs and partners share and use data for coordinated EIE planning and monitoring.
As UNESCO and its partners have been implementing this project in two very different contexts, that have demonstrated more than ever that ‘no one size fits all’, it is important to document what we’ve learned throughout the process and indicate what factors demonstrated to be the real triggers of systemic change. Alon with the evidence gathered from other partners’ experience in other contexts, UNESCO aims to provide actionable knowledge that can benefit practitioners interested in approaching this topic matter.
To fulfil the above-mentioned objectives, enhance visibility on the implemented approach and its links to international and national priorities in the sector of Education, UNESCO seeks to develop adapted knowledge and advocacy tools to:
a) Enhance the visibility of the implemented approach, intermediate results, and achievements of the ECW/UNESCO EiE data project among colleagues and partners at the national, regional, and global levels.
b) Promote UNESCO’s expertise in strengthening institutional education information systems for data-driven EiE and resilience to emergencies and protracted crises.

Under the overall authority of the Assistant Director-General for Education, direction of the Director of the Education 2030 Division, guidance of the Chief of the Education for Migration, Displacement and Emergencies (EME) Section based in Paris, and direct supervision of the ECW/EIE Data Project Manager based in Geneva, the selected consultant will be responsible for supporting the project team by:
Collecting and documenting evidence and learning from the UNESCO program implemented in Ethiopia and South Sudan, as well as other partners, to demonstrate the key enablers to systemic change within the Education in Emergencies Data Ecosystem
Consolidating and drafting findings from the evidence and learning collected from partners and colleagues
Supporting the preparation of in-person consultation workshop in occasion of the EIE Data and Evidence Summit foreseen to take place in Spring 2023, including :
Contribute to the preparation of relevant documents, including presentations, and consultation modality
Support in the preparation of related briefing and communication material

Background
The ‘Strengthening institutional education information systems for data driven education in emergencies and resilience to crises’ initiative responds to the need for comprehensive, disaggregated, timely and reliable Education in Emergencies (EiE) data that can inform education authorities and their partners in better preparing for, responding to, and recovering from the impacts of crises, thus building system-wide resilience.
Following an initial stage of elaborating six country case studies (Chad, Ethiopia, Palestine, South Sudan, Syrian Arab Republic, and Uganda), UNESCO is currently implementing the recommended interventions at both global and national levels in Ethiopia and South Sudan.
The project is managed and coordinated by a global team from UNESCO’s Section of Migration, Displacement, Emergencies, and Education (EME) based at the Geneva Global Hub for Education in Emergencies (GGHEiE) and implemented in direct collaboration with the UNESCO International Institute for Educational Planning (IIEP) and the UNESCO offices in Addis Ababa and Juba.
By bringing together governments and partners from across the humanitarian and development community, the project addresses the challenges facing MoEs and EiE actors in optimizing their role and capacities to reference harmonized information systems that can effectively support coordinated approaches in planning for Education in Emergencies and Protracted Crises.
More specifically, UNESCO and its partners have been implementing actions that can build system capacities all along the EIE Data value chain, by assessing and enhancing the EIE Data enabling environment, the data production tools and processes, while supporting the way MoEs and partners share and use data for coordinated EIE planning and monitoring.
As UNESCO and its partners have been implementing this project in two very different contexts, that have demonstrated more than ever that ‘no one size fits all’, it is important to document what we’ve learned throughout the process and indicate what factors demonstrated to be the real triggers of systemic change. Alon with the evidence gathered from other partners’ experience in other contexts, UNESCO aims to provide actionable knowledge that can benefit practitioners interested in approaching this topic matter.
To fulfil the above-mentioned objectives, enhance visibility on the implemented approach and its links to international and national priorities in the sector of Education, UNESCO seeks to develop adapted knowledge and advocacy tools to:
