Under the direction of the South Puget Sound Region Engineer, you will be responsible for administering the road maintenance program for the region. Working together with the heavy equipment supervisor and operators, state lands engineers, various state agencies, and other internal and external stakeholders. You will plan, permit, purchase materials, implement, and comply road maintenance projects. Your experience and skills will assist the regions’ engineers with stream crossing designs including fish passage structures and all phases of public works contracts.Responsibilities:
Some of what you will do:
• Determine and develop complete work prescriptions for road improvement and maintenance needs on forest roads.
• Perform professional level engineering work in the development of Public Work Contracts, and “in-house” construction projects associated with the construction of forest roads, bridge and culvert structures, and fish passage and stream restoration/improvements projects.
• Inspect, track and report on Fish Passage structures
• Assist with and review designs performed by other state lands engineers
• Utilize GIS to plan, schedule and report heavy equipment projects and accomplishments.
• Build and maintain professional working relationships and participate in Forest Practice ID Meetings related to fish passage.
Required Qualifications:
• A Bachelor’s degree in Forest or Civil Engineering or closely related field.
• A minimum of 4 years’ experience in the use of engineering principles in relation to design and construction of forest roads and bridges. This should include the completion of designs for at least 5 fish-passable stream crossing structures or designs equivalent in complexity.
• A minimum of 3 years’ experience in Public Works contracting, including writing, reviewing and complying contracts, and an understanding of Washington State contracting and purchasing laws and regulations.
• Knowledge of and experience in surveying and surveying principles.
• Excellent communication, problem solving and organizational skills.
• Registration as an Engineer-In-Training (or ability to obtain Engineer-In-Training status within 12 months)

Correctional Industries is committed to maintain and expand incarcerated individuals work training programs which develop marketable skills, instill and promote positive work ethics, and reduce the tax burden of corrections. This position supports that objective by providing business related services for the production unit operations located at the Washington State Penitentiary. This position also maintains security and control over incarcerated individuals working in the business office and provides skills training to incarcerated workers in accordance with CI Legislative mandate.
Duties may include, but are not limited to:
Acts as business manager for CI operations at WSP:
• Supervises all forecasting/budgeting, accounting, financial reporting, order entry, purchasing/receiving activities for the Site according to CI, DOC, and OFM policies. Responsible for processing and maintain Timekeeping and I/I payroll.
Supervise staff and incarcerated individuals SBU/accounting/inventory training in all CI areas. Ensures compliance in all accounting areas. Support General Manager by working with production shop supervisors on financial issues.
• Prepares data for monthly financial statements and communicates financial data to CI HQ accounting department in an accurate and timely manner. Monitors forecasted data to actual data and researches variances.
• Responsible for all Accounts Payable to include payables, receiving, credit card purchases and order entry functions. Oversees and prepares purchase order/vendor payment documents. Assures purchasing, payables and accounts receivable/order entry procedures are within divisional, department, and state regulations.
• Responsible for all Accounts Receivable business, sales orders, invoicing, creating batches for CIHQ and communication with customers and shops.
• Responsible for control and accurate reporting and accounting of inventory. Works with State Auditor and CI Internal Auditors during annual audits. Responsible for production shop’s end-of-month inventories and monthly reconciliations.
• Assists with material controls and controls waste utilizing 5S theory of LEAN.
Assist General Manager with development of Cost Benefit Analysis (CBA)
• Responsible for financial analysis for the production units; cost benefit analysis for projects, expansion, replacement of equipment and new operations; lease vs. buy decision; net present value and cost of capital analysis for evaluation of financing alternatives.
• Prepares and submits required reports associated with month and fiscal year end in an accurate and timely manner. Submits Monthly Variance Reports to CI/HQ. Monitors variances from forecast and identifies reasons. Conduct cost, volume, profit analysis, breakeven, and sales mix analysis.
Supervises property management system for Site’s capital assets and reporting equipment inventory
• Ensures that equipment is properly tagged in compliance with CI and OFM policies. Ensures that capital data information is properly completed and submitted to CI HQ in accordance with CI capital asset policies.
Supervises hiring and training of incarcerated workers. Participates on hiring panels for future CI staff.
• Operates a safety accident prevention program in accordance with Department policy; ensures staff and incarcerated workers receive safety training and adhere to safe work practices.
• Hires and evaluates performance of incarcerated workers that work in the business office; ensures incarcerated worker personnel actions and compensation are managed in accordance with Department policy directives.
• Approves incarcerated individuals monthly payroll.
Other duties as assigned*
Required Qualifications:
• Graduation from high school or GEDequivalent.
• Two years experience in business-management/accounting.
• 45 credit hours in college level courses from colleges and universities whose accreditations are recognized by the U.S. Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA) for Accounting OR Business Management may replace 1 year experience.
• Computer literate with a good understanding/working knowledge of Microsoft Access, Word, Excel, Outlook.

Acts as business manager for CI operations at WSP:
• Supervises all forecasting/budgeting, accounting, financial reporting, order entry, purchasing/receiving activities for the Site according to CI, DOC, and OFM policies. Responsible for processing and maintain Timekeeping and I/I payroll.
Supervise staff and incarcerated individuals SBU/accounting/inventory training in all CI areas. Ensures compliance in all accounting areas. Support General Manager by working with production shop supervisors on financial issues.
• Prepares data for monthly financial statements and communicates financial data to CI HQ accounting department in an accurate and timely manner. Monitors forecasted data to actual data and researches variances.
• Responsible for all Accounts Payable to include payables, receiving, credit card purchases and order entry functions. Oversees and prepares purchase order/vendor payment documents. Assures purchasing, payables and accounts receivable/order entry procedures are within divisional, department, and state regulations.
• Responsible for all Accounts Receivable business, sales orders, invoicing, creating batches for CIHQ and communication with customers and shops.
• Responsible for control and accurate reporting and accounting of inventory. Works with State Auditor and CI Internal Auditors during annual audits. Responsible for production shop’s end-of-month inventories and monthly reconciliations.
• Assists with material controls and controls waste utilizing 5S theory of LEAN.
Assist General Manager with development of Cost Benefit Analysis (CBA)
• Responsible for financial analysis for the production units; cost benefit analysis for projects, expansion, replacement of equipment and new operations; lease vs. buy decision; net present value and cost of capital analysis for evaluation of financing alternatives.
• Prepares and submits required reports associated with month and fiscal year end in an accurate and timely manner. Submits Monthly Variance Reports to CI/HQ. Monitors variances from forecast and identifies reasons. Conduct cost, volume, profit analysis, breakeven, and sales mix analysis.
Supervises property management system for Site’s capital assets and reporting equipment inventory
• Ensures that equipment is properly tagged in compliance with CI and OFM policies. Ensures that capital data information is properly completed and submitted to CI HQ in accordance with CI capital asset policies.
Supervises hiring and training of incarcerated workers. Participates on hiring panels for future CI staff.
• Operates a safety accident prevention program in accordance with Department policy; ensures staff and incarcerated workers receive safety training and adhere to safe work practices.
• Hires and evaluates performance of incarcerated workers that work in the business office; ensures incarcerated worker personnel actions and compensation are managed in accordance with Department policy directives.
• Approves incarcerated individuals monthly payroll.
