UNOPS signed an agreement with the United Nations Office of Counter-Terrorism to support the implementation of activities of the Global Victims of Terrorism Support Programme.
The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017 (A/RES/71/291). The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.
The UNCCT launched its Global Victims of Terrorism Support Programme in June 2018. The Programme seeks to stand in solidarity with victims and to provide outreach, awareness raising and capacity building activities to both, Member States and other partners, and to provide guidance to policy makers and practitioners on support and assistance to victims and survivors of terrorism. Promoting and protecting the rights of victims and survivors of terrorism and addressing their needs is one of the key priorities of UNOCT/UNCCT.
The Consultant will be located in the Victims of Terrorism Unit of the United Nations Office of Counter-Terrorism.
The overall objective of the assignment is to support the implementation of technical assistance under the framework of the ‘Model Legislative Provisions to support the rights and address the needs of victims of terrorism” (the MLP), which have been developed under the tripartite UN-IPU Initiative. The consultant will work closely with UNOCT, and UNODC to ensure the implementation at country level of the “MLP by initiating the desk research and legal analysis; coordinating the technical assistance phase of the MLP; and co-leading the organization and delivery of the workshops at country level.
The incumbent of this position will be a personnel of UNOPS under its full responsibility.
Functional Responsibilities
Purpose and Scope of Assignment
Under the supervision of the Senior Portfolio Manager and upon agreement on the specific deliverables, the contractor will carry out the following tasks:
• Investigate and perform a desk review of existing legislative measures and national action plans in the selected pilot countries in order to begin the implementation phase of the “Model Legislative Provisions project to support the rights and address the needs of victims of terrorism”;
• Provide legal opinion based on the desk review on how to strengthen national laws and build comprehensive national action plans for victims of terrorism in the selected pilot countries;
• Participate in the organization and implementation of the training workshops in collaboration with UNODC and UNOCT. The incumbent will be expected to travel to the selected pilot countries to co-implement the necessary training workshops per each country.
• Develop technical briefing papers, oral and written presentations on all legislative provisions needed, and other material, as requested, which will be part of the material used during the workshops.
• Ensure that a gender perspective is included in all workshops.
• Liaise with key stakeholders at national level to ensure participation of all relevant government officials, civil society organizations and victims/survivors of terrorism to the workshops.
• Draft and produce workshops reports and a final project report including outcomes of all workshops and way forward for the pilot countries.
• Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Background Information - Sri Lanka
UNOPS has supported Sri Lanka’s development since 1998, expanding operations in 2005 to support the post-tsunami response and reconstruction process. Within the organization’s mandate in project management, infrastructure, and procurement, UNOPS Sri Lanka implements customized socio-economic development projects that benefit vulnerable people and develop national capacities. Achievements in Sri Lanka include the development of sustainable and climate-resilient infrastructure, procurement services & capacity building, and project management in education, fisheries, roads, health, water supply systems; flood control and sanitation, and integrated solid waste management sectors. UNOPS works closely with Government counterparts and communities to ensure increased ownership, sustainability, and accountability of Projects.
UNOPS Sri Lanka facilitated over $22 million worth of procurement of COVID-19 protection equipment and services in partnership with the World Bank, the Government of Japan, and the United Nations Multi-Partner Trust Fund. Currently, UNOPS is conducting about $5 million pharmaceutical procurement to strengthen the Sri Lanka health system and support the people in need.
In the context of the current crisis in Sri Lanka and the need to increase our capacity in pharmaceutical procurement, UNOPS is looking for Quality Assurance Specialists, who would be deployed to different projects.
Functional Responsibilities
Under the direction of the Head of Programme, South Asia Multi Country Office, the incumbent will be responsible for the activities of procurement support, coordination with the stakeholders, quality assurance management, and monitoring and process control. 1) Procurement Support
• Utilize his/her quality management expertise to ensure efficient support in the Bid Solicitation & Evaluation process.
• Manage the preparation and issuance of various Expression of interests (EOIs), Request for proposals (RFPs) and Request for quotations (RFQs) for the selection of inspection agencies and testing laboratories.
2) Coordination with Stakeholders
• Overall Coordinate with stakeholders, related regulatory agency, and manufacture/supplier in case of recall or safe disposal of expired/damaged drugs.
• Coordinate with suppliers for the timely readiness of goods for the Pre-dispatch inspection and sampling to initiate the timely delivery as per the delivery schedule mentioned in the contract.
3) Quality Assurance management
• Develop strategies and work plans for the Quality assurance /Quality control (QA/QC) activities.
• Develop and maintain the project's positioning with various local and international actors to ensure the successful implementation of QA/QC activities.
• Carry out SOPs in the field of QA - General Documentation Procedure, Flowchart, Training and training, Sampling of products for quality analysis and retention samples, Product inspection, External audits, Pharmacovigilance, Technovigilance, Health alerts and market products, Returns, Recalls and Event Management due to quality failures
• Analyze the risks and opportunities for the QA/QC operations and/or staff and take appropriate measures.
• Clear the QA/QC activities proposals and reports for submission to donors/government.
• Handle the quality complaint and do investigation and write the investigation reports to look for the root cause of the complaint.
• Responsible for the development and maintenance of the QA standards and systems ensuring compliance according to GMP (Good Manufacturing Practice) and Marketing Authorizations.
• Review the technical specifications and advise suitable modifications for a better-quality product and at the same time allowing maximum competition.
• Work with quality analysis laboratories with ISO 17025 and WHO guidelines for GLP (Good Laboratory Practices).
• Review quality documentation, Produce product quality reviews, Contribute to preventative actions, Review and approve batch manufacturing and packaging documentation, Perform audits.

Functional Responsibilities
Under the direction of the Head of Programme, South Asia Multi Country Office, the incumbent will be responsible for the activities of procurement support, coordination with the stakeholders, quality assurance management, and monitoring and process control. 1) Procurement Support
• Utilize his/her quality management expertise to ensure efficient support in the Bid Solicitation & Evaluation process.
• Manage the preparation and issuance of various Expression of interests (EOIs), Request for proposals (RFPs) and Request for quotations (RFQs) for the selection of inspection agencies and testing laboratories.
2) Coordination with Stakeholders
• Overall Coordinate with stakeholders, related regulatory agency, and manufacture/supplier in case of recall or safe disposal of expired/damaged drugs.
• Coordinate with suppliers for the timely readiness of goods for the Pre-dispatch inspection and sampling to initiate the timely delivery as per the delivery schedule mentioned in the contract.
3) Quality Assurance management
• Develop strategies and work plans for the Quality assurance /Quality control (QA/QC) activities.

• Analyze the risks and opportunities for the QA/QC operations and/or staff and take appropriate measures.

1- Technical Product Development:
• Develop, document, test, deploy and debug applications and systems (including back-end architectures and front-end interfaces) that will be used by the GDAI project;

The key stakeholders, but also direct users of support at the local level, will be local governments (cities and municipalities), including their administrations/staff, organisations, and local institutions (Centres for Social Work - CSWs, Primary Health Centres - PHCs, pre-school institutions and schools), local Civil Society Organisations – CSOs. The final users of support will be the citizens from participating LGs from the Region of Šumadija and Western Serbia, and the Region of Southern and Eastern Serbia.
All Programme activities will be undertaken in partnership with the Government of Serbia, especially the Ministry of Public Administration and Local Self-Governments (MPALSG), the Ministry of Labour, Employment, Veteran and Social Affairs (MLEVSA), the Ministry of Environmental Protection (MEP), and the Standing Conference of Towns and Municipalities (SCTM).
The Programme will coordinate its activities with the key line-national-level institutions, while observing the national strategies, laws and relevant development documents, which will contribute to sustainability, ensure national ownership and develop national capacities.

The LGs will be selected through an open Call for Expression of Interest, when LGs will elaborate the common interest for establishing the inter-municipal cooperation (IMC), the envisaged modalities of cooperation, and the type(s) of social protection services they are planning to set up. The ultimate intention of the TA is to lead to signing the Agreement on the IMC as the basis for joint delivery of social protection services. However, TA will include other stakeholders such as Centre for Social Welfare (CSW) and civil society organisations (CSOs). In addition, implementation of officially established IMC could be further supported through Programme grant methodology for LGs to implement social protection services.

Functional Responsibilities
Under the direct supervision and guidance of the Officer for Social Inclusion, the Capacity Building Officer for inter-municipal cooperation (IMC) for provision of social protection services (the Officer) will be responsible for conceptualisation and provision of technical assistance to selected LGs. The Officer will contribute to strengthening of participating LGs`capacities that would lead to establishment of IMC for provision of social protection services.
The Officer will undertake below activities/responsibilities: Preparatory activities:
• Study the Programme document and acquire necessary understanding of the context and the Programme’s objectives
• Prepare detailed approach for implementation of the TA, ensuring that good governance (GG) principles were applied throughout the process
• Identify key policy and potential legal, institutional or administrative impediments and elaborate what will be the Programme’s approach in addressing them
• Prepare detailed work plan for implementing the activities that must include, among other, visits and consultations with the LGs and the relevant local institutions such as Centre for Social Welfare (CSW)
• Consult with the competent representatives of the Ministry of Labour, Employment, Veterans and Social Affairs (MLEVSA) and Standing Conference of Towns and Municipalities (SCTM)
Delivery of technical assistance:
• Delivering up-to two 2-day workshops:
• Develop the approach, methodology, workshop agenda and other relevant material for the workshop(s). The approach should apply participatory approach in communication with all workshop participants;
• Facilitate and deliver up-to two 2-day workshop(s);
• The main, but not exclusive, topics of the workshop(s) should cover: policy discussions on establishing IMCs, including existing comparative examples; legal basis for joint implementation of social protection services in accordance with the Article 88 of the Law on Local Self-Government; GG aspects of IMC in terms of process of negotiation with potential partner LG, protocols for the exchange of information, technical or institutional management, financial implications, monitoring of joint delivery of service and evaluation of their results;
• Prepare workshop report.
Provision of mentoring support:
• Visit at least five selected LGs and consult with the key contacts regarding current needs and interest for joint delivery of social protection services
• Prepare concept/tailor-made plan for capacity development of selected LGs to develop new or enhancing the existing LGs capacities for creating an IMC by applying GG principles in the pertained processes;
• Identify specificities of potential IMC, for the delivery of workshops and provide recommendation to the Programme;

Education

• Minimum two years of experience related to capacity development of local or national institutions in Serbia is required.

The CSOs will be selected through an open Call for Expression of Interest, when CSOs will elaborate the interest for licensing, the type(s) of social protection services they are planning to set up and experience in provision of services. The priority will be given to those from undeveloped or less developed municipalities with lack of pluralism of service providers. The technical assistance (TA) will be exclusively focused on licensing processes related to four services from two categories of services: a) daily care centre, home care and personal companion of child with disabilities from category daily community services, and b) personal assistance of child with disabilities from category support services for independent living. The ultimate intention of the TA is to lead to increased capacities of CSOs for the licensing process for service providers of social protection services, their initiation of licensing process and ultimately issuing of licences. This will contribute to diversification of social service providers at the local level, thus contributing to the quality of services and the quality of life of social services end-users.

• Prepare the workshop report.
Provision of mentoring support:
• Visit up to eight selected CSOs and consult with the key contacts of selected CSOs regarding current capacities, common local needs, type of social protection services for issuing of licence and conditions which should be improved to meet the criteria for licensing
• Prepare concept/tailor-made plan for capacity development of each selected CSOs to develop new or enhancing the existing CSO capacities for licensing
• Identify issues and areas that need special attention and suggest measures for re-alignment to the Programme
• Support in preparing relevant templates for licensing process
• Support improving the knowledge and capacity of CSOs for the licensing process and for their role of social protection service providers in local communities.
Delivering three-day workshop:

The PRO-Local Governance for People and Nature Programme, is designed to contribute to improving the well-being and quality of life of citizens through improved local governance, social inclusion and environmental protection in 99 cities and municipalities in two regions: Šumadija and Western Serbia and Southern and Eastern Serbia. The Government of Switzerland has allocated CHF 9 million to fund the Programme which will be implemented by the United Nations Office for Project Services (UNOPS) in partnership with UN agencies (1) over a period of 48 months.
To achieve the Programme’s Objective, the intervention will focus on three key Pillars and Outcomes:
• Pillar Good Governance, Outcome 1: LGs improve capacities and apply good governance principles in practice;
• Pillar Social Inclusion, Outcome 2: LGs and other relevant local actors improve capacities and develop evidence-based local social protection policies;

The CSOs will be selected through an open Call for Expression of Interest, when CSOs will elaborate the interest for licensing, the type(s) of social protection services they are planning to set up and experience in provision of services. The technical assistance (TA) will be exclusively focused on licensing processes related to four services from two categories of services: a) daily care centre, home care and personal companion of child with disabilities from category daily community services, and b) personal assistance of child with disabilities from category support services for independent living. The ultimate intention of the TA is to lead to increased capacities of CSOs for the licensing process for service providers of social protection services, their initiation of licensing process and ultimately issuing of licences. • A retainer ICA does not accord any exclusivity to the Individual Contractor with respect to the Services listed in the job description. UNOPS shall have no limitation on its right to obtain Services of the same kind from any other source at any time.
• A retainer Individual Contractor Agreement (ICA) is issued for a period of time during which the services of the individual contractor may be required intermittently.

The writer/Editor will perform the following functions:
Write, copy edit and/or proofread a range of externally-facing content about UNOPS work and activities including news articles, feature stories, newsletters, op-eds, blogs, press releases, publications and reports, brochures and information sheets
• Provide writing support for social media campaigns covering a diverse range of themes and for a variety of social media channels.
• Provide writing, editing and/or proofreading support for internal communications products as needed

• UNOPS Individual Contractors must comply with all applicable UNOPS policies and instructions. This includes the obligation to declare any outside activity that could result in an actual or perceived conflict with the interests of the UN; as well as to refrain from using information gained through the UNOPS Individual Contractor Agreement contract for the Individual Contractor’s own purposes or to help a third party (unless the information is already in the public domain), in particular, but not only in relation to the procurement of works, goods and services.
• UNOPS Individual Contractors must abide by UN safety and security policies, instructions, directives, plans and procedures of the UN Security Management System and that of UNOPS.
