Under the direction of the South Puget Sound Region Engineer, you will be responsible for administering the road maintenance program for the region. Working together with the heavy equipment supervisor and operators, state lands engineers, various state agencies, and other internal and external stakeholders. You will plan, permit, purchase materials, implement, and comply road maintenance projects. Your experience and skills will assist the regions’ engineers with stream crossing designs including fish passage structures and all phases of public works contracts.Responsibilities:
Some of what you will do:
• Determine and develop complete work prescriptions for road improvement and maintenance needs on forest roads.
• Perform professional level engineering work in the development of Public Work Contracts, and “in-house” construction projects associated with the construction of forest roads, bridge and culvert structures, and fish passage and stream restoration/improvements projects.
• Inspect, track and report on Fish Passage structures
• Assist with and review designs performed by other state lands engineers
• Utilize GIS to plan, schedule and report heavy equipment projects and accomplishments.
• Build and maintain professional working relationships and participate in Forest Practice ID Meetings related to fish passage.
Required Qualifications:
• A Bachelor’s degree in Forest or Civil Engineering or closely related field.
• A minimum of 4 years’ experience in the use of engineering principles in relation to design and construction of forest roads and bridges. This should include the completion of designs for at least 5 fish-passable stream crossing structures or designs equivalent in complexity.
• A minimum of 3 years’ experience in Public Works contracting, including writing, reviewing and complying contracts, and an understanding of Washington State contracting and purchasing laws and regulations.
• Knowledge of and experience in surveying and surveying principles.
• Excellent communication, problem solving and organizational skills.
• Registration as an Engineer-In-Training (or ability to obtain Engineer-In-Training status within 12 months)
OR Registration as a Professional Forest Engineer or Civil Engineer in the State of Washington
OR another State based on registration requirements equivalent to those in Washington will substitute for either the education or experience requirements.

Working Conditions:
• Must be at least 18 years of age at the time of hire.
• A portion (30%) of the work is performed in isolated unimproved natural forestry settings. The individual must be able to traverse uneven terrain in all weather conditions. Office work requires use of standard office furniture and equipment (e.g. desks, files, cabinets, computers, telephones, fax machines, copy machines, etc.).
• A portion of work requires traveling alone in the field. Occasional overnight travel may be required for training sessions.
• A valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

Correctional Industries is committed to maintain and expand incarcerated individuals work training programs which develop marketable skills, instill and promote positive work ethics, and reduce the tax burden of corrections. This position supports that objective by providing business related services for the production unit operations located at the Washington State Penitentiary. This position also maintains security and control over incarcerated individuals working in the business office and provides skills training to incarcerated workers in accordance with CI Legislative mandate.
Duties may include, but are not limited to:
Acts as business manager for CI operations at WSP:
• Supervises all forecasting/budgeting, accounting, financial reporting, order entry, purchasing/receiving activities for the Site according to CI, DOC, and OFM policies. Responsible for processing and maintain Timekeeping and I/I payroll.
Supervise staff and incarcerated individuals SBU/accounting/inventory training in all CI areas. Ensures compliance in all accounting areas. Support General Manager by working with production shop supervisors on financial issues.
• Prepares data for monthly financial statements and communicates financial data to CI HQ accounting department in an accurate and timely manner. Monitors forecasted data to actual data and researches variances.
• Responsible for all Accounts Payable to include payables, receiving, credit card purchases and order entry functions. Oversees and prepares purchase order/vendor payment documents. Assures purchasing, payables and accounts receivable/order entry procedures are within divisional, department, and state regulations.
• Responsible for all Accounts Receivable business, sales orders, invoicing, creating batches for CIHQ and communication with customers and shops.
• Responsible for control and accurate reporting and accounting of inventory. Works with State Auditor and CI Internal Auditors during annual audits. Responsible for production shop’s end-of-month inventories and monthly reconciliations.
• Assists with material controls and controls waste utilizing 5S theory of LEAN.
Assist General Manager with development of Cost Benefit Analysis (CBA)
• Responsible for financial analysis for the production units; cost benefit analysis for projects, expansion, replacement of equipment and new operations; lease vs. buy decision; net present value and cost of capital analysis for evaluation of financing alternatives.
• Prepares and submits required reports associated with month and fiscal year end in an accurate and timely manner. Submits Monthly Variance Reports to CI/HQ. Monitors variances from forecast and identifies reasons. Conduct cost, volume, profit analysis, breakeven, and sales mix analysis.
Supervises property management system for Site’s capital assets and reporting equipment inventory
• Ensures that equipment is properly tagged in compliance with CI and OFM policies. Ensures that capital data information is properly completed and submitted to CI HQ in accordance with CI capital asset policies.
Supervises hiring and training of incarcerated workers. Participates on hiring panels for future CI staff.
• Operates a safety accident prevention program in accordance with Department policy; ensures staff and incarcerated workers receive safety training and adhere to safe work practices.
• Hires and evaluates performance of incarcerated workers that work in the business office; ensures incarcerated worker personnel actions and compensation are managed in accordance with Department policy directives.
• Approves incarcerated individuals monthly payroll.
Other duties as assigned*
Required Qualifications:
• Graduation from high school or GEDequivalent.
• Two years experience in business-management/accounting.
• 45 credit hours in college level courses from colleges and universities whose accreditations are recognized by the U.S. Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA) for Accounting OR Business Management may replace 1 year experience.
• Computer literate with a good understanding/working knowledge of Microsoft Access, Word, Excel, Outlook.
Preferred/Desired Qualifications:
• AA degree in accounting from colleges and universities whose accreditations are recognized by the U.S. Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA).

Duties may include, but are not limited to:
Acts as business manager for CI operations at WSP:
• Supervises all forecasting/budgeting, accounting, financial reporting, order entry, purchasing/receiving activities for the Site according to CI, DOC, and OFM policies. Responsible for processing and maintain Timekeeping and I/I payroll.
Supervise staff and incarcerated individuals SBU/accounting/inventory training in all CI areas. Ensures compliance in all accounting areas. Support General Manager by working with production shop supervisors on financial issues.
• Prepares data for monthly financial statements and communicates financial data to CI HQ accounting department in an accurate and timely manner. Monitors forecasted data to actual data and researches variances.
• Responsible for all Accounts Payable to include payables, receiving, credit card purchases and order entry functions. Oversees and prepares purchase order/vendor payment documents. Assures purchasing, payables and accounts receivable/order entry procedures are within divisional, department, and state regulations.
• Responsible for all Accounts Receivable business, sales orders, invoicing, creating batches for CIHQ and communication with customers and shops.
• Responsible for control and accurate reporting and accounting of inventory. Works with State Auditor and CI Internal Auditors during annual audits. Responsible for production shop’s end-of-month inventories and monthly reconciliations.
• Assists with material controls and controls waste utilizing 5S theory of LEAN.
Assist General Manager with development of Cost Benefit Analysis (CBA)
• Responsible for financial analysis for the production units; cost benefit analysis for projects, expansion, replacement of equipment and new operations; lease vs. buy decision; net present value and cost of capital analysis for evaluation of financing alternatives.
• Prepares and submits required reports associated with month and fiscal year end in an accurate and timely manner. Submits Monthly Variance Reports to CI/HQ. Monitors variances from forecast and identifies reasons. Conduct cost, volume, profit analysis, breakeven, and sales mix analysis.
Supervises property management system for Site’s capital assets and reporting equipment inventory
• Ensures that equipment is properly tagged in compliance with CI and OFM policies. Ensures that capital data information is properly completed and submitted to CI HQ in accordance with CI capital asset policies.
Supervises hiring and training of incarcerated workers. Participates on hiring panels for future CI staff.
• Operates a safety accident prevention program in accordance with Department policy; ensures staff and incarcerated workers receive safety training and adhere to safe work practices.
• Hires and evaluates performance of incarcerated workers that work in the business office; ensures incarcerated worker personnel actions and compensation are managed in accordance with Department policy directives.
• Approves incarcerated individuals monthly payroll.

Required Qualifications:
• Graduation from high school or GEDequivalent.
• Two years experience in business-management/accounting.

This position is located in our Central Region Office (CRO) in Union Gap, WA. Upon hire, you must live within a commutable distance from the duty station.
In this position you will be responsible for implementing the permit program for the Sand and Gravel/Winery general permit and related activities in the seven-county area of the Central Regional Office. This position plans, prioritizes, and performs permit related activities, including inspections, determinations of facility coverage under a general permit or individual permit, technical assistance, status changes, compliance assurance, complaint investigation, and routine enforcement as necessary, to implement the Water Quality Program’s mission of protecting and restoring Washington’s waters.
The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. What makes this role unique?
This position allows for frequent, independent travel from Ecology’s Central Regional Office (CRO) to perform site inspections at remote locations within CROs seven county geographic area. Within the CRO geographic area you will have the opportunity to become the regional general permit expert for the Sand and Gravel/Winery facility operations. Additionally, you’ll participate in active workgroups specific to the general permits with the goal of improving processes and/or outcomes. An abundance of training opportunities will also be provided to enhance your skill sets in your assigned work and beyond.
What you will do:
• Work with the public (permitted and unpermitted) and other agencies/governments related to activities specific to their facilities.
• Provide technical assistance to applicants to help them understand their options for changing or acquiring permits specific to their proposed projects or existing facilities.
• Write detailed inspection reports. These reports are used to demonstrate compliance or aid them to get into compliance.
• Respond to water quality complaints related to assigned facilities, in cooperation with other program staff and other programs or agencies.
• Initiate recommendations for enforcement actions to achieve compliance with applicable water quality laws and regulations.
• Utilize Ecology databases to analyze and interpret scientific information concerning water quality, pollution, and impacts to resources from pollution events using knowledge of chemistry and biology including interactions in soil, ground and surface waters.
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1: Six (6) years of combined experience and/or education:
• Education: involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
• Experience: in environmental analysis or control or environmental planning.
Experience may include a combination of the following:
• Performing field surveys or studies.
• Responding to complaints involving scientific or technical content
• Preparing public meetings and hearings.
• Assistance with routine inspections or investigations requiring specialized knowledge of industry processes, pollutant sources or natural processes.

• Conducting routing sampling and testing analyses, interprets data, writing reports.

This position supports that objective by assisting with the supervision and training of incarcerated workers in the food services industry.
Duties include, but are not limited to:
Assists in the supervision and training of incarcerated workers under the direction of the shop supervisor/lead.
• Observe and supervise incarcerated workers operating equipment and machinery to include but not limited to Food Services/manufacturing industry.
• Train incarcerated workers in safe food handling practices, to include participation with instruction of the ServSafe course.
• Train incarcerated workers in progressive cooking, portion control, and quality control.
• Document and provide feedback on incarcerated worker job performance and behavior using infraction reports, incident reports, behavior logs, performance appraisals, certificates of proficiency, letters of counseling, or verbally, as appropriate and in accordance with DOC Policy.
• Prepare incarcerated worker personnel actions (i.e. infractions, onsite corrections, corrective counseling, coaching, expectations etc.) in accordance with DOC policy.
Participates in the planning and scheduling of resources.
• Participates in the scheduling of materials and incarcerated workers to meet customer completion dates as directed.
• Direct and assigns incarcerated workers.
• Verify order information to ensure production and service fulfillment accuracy.
• As directed, coordinate raw material delivery, finished goods delivery and support services.
Ensure incarcerated workers receive safety training and adhere to safe work practices by participating in a Safety and Accident Prevention Program in accordance with DOC Policies.
• Maintain proper recordkeeping for the DOC Safety Program.
• Within established timelines review and investigate accident reports to identify what caused the event and recommend preventive measures.
• Participate in and/or conduct monthly Safety committee/meetings.
• Document safety and sanitation inspections, as required
Administrative duties and other duties as assigned, including but not limited to:
• Maintain accurate timekeeping for incarcerated workers, as required, to include: sign in/sign out within Correctional Industries Time Keeping (CITK), reconcile discrepancies, etc.
• Participate/conduct inventory control and counts.
• Provides input in the development of Standard Operating Procedures (SOP).
• Prepares or provides reports as requested.
• Participates in product management and development teams as assigned.
• As requested, recommends design and engineering improvements to products, production, and services to enhance operations.

Required Qualifications:
One (1) year full time work experience in a food service, food manufacturing, food processing, or institutional feeding environment.
OR
One (1) year total full time work experience as a Correctional Industries Supervisor Assistant within the Washington State Department of Corrections.
AND
• High school diploma or equivalent
• Computer literate with a working knowledge of Microsoft Office products or equivalent software programs.
• Effective oral and written communication skills in routine and emergent situations.
• Ability to develop and promote positive and professional interpersonal relationships.
• Ability to set and manage priorities.
Preferred/Desired Qualifications:
• More than one (1) year full time work experience in a food service, food manufacturing, food processing, OR institutional feeding environment.
• An AA degree or Vocational Certificate/degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA).
• Knowledge of Manufacturing Resource Planning software (MRP)

The Enforcement Division works with approximately 13,000 liquor and cannabis licensees and their employees by providing education and counseling on liquor & cannabis licensing laws and regulations. At times they may take administrative and criminal action against licensees, employees, and the public who violate state liquor, tobacco and cannabis laws.

Under a limited law enforcement commission, LCB Enforcement Officers enforce state liquor, tobacco, and cannabis laws and regulations through citations, arrests, and administrative actions applicable to retailers, non-retailers, liquor, tobacco, and cannabis employees, and underage violators within an assigned geographic area. The area may include about 250 or more liquor licensed businesses and about 150 or more tobacco licensees. Responsibilities include, but are not limited to the following:
• Under close supervision and based on complaints, inspections, and strategic goals / plans, conduct checks including preparing and completing comprehensive reports, data entry tracking into the Electronic Notebook, and evidence preservation utilizing chain of custody methods.
• Organize and conduct random, unannounced inspections of licensed liquor, tobacco, and cannabis establishments to check for compliance with state laws and provides technical assistance as necessary.
• Respond to Department of Health referrals and take appropriate enforcement action.

• Under close supervision, schedule and conduct field work involving premise inspections as needed for complaint investigations on liquor, tobacco, and marijuana violations. Identify any liquor, tobacco, and cannabis violations and take appropriate administrative or criminal enforcement actions.
• Under the direction of the Field Training Officer, provides education and training to retail licensees and their employees regarding responsible liquor, tobacco, and cannabis sales. Work with licensees regarding DUI stats and over service classes.
• Completes all annual inspections of licensed premises within your assigned area once per year.
• Attends to administrative duties, such as training, and testifying in court or at administrative hearings. Attends meetings and committee assignments.
REQUIRED QUALIFICATIONS
• Possess a high school diploma or GED.

We are looking for experienced, knowledgeable individual to fill our Customer Service Team Leader position in the Contact Center. This position manages and directs units of Retirement Specialists, who are the primary customer service link for our active, retired and inactive members and participants of the eight retirement systems, 15 retirement plans, and the Deferred Compensation Program administered by DRS.
You will collaborate with other unit managers in the development and implementation of customer service policies and procedures and will ensure your team members know and understand processes, procedures and expectations for delivering exceptional customer service.
You will manage and oversee the day-to-day functions in the Contact Center. You will set standards and expectations for the unit and ensure adequate staffing and coverage to meet customer needs and workload demands. You will review and analyze team productivity data and reports, and review productivity statistics and customer call recordings with individual team members. You will discuss overall team member performance, highlighting successes and identifying any areas for possible improvement. You will also coordinate customer service training for team members.
You will provide leadership, coaching and support for Contact Center team members and fairly and consistently hold team members accountable to established expectations. Qualifications

Duties
This position is a Non-Permanent appointment with the potential of becoming Permanent. The recruitment is open until filled, applications will be reviewed immediately. We are looking for experienced, knowledgeable individual to fill our Customer Service Team Leader position in the Contact Center. This position manages and directs units of Retirement Specialists, who are the primary customer service link for our active, retired and inactive members and participants of the eight retirement systems, 15 retirement plans, and the Deferred Compensation Program administered by DRS.
You will collaborate with other unit managers in the development and implementation of customer service policies and procedures and will ensure your team members know and understand processes, procedures and expectations for delivering exceptional customer service.
You will manage and oversee the day-to-day functions in the Contact Center. You will set standards and expectations for the unit and ensure adequate staffing and coverage to meet customer needs and workload demands. You will review and analyze team productivity data and reports, and review productivity statistics and customer call recordings with individual team members. You will discuss overall team member performance, highlighting successes and identifying any areas for possible improvement. You will also coordinate customer service training for team members.
You will provide leadership, coaching and support for Contact Center team members and fairly and consistently hold team members accountable to established expectations. You will observe team members on a regular basis as part of assessing their overall performance and will conduct performance evaluations in accordance with established rules and agency policy. You will work with team members to create career development plans and provides coaching and support in working toward goals. You will also assist and coach team members in responding to complex, sensitive or escalated customer service situations.
NOTE: These position may be eligible to work a flexible, compressed and/or alternate work week schedule other than 8:00 AM to 5:00 PM, Monday through Friday, based upon the business needs, and at the discretion of the Appointing Authority.
Qualifications
• Six (6) years of full-time experience providing leadership, direction and supervision for a high-performing team of professional-level employees in a direct customer service environment (an undergraduate or post-graduate degree may substitute, year for year, for up to four years of experience); OR
• Two (2) years of full-time experience as a Retirement Specialist 3;
• Proven experience successfully responding to and resolving complex, sensitive and/or escalated customer service situations;
• Demonstrated proficiency with Microsoft Office, Word and Excel (version 2013 or newer);
• Demonstrated ability to utilize multiple computer applications simultaneously; and
• Demonstrated proficiency in the following competency areas:
